Congressman Earl Blumenauer has represented Oregon's 3rd Congressional District since 1996. He is a co-founder of the Congressional Cannabis Caucus which was formed in 2017.

He doesn't smoke marijuana but has "no problem with people who do" and predicts marijuana will be legal within 5 years.
