Could Verstappen's rivals do what he's doing in the Red Bull?

Red Bull boss Christian Horner was recently moved to say that he doesn't think that there's anyone in the world who could match Max Verstappen's performances in this year's Red Bull RB19. But is he right, or might one of his rivals be able to step into the car and get as much (or more) out of it?
