President of the Court of Appeal, Justice Stephen Kos says there's a need to reform New Zealand's criminal justice system - and shorter prison sentences and open jails are among changes he would suggest.
He is one of two people believed to be in the running to take over as Chief Justice.
Howard League for Penal Reform Wellington president, Christine McCarthy told Mike Hosking we are not addressing the reason for offending in the first place.
She says a lot of people in prison have mental health issues and there are difficulties in accessing rehab programmes.
"The justice and the correction system at the moment is quite broken."
