The gifts of the Spirit are empowered by the same Spirit and He apportions, or gives, to each person as he wills. These gifts are not just natural gifts, these are supernatural, given by Holy Spirit. Anyone filled with and yielded to Holy Spirit can be selected by Holy Spirit for the use of these gifts. These are supernatural gifts open to any believer.
