How Do I Explain This To My Child?

Denise has a 23-year-old daughter who is severely mentally ill and institutionalized. Denise's 8-year-old daughter (who never sees her sister) has asked why her parents "hate" her sister. How do they explain mental illness and, in this instance, the need to be protected from family to a child?
