केंद्रीय सरकार ने कहा है कि उसने 'डिजिटल मीडिया' को रेगुलेट के लिये कुछ नये नियम बनाये हैं और इसे 'इनफॉर्मेशन टेक्नोलॉजी (इंटरमीडियरी गाइडलाइंस और डिजिटल मीडिया एथिक्स कोड) रूल्स 2021' का नाम दिया है। लेकिन डिजिटल मीडिया संस्थानों और पत्रकारों के संगठन DIGIPUB News India Foundation का कहना है कि इन नियमों की कोई ज़रुरत नहीं है और ये नियम “लोकतंत्र में समाचार के मूल सिद्धांत और उसकी भूमिका के खिलाफ जाते हैं.” ऐसे में सवाल उठता है कि ये रूल्स क्या हैं और क्यों इसका विरोध हो रहा है ? साथ ही, क्या भारत में 'डिजिटल मीडिया' को रेगुलेट करने के लिए अभी तक कोई नियम नहीं है जो इसकी ज़रुरत पड़ गयी?

हम ये भी देख रहे हैं कि हाल दिनों में देश के विभिन्न हिस्सों में पत्रकारों और मीडिया संस्थानों पर हमले तेज़ हुए हैं, पत्रकारों गिरफ्तारियां भी हुयी हैं या फिर उन्हें डराने-धमकाने की कोशिश हुई है जिसकी वजह से स्वतंत्र पत्रकारिता दिन ब दिन मुश्किल होता होता जा रहा है। कोरोना और लॉकडाउन की वजह से भी सैकड़ों मीडियाकर्मियों की नौकरी चली गयी है। आख़िर सवाल उठता है कि इन सब समस्याओं का कारण और हल क्या है ?

इन्हीं सवालों और मुद्दों पर 'बात-मुलाक़ात' के इस एपिसोड में होस्ट महताब आलम ने वरिष्ठ पत्रकार गीता शेषु और वकील अपार गुप्ता के साथ बातचीत की।

(The central government has introduced a new set of rules namely the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021. According to the government, the rules aim to  address the concerns around lack of transparency, accountability and rights of users related to digital media. 

However, as per DIGIPUB News India Foundation, which is a collective of independent journalists and digital media organisations, the rules in “some places appear to go against the fundamental principle of news and its role in a democracy”.

In this episode of Baat Mulaqat, we discuss the features of the rules, their impact on media freedom and ordinary citizens. We also talk about the growing attacks on media freedom and journalists.
