Michelle Obama, the wife of U.S. President Barack Obama, will pay a visit to Cambodia later this month.

The Royal Government of Cambodia says they hope the important visit will strengthen friendly relations between Cambodia and the United States.

In a related development, Cambodian Prime Minister Hun Sen attended celebrations of the National Culture Day and urged the public, particularly youths, to actively safeguard, preserve and develop national culture.

Hun Sen says the Culture Day is aimed at educating people to better understand the real value of Cambodia’s national culture, which is the source for employment and opportunity for the economic development of the country.

pay a visit to... 访问，拜访 等于pay… a visit。如果光说visit意思也没有本质区别。这三种表达方式很多时候可以互换，但在国事访问之类的正式场合，一般都用包含pay的那两种。
例句：
The newly-elected president says he will pay a visit to China very soon. Obviously, he thinks China is an important strategic partner. （新当选的总统表示他将很快对中国进行国事访问。显然，他认为中国是重要的战略合作伙伴。）
I’ll be on a business trip in Shenyang next week. Will visit my best friend’s parents while I’m there. （我下周去沈阳出差，顺便拜访一下我朋友的父母。）

Royal Government of Cambodia n. 柬埔寨王国政府 柬埔寨的全名为柬埔寨王国（Kingdom of Cambodia），所以其政府的全名也有“王国”两字。

in a related development 这是新闻报道中常见的衔接语。如果一则报道中讲述了两件事情，它们并没有直接关系，但有一个共同的相关元素，就可以通过in a related development、in related news之类的衔接语把它们很自然地串在一起。本文的前半部分讲的是美国第一夫人即将访问柬埔寨，后半部分讲的是柬埔寨首相强调国家文化日的重要性。两者其实是彼此独立的事件，但因为有柬埔寨这个共同元素，所以通过一句in a related development顺理成章地被揉进同一篇报道里。

aim at ... v. 以…为目标 跟aim to …意思一样，区别在于at后面一般跟动名词，to后面跟动词。由于educating people to better understand the real value of
Cambodia’s national culture这部分已经有了to，所以此处还是用aim at更好一些。
如果想用aim to，可以说：Hun Sen says the Culture Day aims to help people better understand the real value of Cambodia’s national culture.
此外，aim at主动、被动语态均很常见，aim to则只用主动语态。
