After dealing with the issue of legalism among those who profess the faith, I've narrowed down one of the original problems that lead to this. Not fully understanding our Fallen nature leads to these sorts of legalism and even prevents us from recognizing the vast holiness of God. (Please don't mind my little girl in the background) :)
