The US Navy narrowed it down to a few miles, however, so they plan was on to fully retrieve this vessel from the ocean floor.

It took years to pull off, and the cover story involved the amazing Howard Hughes. His companies and his bizarre secrecy in all things made him the perfect person to build the Hughes Glomar Explorer, the ship sent out to do the actual spying.
