Concern a new government decision will make fewer people want to work in public service.
Chris Hipkins has announced public service bosses will be stripped of their performance bonuses to save about $4 million.
Medrecruit Managing Director Sam Hazledine told Mike Hosking this might put people off working for the public sector.
"The reality is the public sector's already paid a lot less than the private, and I think incentives are an important part of that, and essentially they are one of the big reasons why people choose private over public."
