Special Guest | Andre Beliveau From The John Locke Foundation

André Béliveau serves as the Strategic Projects and Government  Affairs Manager at the John Locke Foundation. He oversees special  projects for Locke, including Civitas Action, engages in policy analysis  and research, and works with the Director of Government Affairs to  manage legislative priorities, government relations, and external  affairs.

Previously, André served as a policy advisor in the North Carolina  Senate, where he worked in various public policy areas, including tax  and regulatory reform, energy policy, social policy, elections law, and  redistricting. He also previously served as a legislative assistant to  Sen. Paul Newton. From 2007 to 2017, André worked in emergency services,  serving as a firefighter, EMT, and police dispatcher. He also comes to  Locke with experience in campaigns, political communications, and speech  writing.

He graduated with a B.A. Cum Laude in History from Marist College and  is an M.A. in Government candidate at The Johns Hopkins University. His  academic expertise includes political theory, American political  development, legislative language, public policy, early American  history, and constitutional studies.

A native of upstate New York, André moved to North Carolina in 2020  after spending time in Pennsylvania and the United Kingdom. Outside of  work and academic life, André enjoys writing, traveling, target  shooting, playing the bagpipes, and spending time with his two loyal  cats, Merlin and Percival.
