You can talk about Tao, but not about eternal Tao. Names may be named, but not the eternal Name. As the origin of heaven-and-earth, it has no name, but as "the Mother" of all things, it can be named. So, always hidden, we have to contemplate its inner essence. But continually manifesting, we must contemplate its external aspects. The two flow from the same source, although they have different names; Both are called mysteries. The Mystery of the mysteries of the Door of all essence. When everyone recognizes beauty as beautiful, this in itself is ugliness. When everyone recognizes good as good, this in itself is bad. Certainly, the hidden and the manifest are generated to each other. Difficulty and ease complement each other. Long and short reveal its opposite. High and low establish mutual measure. The voice and the sound of each other harmonize. The back and the front follow each other. Therefore, the Sage handles his affairs without acting, and disseminates his teachings without speaking. He denies nothing to countless things. He builds them without attributing anything. He does his job without accumulating anything for him. It fulfills its task without boasting of it, and, precisely because it does not boast, no one can take it away. By not extolling talented people, you will cause people to abandon rivalry and discord. By not valuing hard-to-get goods, you will stop people from stealing and docking. By not exhibiting what everyone covets, you will make people's hearts stay serene. Therefore, the way of governing the Wise begins by: emptying the heart of desires, filling stomachs with food, weakening ambitions and strengthening bones.
