Teaching children from underprivileged communities how to swim

Swimming is a skill that is far-removed from black people because of social class. Swimming pools are expensive to build and maintain, and swimming classes can be expensive for black parents in townships. Over 50 people lost their lives in the KZN floods. Could some of these victims have drowned? How can we ensure that children from underprivileged communities are taught how to swim?
