On September 29, 2025, Jim Shell, former Chief Scientist for Air Force Space Command, published “Time to Speak Up: Postured for Operational Surprise.” In it, he alleges a clandestine “security control system” has supplanted the authority of the U.S. Space Force and Space Command, blocking critical data, punishing Guardians, and leaving senior generals dependent on public internet sources for situational awareness.
