Taking their stuff could weaken them, but Harrington says tarnishing and destroying their social status in London and New York, where they’ve built opulent fiefdoms, may be just as effective. Also, Harrington tells of her efforts to join the White House’s new anti-oligarch task force, KleptoCapture—with distressing results.
