In 1984–85 Japan, a group calling itself the "Monster with 21 Faces" sent taunting letters and staged threats that led to nationwide candy recalls, arson, kidnappings, and confirmed cyanide-laced packages. Authorities mobilized hundreds of thousands of officers, yet suspects—like the grainy videotaped man and the fox‑eyed watcher—remained elusive.

The campaign of fear culminated in tragedy and ended as suddenly as it began, leaving corporate collapse, a devastated investigation, and unanswered questions about how spectacle and menace can control a country.
