奥巴马总统公布了他的移民计划，称消除五百万非法移民被遣返的威胁会让移民体系“更加公平和公正”。

奥巴马通过行政命令（executive action）公布的移民计划将允许已经在美国非法居住满5年且孩子出生在美国的非法移民申请为期三年的工作许可（undocumented migrants who have been living illegally in the United States for five years and have US-born children to apply for three-year work permits）。

这些移民将可以不再躲藏（come out of the shadows）, 通过犯罪记录审查（undergo criminal records checks），并交纳适当的税收（pay proper taxes），以申请更长时间的拘留许可（apply for longer-term residency）。
