This story was found via J.G. Ballard's "The Day of Forever" short story collection, an eclectic series of tales that Ruiz found occasionally plodding, often delightful, and ultimately enjoyable if a bit forgettable.
J.G. Ballard (1930-2009) was a British writer best known for the semi-autobiographical "Empire of the Sun", as well as his many Science Fiction & Post-Apocalyptic novels such as "The Drowned World" and "The Wind from Nowhere".
