Basically, the verse people use to say that the Quran doesn’t allow friendships with those outside of Islam is actually a part of a passage that says, more or less, “Don’t be friends with hypocrites and jerks.” The passage references Christians and Jews who don’t take their own faiths seriously and who perpetuate the idea that Islam is an innately hateful and violent religion. If you're going to get a Quran to better understand your neighboring Muslims, I recommend getting the app called "Holy Quran". It's easily navigable and has commentary you can access by tapping on the "folded down" corners of specific verses, which will help you understand the modern interpretation and overall religious and Quranic context.
