In September 2005, the House of Representatives established the Select Bipartisan Committee to thoroughly investigate the preparation and response to Hurricane Katrina. Tasked with delivering comprehensive findings by February 15, 2006, the Committee examined the execution of emergency response plans across local, state, and federal levels. This report reveals the narrative and findings, reflecting a unanimous agreement among the Committee members. Additionally, other Congressional participants, while not official members, have provided their perspectives, which are included here. Above all, this report is dedicated to the victims of Hurricane Katrina, their families, and friends. The immense loss of life, property, and dreams is honored, and we commend all Americans who have rallied to provide support during this tragedy.
