After the global flood subsided, Yahweh made a covenant, a contract, with mankind and nature. He promised never to send another global flood and He promised to maintain the stability of the earth. Those were the conditions He put on Himself and there were no obligations for man or nature. God signed the covenant using the rainbow, the symbol of His majesty, authority and glory. Yahweh then reinstalled the original three divine institutions and put in place a fourth: civil authority with the power of capital punishment. Civil authority’s role was to limit the spread of evil.
