You can't always risk the life of the Captain of the Enterprise. That was the thought that inspired the "contact team" when playing the concept for "Star Trek: The Next Generation." What was envisioned as a kind of SWAT for Starfleet didn't materialize then, but they may have had a life by the time "Enterprise" took flight.
