Starting in June of 1987 and extending to September of 1988 Delaware faced their first, and still only, serial killer. Stephen Pennell seemingly just snapped and started to take his frustrations out by kidnapping, torturing and murdering young women.
What set him off? How was he stopped? What craziness took place when he went to trial and then when he represented himself before The Superior Court?
