Some of the more difficult problems to approach are those with clearly defined issues. A mass casualty event involves multiple persons in need of medical attention. This is not necessarily the direct problem that needs to be solved. Along with drones and swarms (why not, we are aeronautical engineers) we break down some of the more alternate approaches to this general problem.
