The International Geophysical Year (I.G.Y) was created to unite the nations and scientists around the world and measure the entire planet in 1957-58 during solar maximum in solar cycle 19. But that may have been a disguise for trying to make contact with non human intelligence... and its findings may be linked to the JFK assassination.
