We call that a hoax that was used to propel us into the age of electronic voting machines, and here's why...
The date of the testimony you will hear in this podcast is from 2001, reflecting back on some tabulation machine tampering this programmer did that would change votes 51-49 to whoever you wanted to win. As a programmer myself, I have built similar scripts for vote tabulation (without an intentional way to override or cheat). I can guarantee you this, that the accuracy of the programming is up the integrity of the programmer.
Practically ANY programmer can write a script to change votes. There are multiple languages this can be done in, and in some cases the 'flipping' can be completely disguised and in an off-site external script that is invisible to a general audit, but would be easy to spot in a forensic computer audit.
