As heavy snowfalls and precipitation continued in the North of the Province well into April, the lower St. John basin once more began to fill. By April 27th, for the second time in 12 months, New Brunswick’s flood waters have reached unprecedented levels. When a once in a lifetime event happens once, it is an anomaly; an outlier. When a once in a lifetime event happens twice, there is a pattern forming and a larger game afoot.
