From Brewer's Dictionary of Phrase and Fable: Slubberdegullion: A base fellow; a nasty oaf. 'To slubber' is to do things carelessly, in a slovenly way, and 'degullion' is a fanciful addition, 'gullion' perhaps being a variant of 'cullion,' a base fellow.
Quoth she, Although thou hast deserved,
Base-slubber degullion, to be served
As thou didst vow to deal with me.
