The Wild Free-Roaming Horses and Burros Act decreed that wild free-roaming horses and burros shall be protected from capture, branding, harassment, or death. Yet, wild horses are being culled from their homes and their families, in the tens of thousands almost every year, by the very same agency that is charged with protecting them.
