IDF: Hamas chiefs spurred to launch war after seeing Monday Temple Mount clashes

Military Intelligence believes group hopes to paint itself as ‘defender of Jerusalem’; Israeli strikes on Hamas, Islamic Jihad setting them back for years to come, army assesses

By JUDAH ARI GROSS 14 May 2021, 4:13 pm 2

The Hamas terror group decided to launch the current round of violence, at the risk of all-out war, when its leadership saw photographs and videos of Monday’s clashes between Israeli security forces and Muslim protesters on the Temple Mount, according to an Israeli Military Intelligence assessment.

Driven by both religious fervor and political ambition, the terror group hoped to establish itself in the minds of Palestinians and Muslims around the world as the “defender of Jerusalem” by demanding Israel remove its troops from the holy site and firing a salvo of rockets at Jerusalem when that didn’t happen, even though it risked Israel’s eventual response of punishing strikes on its tunnel infrastructure, rocket production capabilities and its senior leadership, Military Intelligence believes.

This messaging by Hamas be seen in a poster released by the group on its official social media channels on Friday, showing the profile of the commander of the group’s military wing, Muhammad Deif, with the caption, “He promise, he delivered,” referring to this Jerusalem ultimatum.

Hamas has also managed to insert itself into the ongoing domestic strife in Israel, in which Arab and Jewish mobs have taken to the streets in recent days, wantonly and viciously attacking members of the other ethnic group.

Hamas’s rocket launches at Jerusalem on Monday evening were widely seen as an intelligence failure by the Israel Defense Forces, as Israeli military officials for weeks prior to the attack had maintained that Hamas was not interested in a war. IDF Military Intelligence rejects this allegation, saying that it had warned the political echelon of the threat of an attack by Hamas nearly a month ahead of time, in mid-April, when significant clashes broke out regularly between residents of East Jerusalem and Israeli forces and amid the Palestinian Authority’s decision to indefinitely postpone Palestinian elections that were planned for May.

As a result of this warning, IDF Chief of Staff Aviv Kohavi canceled a long-planned, highly significant trip to Washington, in which he was meant to share Israeli intelligence and assessments regarding Iran’s nuclear program and aggression in the region with the Biden administration.

According to Military Intelligence, on Monday, after determining Hamas’s intention, the IDF explicitly warned the country’s political leadership that the terror group indeed planned to fire rockets at Jerusalem, which it later did. A salvo of rockets screamed toward Jerusalem and the surrounding hill country just after 6 p.m. on Monday, catching much of the capital off guard. The military did not issue public warnings despite these concerns as it felt that it had sufficient defensive capabilities to respond to such an attack. Indeed, the rockets caused only a small amount of damage in towns outside the capital and no injuries.

The IDF sees Hamas’s boasts of being a protector of Jerusalem as representing a significant success for the terror group in this round of fighting, though the military maintains that its strikes on Hamas and the Palestinian Islamic Jihad targets in the Gaza Strip have set back the terror groups’ abilities to conduct future attacks against the Jewish state for months and years to come, far outweighing whatever public relations or political victories Hamas can claim.

Though 10 people in Israel have been killed in the current round of fighting as of Thursday, including a 5-year-old boy, Hamas and the Palestinian Islamic Jihad have so far failed to carry out any “surprise attacks” in Israel. The groups have not yet managed to conduct cross-border raids or attack Israeli targets with “suicide drones,” though not for lack of trying.

“We have disrupted the operational plans of the enemy: We have neutralzed the threat of incursions, intercepted attacks using drones and unmanned aerial vehicles and we have struck a serious blow at Hamas’s subterranean capabilities,” a senior IDF officer told reporters Friday, speaking on condition of anonymity.

According to the military’s assessments, Israel’s precision attacks on Hamas’s massive network of over 1,000 kilometers (600 miles) of tunnels under the Gaza Strip over the past four and a half days of fighting — particularly its synchronized airstrikes killing a number of Hamas leaders located in five different underground bunkers in opposite sides of the enclave within the span of 18 minutes on Wednesday — have made the terror group fear that this primary strategic asset has become a liability. Shortly after midnight Thursday, the IDF launched one of its largest ever bombardments in the Gaza Strip, targeting a massive underground network of defensive tunnels under the city of Beit Lahiya, with 160 aircraft simultaneously firing at some 150 targets.

“We have killed dozens of top Hamas and Islamic Jihad members, which has given their leaders a feeling that they are being chased. This makes it difficult for them to operate and to continue overseeing the battle,” the senior IDF officer said.

Several top terrorist leaders have also been targeted in IDF strikes, in some cases more than once, but emerged from them unscathed.

While Hamas and the Palestinian Islamic Jihad have fired a massive quantity of rockets toward south and central Israel — roughly 2,000 as of Friday morning — and they, together, have several thousand more that they are still capable of firing, according to Israeli intelligence estimates, the terror groups will not be able to replace the projectiles they are firing as the IDF has destroyed the lion’s share of their domestic rocket production capabilities, bombing dozens of manufacturing facilities and killing 10 of the top weapons developers in the Strip.

Yet, the IDF estimates that the terror groups have enough rockets in their arsenals to continue fighting for at least another 60 days.

The senior Israeli officer said the IDF was also prepared for sustained fighting in the Gaza Strip.

“We are prepared with enough high-quality targets for a long time, for a long campaign. We will continue to exact a growing price from Hamas,” the officer said.

In total, Israeli intelligence believes that it has killed hundreds of Hamas and Palestinian Islamic Jihad members in its strikes, a far greater number than has been reported by the Strip’s Hamas-run Health Ministry, as many of the terrorists hit in Israeli attacks were in tunnels and bunkers at the time, and their bodies have not yet have been removed. So far the IDF has identified by name 85 slain terrorists, at least 20 of them in key leadership or technical positions, including the commander of Hamas’s Gaza City brigade, Bassem Issa.

The Gaza Health Ministry said Friday that at least 115 Palestinians have been killed in the Gaza Strip since the outbreak of fighting, including 27 minors. Israeli officials maintain that several of the children killed in the past week were hit not by IDF strikes but by errant rockets fired from Gaza that failed to clear the border and landed within the Strip.

Three women were killed and over a dozen other civilians were wounded after terrorists in the Gaza Strip fired a barrage of rockets in the direction of Tel Aviv on Tuesday.

Sirens sounded throughout the center of the country as hundreds of rockets pelted the South. The barrage came hours after Hamas warned Israel it would fire missiles into Tel Aviv if the IDF continued to strike buildings in the Gaza Strip.

One of the rockets hit a bus in Holon, just south of Tel Aviv, and two others fell in Rishon Lezion, killing a civilian.

Earlier in the day, two women were killed in Ashkelon as rockets struck the southern city. The IDF continued to target Hamas and Palestinian Islamic Jihad terrorist sites throughout the Gaza Strip.

One of the women killed in Ashkelon was identified as Soumya Santhosh, an Indian national who worked as a caregiver for an elderly woman in Ashkelon. The elderly woman sustained serious injuries.

The rockets fired at Tel Aviv set off sirens in Herzliya, Ra’anana and the Sharon region. The barrage came after Israel bombed a 13-story building in Gaza.

More than 800 rockets were fired into Israel from Gaza since Monday, the IDF said, adding that 150 fell inside the Strip, and another 200 were intercepted by the Iron Dome.

Following a visit to the Southern Command headquarters, Prime Minister Benjamin Netanyahu said the intensity and rate of IDF attacks would increase.

“We are in the midst of a campaign,” he said. “Since yesterday, the IDF has been attacking hundreds of Hamas and [Palestinian] Islamic Jihad sites in Gaza. We have neutralized commanders; we have hit many of their quality targets. Hamas will be struck in ways that it did not expect.”

Netanyahu and Defense Minister Benny Gantz said in a late-night statement that Hamas will be hit hard.

“Hamas and Islamic Jihad have paid and will continue to pay,” said Netanyahu. “We are all mourning those killed and praying for those who were injured. We all give our full support to the IDF and Israeli security forces. This campaign will take time.”

Israel has “the right and the obligation to act and will continue to do so,” said Gantz.

Israel struck 500 targets killing dozens of terrorists, said IDF Chief Of Staff Lt.-Gen. Aviv Kohavi. “We will continue extensive strikes against Gaza,” Kohavi went on to say.

A senior diplomatic official on Tuesday said Israel would not negotiate a ceasefire before Hamas pays a price for its attacks.

“Hamas fired a bunch of rockets, and then, of course, they want a ceasefire,” the official said. “That’s perfect for them; they don’t have to pay a price for firing on Jerusalem and then 500 rockets… There will be a ceasefire when we’re ready for it.”

The official would not confirm or deny a report on Channel 12 news that Israel had declined an Egyptian offer to negotiate a ceasefire or whether Egypt had made an offer.

The IDF said it had killed two top PIJ commanders in Gaza who were responsible for rocket fire.

More than 100 Israelis have been injured as about a dozen buildings in Ashdod and Ashkelon were hit by rockets, the Israel Police reported. One of the buildings was a school.

A gas pipeline was also set alight Tuesday by a rocket landing nearby, and Ben-Gurion Airport closed for a couple hours.

Israel has also begun targeting terrorist commanders, IDF spokesman Hidai Zilberman said, including the commander of Hamas’s anti-tank guided-missile unit, Iyad Fathi Faik Sharir, who carried out a number of attacks against Israel in the past.

“The ATGM unit in Gaza City was prepared to carry out anti-tank guided-missile attacks at the time of the strike,” the IDF said.

One of the Palestinian terrorists killed was identified as Samah Abed al-Mamlouk. The IDF and Shin Bet (Israel Security Agency) said he was attacked in a hideout together with other PIJ operatives. Mamlouk was in charge of PIJ’s rocket arsenal, the IDF said.

In another strike, Hassan Abu al-Ata, deputy commander of PIJ’s Gaza Brigade, was killed when the IDF struck an apartment in an eight-story building in Gaza City’s Rimal neighborhood. He was the brother of Bahaa Abu al-Ata, who was killed in a targeted strike in 2019.

Before the strike, Defense Minister Benny Gantz approved the call-up of 5,000 reservists as the IDF prepared for a large-scale offensive in the Gaza Strip.

The 101st Battalion of the Paratroopers Brigade and the Egoz commando unit were deployed to the South, and the 202nd Battalion was deployed to the West Bank on Tuesday morning.

“For every day of shooting at the citizens of Israel we will send [Hamas and PIJ] back years and hit them hard,” Gantz said at an operational assessment with Southern Command officers and heads of local municipalities in the South.

“We will not stop until calm returns,” he said. “We will not stop until we achieve long-term calm and severe damage to the terrorist infrastructure.”

Gantz later said he anticipated Hamas would make a “victory speech,” but the reality is they will suffer a “very serious blow.”

“We are less than a day since the start of the operation, carrying out a massive wave of attacks in a campaign that began in Jerusalem,” he said. “We have embarked on a campaign that will hurt Hamas seriously.”

IDF Chief of Staff Lt.-Gen. Aviv Kohavi ordered the reinforcement of the Gaza Division with infantry and armored brigades along with the continued redeployment of intelligence and air units.

He ordered the continued striking of Hamas and PIJ weapons and storage sites, as well as the expanding of the strikes to other targets, including operatives of the terrorist groups.

“The IDF will continue to act resolutely to restore security to the residents of the South, and all commanders must prepare for the expansion of the campaign, with no time limit,” the IDF said in a statement.

In retaliation for the rocket fire that terrorist groups said came as part of an operation they called “Sword of Jerusalem,” the IDF carried out waves of airstrikes overnight into Tuesday against terrorist targets in operation “Guardians of the Wall.”

Hamas took responsibility for the barrages, saying the “Qassam Brigades directed the largest missile strike so far on the occupied cities of Ashdod and Ashkelon in response to the enemy’s continued targeting of houses and resistance men, and the next is greater, God willing.”

The military is “prepared for a variety of scenarios,” including an escalation, Zilberman said, adding that the operation would last “several days” and will deal a hard blow to Hamas.

The IDF deployed additional Iron Dome batteries to the southern Gush Dan region and added an extra Iron Dome battery that had been in reserve.

Under orders from Home Front Command, local councils within a 40-km. radius of the Gaza Strip shut schools on Tuesday and Wednesday and banned large public gatherings. Under the restrictions, only 10 people can gather outside and 100 inside, as long as there is a bomb shelter nearby that can accommodate all participants. In the Shfela region, up to 30 people can gather outside and 300 inside.

Zilberman stressed that while more than 200 rockets had been fired toward Israel in the morning, a third of them fell inside Gaza, and the Iron Dome missile defense system had a 90% success rate in intercepting rockets fired from the Strip.

Nevertheless, several homes sustained direct hits from the rocket fire.

One rocket struck a house in Nir Am, in the Sha’ar Hanegev region, shortly after midnight on Monday night. No injuries were reported.

On Tuesday at around 6 a.m., a wave of rockets hit two residences in Ashkelon. One rocket hit a family home. The father suffered moderate-to-serious injuries to his head, the mother was in moderate condition, and the children suffered light injuries.

Later in the day, some residential buildings in Ashdod and Ashkelon were hit by rockets.

Overnight on Monday, Hamas told Egyptian officials the terrorist groups in Gaza would refuse to engage in any negotiations unless Israel withdraws security forces from the Temple Mount and Sheikh Jarrah neighborhood and releases all those detained in recent clashes in Jerusalem and the West Bank, according to London-based Arab media outlet Al-Araby Al-Jadeed.

Hamas told Egyptian officials they were “completely dropping” previous agreements reached with Israel and starting at square zero, the report said.

The IDF did not express an interest in a ceasefire at the moment. In response to questions about a possible ceasefire, Zilberman said: “Talk to the Palestinians. I know nothing about that.”

An IDF drill, known as “Chariots of Fire,” which was meant to be the military’s largest exercise and would have involved all units of the IDF, was postponed.

“Chief of Staff Aviv Kohavi ordered the IDF to focus its efforts on preparation and readiness for the possible scenarios of escalating [violence],” the military said in a statement.

Foreign Minister Gabi Ashkenazi spoke to US Secretary of State Antony Blinken, and “emphasized that Israel has the right to defend its sovereignty and will not allow attempts to hurt its citizens.” He said Israel will continue to use a heavy hand against Hamas terrorists.

“Hamas chose the path of terrorism and shot over 600 rockets at civilian populations in Jerusalem, the capital of Israel, and the center of Israel and its south, hurting dozens of innocent people and killing three,” he added.

Ashkenazi thanked Blinken for US support for Israel’s right to defend itself. He also called on the international community to condemn Hamas terrorism and the rocket fire from Gaza, rather than give a prize to terrorism.

What is Hamas trying to achieve by fighting Israel? - analysis

Events of the past few weeks have allowed Hamas to show that it remains a major player in the Palestinian arena and is popular among the Palestinians.

Regardless of how the current round of fighting between Israel and Hamas ends, the Gaza-based terrorist group believes it has already managed to obtain a number of achievements, especially with regard to scoring points with the Palestinian public.

First, Hamas succeeded in hijacking the protests that erupted between Palestinians and the Israel Police in Jerusalem at the beginning of the holy month of Ramadan.

The protests over the police barriers at Damascus Gate, the planned eviction of a number of Palestinian families from their houses in Sheikh Jarrah and visits by Jews to the Aqsa Mosque compound on the Temple Mount have turned into large demonstrations in support of Hamas.

When Mohammed Deif, commander of Izzadin al-Qassam, the so-called “military” wing of Hamas, issued a rare threat against Israel over the Sheikh Jarrah dispute, many Palestinians in Jerusalem began chanting slogans praising him and Hamas.

Second, Hamas’s decision to fire rockets at Jerusalem on Monday has enabled it to present itself as a credible “resistance” group that is prepared to do anything to support the Palestinians in Jerusalem and stop Israel from carrying out its purported scheme to “Judaize” the city and “change the historical and legal status” of the Aqsa Mosque compound.

Third, Hamas now appears, at least in the eyes of many Palestinians, as the only Palestinian faction that is willing to stand up against Israel to “defend” Islam’s third-holiest site and “thwart” Israeli “conspiracies” against the Palestinian residents of Jerusalem. This is at a time when the reactions of the Palestinian Authority and the Arab and Islamic countries are restricted to paying lip service to al-Aqsa Mosque and Palestinians in Jerusalem.

Fourth, by commandeering the Jerusalem protests, Hamas has drawn attention to PA President Mahmoud Abbas’s incompetence in dealing with the crisis. Abbas is now being depicted by Hamas and other Palestinians as a weak leader who has failed to stop Israeli “aggression” on the Aqsa Mosque and in Jerusalem.

Worse, the 85-year-old PA president is again being denounced by Hamas and other Palestinians because of the ongoing security coordination between the Palestinian security forces and the IDF in the West Bank. During some of the protests at Damascus Gate, Sheikh Jarrah and the Aqsa Mosque compound, many Palestinians chanted slogans condemning Abbas as a US “agent” and an Israeli “collaborator.”

Fifth, the latest round of violence has enabled Hamas to return to center stage as Egyptian, Qatari and UN mediators are making efforts to reach a new ceasefire between the terrorist group and Israel.

While Abbas and the PA say they are working with several international parties to end the fighting in the Gaza Strip, Hamas leaders Khaled Mashaal and Ismail Haniyeh also have been contacting world leaders in an attempt to reach a new truce.

Hamas’s diplomatic efforts are seen as yet another sign that the Palestinians have two separate leaderships in the West Bank and Gaza Strip. The efforts are also seen in the context of Hamas’s strive to gain legitimacy in the international arena and tighten its grip on the Gaza Strip.

Abbas’s decision in late April to postpone the Palestinian parliamentary and presidential elections, which were set to take place on May 22 and July 31, respectively, deprived Hamas of the opportunity to display its power through the ballot box.

But the events of the past few weeks have allowed Hamas to show that it remains a major player in the Palestinian arena and is popular among the Palestinians.

Hamas was planning to run in the parliamentary election with a list named “Jerusalem is Our Destiny.” It was hoping to make Jerusalem the main theme of its election campaign by presenting itself as the “defender” of al-Aqsa Mosque and promising to pursue the fight against Israel “until the liberation of Jerusalem.”

Hamas is now boasting that it is the only Palestinian group that fulfilled its promise to retaliate against Israel over the Jerusalem unrest. The message Hamas is sending to the Palestinians is that “‘Jerusalem is Our Destiny’ is not just another empty slogan.”

After Abbas announced his decision to delay the elections on the pretext that Israel had refused to allow the vote to take place in Jerusalem, Hamas called on the Palestinians to step up the “popular resistance” against Israel, particularly in east Jerusalem and the West Bank.

Hamas was hoping that a new wave of anti-Israel violence would embarrass Abbas, undermine the PA and drag them into a confrontation with Israel.

But Hamas stopped short of directly urging the Palestinians to revolt against Abbas, lest it be accused of fomenting a Palestinian civil war.

Hamas leaders are now rubbing their hands with glee as they watch thousands of Palestinians on the streets of Jerusalem chanting “We are all Mohammed Deif,” raising Hamas flags at al-Aqsa Mosque and denouncing Abbas as a “traitor.”

By accusing Israel of “obstructing” the Palestinian elections and strongly condemning Israeli policies and measures in Jerusalem, Abbas contributed significantly to the outbreak of the violence in the city, including at the Aqsa Mosque compound.

Abbas, however, failed to foresee that his rivals in Hamas would move to cash in on the rising tensions and transform them into pro-Hamas rallies and protests against him and the PA.

Morocco's King Mohammed VI on Friday ordered 40 tonnes of aid for Palestinians to be shipped to the West Bank and Gaza following recent violence.

The aid includes food, medicine and blankets and will be carried by military aircraft, the foreign ministry said in a statement.

Morocco also denounced "the violent acts perpetrated in occupied Palestinian territories," and reiterated support for a two-state solution to the Israeli-Palestinian conflict.

Morocco resumed ties with Israel in December as part of a deal brokered by the United States that also includes Washington’s recognition of Moroccan sovereignty over Western Sahara.

Severe inter-communal violence continued to wrack the country over Friday night and Shabbat, as riots, fire-bombings and assaults continued during the weekend.

In Jaffa, two Arab children were burnt, one severely, when a petrol bomb was thrown into their residence in the Ajami neighborhood.

Although suspicion initially feel on Jewish extremists, Channel 12 reported that the police now suspect Arab extremists of the attack who were seeking to attack a Jewish home but mistakenly attacked an Arab family instead.

The family’s 12-year-old boy is now hospitalized in Sheba Medical Center's children's ICU in serious condition, ventilated and unconscious with burns to his face.

MDA medics evacuated the boy and his 10-year-old sister with a head wound to Sheba in Ramat Gan.

“They were sitting on on the couch and then suddenly we saw a bottle thrown at us,” the boy's father told Channel 12..

“We took him to the bath immediately, he was completely burnt… They burnt my son.”

Security footage from the area showed two men in hoodies fleeing the scene. Police have opened an investigation into the incident.

Molotov cocktails were reportedly thrown at two additional houses in the neighborhood, but caused no damage to persons or property, while additional searches of the area revealed that the rioters had apparently left behind more Molotov cocktails.

Tensions continued in Lod over the weekend as well, with riot police and the Shin Bet arresting some 30 Arab rioters on Shabbat, including 12 suspected of shooting at police forces and the possession of weapons and petrol bombs, of whom two were minors.

Police also stepped up security outside synagogues in the city which have been a target for rioters.

Israel Border Police also seized 15 Molotov cocktails on Saturday that were being hidden in a mosque in Lod in preparation for use riots later that night, officials stated.

Police initially began questioning the imam of the mosque in question, before searching the grounds of the place of worship, where they found 15 Molotov cocktails, a gallon of gas hidden on the roof and nearby were rocks ready to throw.

On Friday, rioters set fire to a community center in Lod on Friday with three firefighting teams arriving at the scene to put out the blaze.

Another fire was also set in a two-story building in the city, with six people who were evacuated suffering from smoke inhalation.

In Jerusalem, five suspects were arrested after firing a cap gun next to a synagogue.

The suspects drove up to the synagogue and fired the cap gun in the direction of the worshippers, according to a police report. They immediately fled the scene but were caught by nearby police officers and taken in for questioning.

Earlier, police arrested two suspects in Jerusalem for throwing petrol bombs and starting a fire.

The suspects threw the makeshift bombs on Hebron Road in Jerusalem, causing a fire to start in a field of thorns.

In addition, two suspects were arrested on suspicion of firing gun shots in the air during riots in the Sheikh Jarrah neighborhood of Jerusalem.

Israel Police detained the suspects who fired into the air at a violent riot, during which rioters threw stones and petrol bombs, and set off firecrackers.

Police at the scene cleared the crowd using dispersal techniques, and detained the two suspects who carried out the shooting.

In another incident in the capital’s A-Tur neighborhood of east Jerusalem, Palestinian rioters threw petrol bombs and stones at police. Riots were also staged in Silwan and Issawiya.

Some 42 fires were set in Judea and Samaria as part of unrest in the region, according to Fire and Rescue Services.

Some of the fires were caused by petrol bombs and tire burning and were set on roads near villages and some near military bases.

In Jaffa on Friday night a theater was set alight, Fire and Rescue Services reported.

No injuries were reported in the incident.

Later on Friday night in Jaffa, Channel 13 News reporter Omri Maniv was assaulted in his car by rioters, who broke the mirrors on his car and sprayed him with pepper spray, Magen David Adom reported.

Cars were set alight in Jaffa Friday night, including the car of Labor MK Efrat Rayten. Residents in the area put out the flames and alerted security forces, who they say took 90 minutes to respond due to the number of incidents in the city.

MDA paramedics reportedly treated him at the scene for light injuries.

A 24-year-old man was arrested and detained for questioning in Acre after police found him with petrol bombs, according to a Police spokesperson.

And police arrested nine people in the North due to their suspected involvement in riots including throwing rocks and fireworks, police reported Saturday.Three buses were burned in an Egged parking lot in Shfaram, the company said Saturday morning.
