Hamas denies reports of imminent ceasefire
By AARON BOXERMAN
A senior Hamas official denies Israeli media reports of a pending ceasefire.
“It is not true what some enemy media reported that Hamas agreed to a ceasefire on Thursday. No agreement or specific timings for the ceasefire were reached,” Izzat al-Rishq, a member of Hamas’s leadership, says in a statement.
The efforts to coordinate a ceasefire — led by the United Nations, Egypt, Qatar and other countries — are ongoing, al-Rishq says.
“While emphasizing that the efforts and contacts of the mediators are serious and continuous, the demands of our people are clear and well-known,” al-Rishq says.

Egypt has asked Israel not to increase its attacks in the Gaza Strip, according to a report by the Al-Arabiya network early Tuesday morning.
This coincides with an announcement by Hamas leader Ismail Haniyeh that he is ready for a de-escalation if Israel commits to it as well.
Egypt has been working to mediate a ceasefire between Israel and the Gaza Strip in recent days, even discussing the option with US Secretary of State Antony Blinken on Sunday and US President Joe Biden on Monday.
Egyptian President Abdel Fattah al-Sisi said on Monday that a ceasefire between Israel and Hamas might be within reach.
"Egypt is going to great lengths to reach a ceasefire between the Israelis and Palestinians - and hope still exists that a collective action could end the conflict," he said in an Al Arabiya interview.
"It is increasingly important to calm the spirits and end the violence and the killing," the Egyptian president added.
Over the weekend, Israeli and Arab media reported that Egypt had worked to negotiate a 12-hour ceasefire between the parties. Israel had objected to the deal's terms.
According to Al Arabiya, Egypt was preparing to send two security delegations to Tel Aviv and to Gaza, in another attempt to promote calm between Israel and Hamas.

US President Joe Biden spoke on Monday with Israeli Prime Minister Benjamin Netanyahu. It was the third conversation between the two leaders since the beginning of Operation Guardian of the Walls last week.
"The President reiterated his firm support for Israel’s right to defend itself against indiscriminate rocket attacks," the White House said in a statement.
"The President welcomed efforts to address inter-communal violence and to bring calm to Jerusalem. He encouraged Israel to make every effort to ensure the protection of innocent civilians," the statement read.
The two discussed the progress of Israel’s military operations against Hamas and other terrorist groups in Gaza, the White House said.
"The President expressed his support for a ceasefire and discussed US engagement with Egypt and other partners towards that end. The two leaders agreed that they and their teams would remain in close touch."
The call between the two leaders comes as the administration seek to promote a ceasefire. On Sunday and Monday, Secretary of State, Antony Blinken, discussed the situation with several senior officials in the region, including Israeli Foreign Minister Gabi Ashkenazi and officials from Egypt, Jordan, Qatar, the UAE, Saudi Arabia, Tunisia, and the EU.
In his conversation with Ashkenazi, Blinken discussed US efforts to bring an end to the violence, "which has claimed the lives of Israeli and Palestinian civilians, including children," the State Department said in a statement.
"The Secretary also expressed deep concern at the inter-communal violence," said Ned Price, the State Department spokesperson.
"The two discussed the path forward, and the Secretary noted that the United States would remain engaged with Israel, the Palestinian Authority, and other regional stakeholders as part of our diplomacy to ease tensions and put an end to the hostilities."
Handy Amr, the State Department's envoy to the region also met with Palestinian President Mahmoud Abbas, and other Palestinian officials, the Department said in a statement.
White House Press Secretary Jen Psaki said earlier on Monday that the United States shares with a range of countries around the world a commitment and a desire to bring an end to the violence.
"And how we are approaching this is through the prism, again, of what steps can we take; what actions can we take behind the scenes," she said.
"We've had over 60 calls in the past week, from the President on down, with senior leaders in Israel, the Palestinian Authority, and across the region; and how can we bring an end to the violence through our relationships in the region, both with the Israelis and the Israeli government and also with key other partners whether it's the Egyptians, the Qataris, and other key countries in the region," said Psaki.

Magen David Adom

COPENHAGEN - US Secretary of State Antony Blinken said on Monday the United States was working "intensively" to end violence between Israel and Palestinian militants, and rejected suggestions that Washington was blocking diplomacy at the United Nations.
Blinken also said during a visit to Denmark that he had not seen any evidence provided by Israel on suggestions that Hamas was operating out of a building housing media outlets - including the US-based Associated Press - which was destroyed in an Israeli missile strike at the weekend.
He said it would be up to others to weigh on intelligence matters.
Israel said its fighter jets struck a multi-storey building "which contained military assets belonging to the intelligence offices of the Hamas terror organization."
Israeli Prime Minister Benjamin Netanyahu told CBS broadcaster on Sunday that Israel would provide such proof through "intelligence services". It was not clear whether Israel provided that to the United States.
Blinken said the United States was working round the clock to help put an end to the violence but gave few details.
"We're not standing in the way of diplomacy, on the contrary we are exercising it virtually non-stop," Blinken told a news conference with Denmark's foreign minister when asked why the United States had blocked a UN Security Council statement condemning Israel's military response.
Washington, a strong ally of Israel, has been isolated at the United Nations over its objection to a public statement by the Security Council because it worries it could harm diplomacy behind the scenes.
Blinken said Israel has the right to defend itself, but that he had been alarmed that journalists and medical workers had been put at risk, in particular after Israel destroyed the tower block in Gaza housing a number of media outlets.
The United States has requested additional details from Israel regarding the attack, Blinken said.
"Shortly after the strike we did request additional details regarding the justification for it. I wouldn’t want to weigh in on intelligence matters in this forum, it’s not my place. I will leave it to others to characterize if any information has been shared and our assessment of that information," he said.
IDF SPOKESPERSON Brig.-Gen. Hidai Zilberman on Sunday deflected criticism of the military's actions in the Gaza Strip, particularly the bombing of the Al Jala building with media offices on Saturday.
Magen David Adom rescue services said that 10 civilians have been killed since the beginning of the fighting and another 306 have been injured to varying degrees. One soldier has been killed.
According to the Palestinian Health Ministry in Gaza, 181 people have been killed since the fighting began, including 52 children and 31 women. Another 1200 have been injured.

The United States and the United Nations said they were working for a Gaza ceasefire when they briefed a special UN Security Council meeting that convened virtually, as Hamas barraged Israel with rockets for the seventh day in a row and the IDF launched counter strikes.
"The US has been working tirelessly through diplomatic channels to try to bring an end to this conflict," Ambassador to the UN Linda Thomas-Greenfield told the 15 member UNSC. She spoke as US Deputy Assistant Secretary for Israel and Palestinian Affairs Hady Amr was in the region to help broker a ceasefire. He met with Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz.
The White House has also been involved, Thomas-Greenfield said. President Joe Biden spoke with Netanyahu, and Blinken spoke with senior Israeli, Palestinian and regional leaders. Those efforts come on top of the Egyptian and Qatari envoys who have been in direct contact with Hamas.
"The United States remains intensively engaged with Israeli, Egyptian, and Qatari officials, as well as the Special Coordinator and his team – all of whom are working to define and establish conditions for a sustainable calm," she said. Thomas-Greenfield explained that the US is "prepared to lend our support and good offices should the parties seek a ceasefire, because we believe Israelis and Palestinians equally have a right to live in safety and security. The current violence has deprived both communities of this basic right," she said.
She called for an end to the Hamas rocket fire and said she was "concerned about the ongoing inter-communal violence within mixed communities in Israel."
"We urge all parties to avoid actions that undermine a peaceful future," the ambassador said. "This includes avoiding incitement, violent attacks and terrorist acts, as well as evictions – including in east Jerusalem – demolitions, and settlement construction east of the 1967 lines. And critically, all parties need to uphold and respect the historic status quo at the holy sites."
UN SECRETARY-GENERAL Antonio Guterres said the "United Nations is actively engaging all sides towards an immediate ceasefire. The hostilities have already caused unconscionable death, immense suffering and damage to vital infrastructure." He spoke as Hamas barraged Israel with rockets for the seventh day in a row and the IDF launched counter strikes.
"I am appalled by the increasingly large numbers of Palestinian civilian casualties, including many women and children, from Israeli strikes in Gaza. I also deplore Israeli fatalities from rockets launched from Gaza," Guterres said.
He added that he was also concerned by violent clashes between Israeli security forces in the West Bank and east Jerusalem as well as the rioting within sovereign Israel between Jewish and Arab citizens.
"I am also deeply concerned by violent clashes between Israeli security forces and Palestinians across the occupied West Bank, including east Jerusalem, where some Palestinian families are under threat of eviction," he stated.
"In Israel, violence by vigilante-style groups and mobs has added a further horrendous dimension to an already deteriorating crisis. Leaders on all sides have a responsibility to curb inflammatory rhetoric and calm the rising tensions," Guterres said.
Representatives from Egypt and Jordan were at the special meeting, as were those from Israel and the PA.
PALESTINIAN FOREIGN MINISTER Riyad Malki accused Israel of war crimes and called on the UNSC to hold Israel accountable for its actions, including through an arms embargo or the suspension of relations with Israel.
Israel "has claimed the rights to security it denies us. Why not put yourself in our shoes? What would you do if your country was under occupation and your people were massacred?" he said.
"How many Palestinians killed is enough for a condemnation; what is the threshold for outrage?" he asked as he pointed to an incident in which nine members of one family were killed.
"Israel is not only a military power, it is a nuclear power,' he said. Israel is protected by an Iron Dome, but the Palestinians have no safe place to go; it is the Palestinian citizens who needs protection and compassion," he said.
"Palestinian freedom is the only path to peace, and the UNSC has a moral duty to help the Palestinians achieve this freedom," Malki said.
ISRAEL'S AMBASSADOR to both the UN and the US Gilad Erdan spoke the council about the cost of the rocket barrage against Israel, holding up a photo of Nadeen Awwad, 16, an Israeli-Arab teen who was killed by a rocket along with her father last week.
"She was studying biology and chemistry, and she dreamed of changing the world. She was murdered last Wednesday by the radical, Jihadi terrorist group Hamas," Erdan said.
"Over the last week, millions of Israeli children, women and men, have been huddling in bomb shelters, while thousands of Hamas rockets landed all around them," he explained.
He asked UNSC members what they would do "if an organization with a similar fanatic jihadist ideology as ISIS, was bombing Beijing or Moscow or Dublin and shutting down the airports of Paris or Oslo or London? What would you expect the Security Council to do?"
Hamas, he said, not only wants to destroy the state of Israel, "it’s also vying to take power in the West Bank, and to replace the Palestinian Authority."
Erdan accused Hamas of escalating tensions in Jerusalem and of inciting violence on the Temple Mount. Israel "cherishes freedom of religion. Every year during Ramadan, and throughout the year, hundreds of thousands of Muslims are free to pray at their holy site in peace," he said.
Israel, he said, had done its best to diffuse tensions in the capital, including by denying a Supreme Court hearing on the pending eviction of four Palestinian families in the east Jerusalem neighborhood of Sheikh Jarrah, which has gained international attention.
It rerouted the Jerusalem Day Parade and prevented Jewish visitors from accessing the site, Erdan said.
Hamas's response, he said, was to launch rockets at Jerusalem, adding that the terrorist group has used international aid to build an underground network of tunnels, beneath playgrounds, hospitals and mosques to carry out attacks against civilians.
Israel has done its best to strike military targets and to minimize civilian harm, the ambassador said.
He further charged that Hamas had called on Israeli Arabs to attack Jews, which had led to the ongoing rioting within sovereign Israel, which also included Jewish attacks against Arabs.
He called on the UNSC to condemn Hamas’s indiscriminate rocket fire and to demand the demilitarization of the Gaza Strip.
"You have two choices. You can create false moral equivalence – immoral equivalence – between the actions of a democracy that sanctifies life, and those of a terrorist organization that glorifies death, by calling for restraint on all sides, and failing to unequivocally condemn Hamas," he said.
Or, Erdan said, "You can send a clear message to Hamas that the international community will no longer accept its strategy of turning Palestinian children into human shields, and using schools, hospitals and high rises to hide its terror machine. You can choose to support a more peaceful future by demanding the demilitarization of the Gaza Strip and insisting on an authority in Gaza that invests in the well-being of the people of Gaza, rather than in the destruction of the State of Israel. "
UN SPECIAL COORDINATOR to the Middle East Peace Process Tor Wennesland briefed the council on the damage caused by the violence.
Since May 10, Hamas and other militant groups in Gaza, he said, have launched over 2900 indiscriminate rockets from the Gaza Strip towards Israel, killing nine Israelis at the time, including five women and two children, and one Indian national. In addition, he said, over 250 people were injured, 23 were severely wounded.
The IDF, he said, has conducted over 950 strikes against "what it said were militant targets, including weapons factories and depots, tunnel networks, Hamas training facilities, intelligence and security headquarters and offices and homes of senior Hamas and Palestinian Islamic Jihad operatives."
Such strikes have killed over 100 Hamas operates, Wennesland said, as he placed the overall Palestinian death toll in Gaza at 181.
He added that the dead also included 52 children and 31 women and said that over 34,000 people had been displaced.
"As a result of the military operations, seven factories, 40 schools and at least four hospitals sustained complete or partial damage. At least 18 buildings, including four high-rise towers… one hosting international media outlets, have been destroyed and over 350 buildings damaged," Wennesland said. "According to the IDF, these buildings contained Hamas military installations."

With Iranian support, drones are becoming a larger threat to Israel -analysis
Iran has pioneered drones by copying US drones, such as the Predator or Sentinel. It has also copied other drone models it has seen around the world.

An incident on Tuesday in which an unmanned aerial vehicle was shot down in the North after it approached the border represents a growing drone threat to Israel. The IDF shot down the Iranian UAV with an Apache helicopter near Beit She’an.
An Iranian drone carrying explosives and flown from Syria’s T-4 base in February 2018 also penetrated the same area.
Israel has had to contend with growing drone threats during this war in Gaza as well. By Monday, at least six drones had been shot down. Israel used Iron Dome for the first time in combat to take down at least one of the drones. An F-16 shot down another.
The drone threat is increasing, and it is modeled on Iran’s drone army, which the Islamic Republic has pioneered over recent decades.
Tehran has several lines of military drones, some of which are used for surveillance. But many of them are armed.
Iran’s drone strategy is to use them like cruise missiles. You pack them with explosives, put a gyroscope and guidance on them, and then they fly to a preplanned target. They slam into the target and blow up.
This is not unlike the German V-1 rocket of World War II, but it is a bit more complex.
Iran has pioneered them by copying US drones, such as the Predator or Sentinel. It has also copied other drone models it has seen around the world. In addition, it developed some of its own unique models.
The Ababil drone line, for instance, has been exported to the Houthis in Yemen as the Qasef. This drone is launched from a rail or catapult and flies several hundred kilometers to carry out an attack. Hamas has showcased its Shehab drones, which are similar to the Ababil and Qasef, during the recent war.
ISRAEL HAS had to contend not only with UAVs flown by Hamas but also drones that have been spotted on the Lebanese border in recent years and others that flew into Israeli airspace from Syria.
In July 2018, there were two incidents involving drones flying toward Israel from Syria. The IDF used a Patriot missile to shoot at them. One of them penetrated Israeli airspace for a few kilometers before being shot down by the Patriot.
In these cases, Israel says it monitors the drones before shooting them down. For instance, the May 18 incident included the following IDF explanation: “Earlier this morning, a UAV approaching the Israeli border in the Emek HaMa’ayanot area was intercepted after being monitored by the Israel Air Force. The UAV fragments were collected by security forces.”
While not all details are known about the increasing drone threat, it is clear that the last three years have seen an uptick in drone activity on Israel’s Syria, Lebanon and Gaza borders.
Israel is not alone in dealing with the threat: Saudi Arabia has been confronting the Iranian-backed Houthi drones.
Iran attacked Saudi Arabia in September 2019 using drones and cruise missiles. Pro-Iran forces in Iraq have used drones against US facilities there, including carrying out at least two drone attacks this year. Tehran is behind all of this in Yemen, Iraq and Gaza, as well as Syria and Lebanon. Iran is a kind of drone octopus exporting its drones around the region.
IRAN’S DRONES bring something to the battlefield that was not there before. Prior to the Iran drone threat, the main problem was terrorist groups such as ISIS repurposing quadcopters they bought via civilian channels.
For instance, US Central Command Commander Gen. Kenneth McKenzie has warned for a year that drones acquired off the shelf at big-box stores such as Costco are a major threat. He is referring to these small quadcopters, like the DJI line.
These drones can also be built with kits that are not much more sophisticated than Lego tech. Once constructed, they can be programmed and can carry payloads, such as a grenade. ISIS used things like this in the battle for Mosul in 2017. These kinds of drones can be jammed and have a short range.
The Iranian drone threat is much larger and includes drones the size of a person up to the size of a small plane. Often called malat or cli tais in Hebrew, they are essentially large, remote-controlled aircraft. However, because they fly a preprogrammed path to their target, they cannot necessarily be jammed.
That means they are more like a cruise missile. Sometimes they are referred to as “suicide” or “kamikaze” drones. Some are also called “loitering munitions” because they can “loiter” over a target before flying into it.
But Iran’s drones don’t really loiter; they just fly into things. Israel, a pioneer of its own lines of loitering munitions, is an expert in defending against drones with a plethora of anti-drone systems.
These now include Iron Dome, Drone Dome, Re-Drone, Drone Guard, Xtend’s series of net-shooting drones used by special forces, Skylock and other systems. As the threat grows, so does the solution.

As "Operation Guardian of the Walls” enters its eighth day, a group of 29 Senate Democrats issued a short statement on Sunday, calling for a ceasefire agreement.
“To prevent any further loss of civilian life and to prevent further escalation of conflict in Israel and the Palestinian territories, we urge an immediate ceasefire,” the senators said in a joint statement. Jon Ossoff, the first Jewish senator from Georgia, led the letter.
Among the senators who signed the letters are Sen. Cory Booker from New Jersey, Sen. Bernie Sanders from Vermont, and Sen. Elizabeth Warren from Massachusetts.
On Monday, eight House Democrats joined their Senate colleagues and issued another statement urging Biden to reach a ceasefire. Representatives David Price (D-NC), Barbara Lee (D-CA), Lloyd Doggett (D-TX), and Alan Lowenthal (D-CA) are among those who signed the statement. “The recent outbreak of violence in Israel and Gaza has led to hundreds of casualties. Innocent lives have been lost,” they wrote. “It is of the utmost necessity that an immediate ceasefire be put in place and further bloodshed averted. The alternative is an unfolding human tragedy of unimaginable dimensions.”
“Long-deferred issues demand attention, but a ceasefire comes first. We urge the Biden administration, at the highest levels, to boldly lead and take decisive action,” they added.
Earlier on Sunday, US President Joe Biden released a video message for the Muslim holiday of Eid al-Fitr, saying that his administration is working with Israel, the Palestinians and other countries to restore calm. “We believe Palestinians and Israelis equally deserve to live in safety and security, and enjoy an equal measure of freedom, prosperity and democracy,” said the president. “My administration is going to continue to engage Palestinians and Israelis and other regional partners to work towards sustained calm.”
US Secretary of State Antony Blinken spoke on Sunday with senior officials from Egypt, Saudi Arabia and Qatar about the situation, and on Monday with the foreign ministers of Jordan and Tunisia as part of his diplomatic efforts.
In his conversation with Saudi Foreign Minister Faisal bin Farhan Al Saud, the two “discussed the ongoing efforts to calm tensions in Israel and the West Bank and Gaza, and bring the current violence to an end,” the State Department said in a statement.
Israel’s Ambassador to the US and UN, Gilad Erdan, addressed the UN Security Council on Sunday and said that this is not the first time that Hamas has indiscriminately fired deadly missiles at Israeli civilians while hiding behind Palestinian civilians. “But this time it’s different,” he said. "It was completely premeditated by Hamas in order to gain political power."
It was “a massive, unprovoked assault by Hamas initiated not as a result of any incidents involving Israel, but due to internal Palestinian political maneuvering,” Erdan said. “This assault has forced Israel to defend and protect its citizens and strike Hamas’s terror machine in order to stop their aggression once and for all.”

In the wake of the severe interethnic violence last week, including violent riots by Arab citizens in Lod, Haifa and Acre, and attacks by Jews on Arabs, several Muslim and Jewish religious leaders have called for an end to such violence.
A group of religious leaders issued a public statement last week which has now been signed by 120 rabbis, imams, sheikhs and other religious leaders denouncing violence and calling for an end to all such acts.
The declaration was signed among others by Sheikh Samir Asi, the imam of the al-Jazar mosque in Acre; former education minister Rabbi Shai Piron; Sheikh Abu Khalil Tamimi of Ramallah, a coexistent activist; Dean of the Maale Gilboa Yeshiva Yehudah Gilad; Palestinian businessman and co-founder of the Judea and Samaria Chamber of Commerce Sheikh Ashraf Al Jabari; and Rabbi David Rosen, a leading figure in interfaith cooperation, among others
“We call out in a clear voice - No to violence! No to vandalism in general and harm to holy places in particular! No to blind hatred! No to incitement in the name of religion,” the religious leaders wrote.
“We all understand that we, the citizens of Israel, are destined to live here together through cooperation, fairness and mutual respect. Even if there are deep disagreements between us on religious and national issues, it is clear to us that we must all act at least according to the minimal rule of ‘That which is hateful to you, not do to your fellow man’,” they continued.
“We must remember that we are all the children of Abraham our father, a man of faith and kindness.”
Separately, Qadi [Sharia judge] Muhammed Abu Obeid, a judge on the state’s Sharia court of appeal, denounced the violence and called for on all communities to reduce the tensions.
“We must stop these acts of violence, bring a halt to the divisiveness and escalation, and calm the stormy spirits,” wrote Abu Obeid.
“Over the years, especially recent years, we have managed to weave a fabric of wonderful relations between us, Jews and Arabs, to advocate fair, balanced opinions, which are based on accepting the other and those who are different, on love and human dignity, striving for true peace, calm, constructive discourse and empathy,” wrote Abu Obeid of
coexistence efforts
in the northern region where his home town of Na’ura is located.
“We residents of this village will continue to pray for sanity on both sides and that extremists in both camps will not unravel the deep fabric that we have built in recent years, and will continue to build, to stand strong and protect it against all acts of violence.”
And the forum of religious leaders of the Beit Morasha educational organization put out a video declaring that “Violence has no place in my religion.”
The leaders participating in the video included Sheikh Jamal al-Obra, Imam of the al-Noor mosque in Rahat; Rabbi Yaakov Nagen, director of the Blickle Institute for Interfaith Dialogue; Rev. Canon Samuel Fanous of the Emmanuel Anglican Episcopal Church in Ramle; and Sheikh Hatem Jumaa, imam of the al-Ansar mosque in the town of Arab al-Aramshe in the western Galilee, among others.
