On his first day as prime minister on Monday, Naftali Bennett was “unmoved” by his predecessor, Benjamin Netanyahu, giving him only 25 minutes in their transition meeting at the Prime Minister’s Office, a source close to Bennett said.

They dealt with security and diplomatic issues, which were later supplemented by Bennett’s meeting with National Security Adviser Meir Ben-Shabbat, the source said.

“No, he was not angered,” the source said. “Let it go. It is time to move on.”

No further meetings are planned between Netanyahu and Bennett. Netanyahu declined to take part in the traditional transition ceremony, and the brief meeting took place behind closed doors, with no statement to the press.

Sources close to Bennett have said Netanyahu did not allow any of his staff to hold transition meetings before the new government was officially authorized on Sunday.

From the meeting with Bennett, Netanyahu rushed to the Knesset to convene all the MKs in his bloc. He urged the MKs of Likud, Shas, United Torah Judaism and the Religious Zionist Party to work hard together to bring the new government down.

“The fraudulent government will fall quickly because it is united solely on hatred, exclusion and greed,” Netanyahu told the MKs.

The right-wing bloc would meet weekly to plan strategy and maintain discipline within it, he said. He urged the MKs to remain unified and fire from their “armored personnel carrier” out, not in it.

“I have never seen an opposition so cohesive and strong,” Netanyahu said. “This is a super mission, and we’ve been drafted into it. We will go together, and we will win together. I believe in this obsessively.”

Former coalition chairman Miki Zohar and Shas leader Arye Deri repeatedly called Netanyahu “Mr. Prime Minister” by mistake. He said he would not argue with them.

“Call me your excellency,” Netanyahu told Deri.

Finance Minister Avigdor Liberman on Monday told his Yisrael Beytenu faction in the Knesset: “Capturing the Prime Minister’s Residence on Balfour Street was for us like capturing the Bastille” prison in France.

He expressed satisfaction with the formation of a new government on Sunday and ruled out having haredi (ultra-Orthodox) parties join it.

Reaching out to rebel Yisrael Beytenu MK Eli Avidar, Liberman said the anti-Netanyahu protests he helped lead were successful.

Avidar refused a cabinet post as a second minister under Liberman in the Finance Ministry.

Ra’am Party (United Arab List) head Mansour Abbas on Monday reaffirmed his party’s commitment to serve as a full partner in the new governing coalition.

In an interview with KAN News, he downplayed Ra’am MK Saeed Alharomi’s abstention on the vote to form the government, which passed 60-59. In return for his support of the new coalition, Alharomi demanded that a clause in the coalition agreement regarding illegal construction in the Negev be canceled.

Abbas said he signed a coalition agreement, and even though there were still details that needed to be worked out, he would honor it for the entire term of the government.

“Alharomi is in the coalition,” Abbas said. “His abstention was known and agreed upon in advance, and we are moving forward. Had there been [a] real danger of the government not being formed, he would have voted in favor of it. That was our deal.”

(Gil Cohen Magen/AFP/Getty Images)

Iron Dome

Ukraine considers buying the Iron Dome - report

Deputy mayor of Mariupol wants the system to protect the city's airport.

The Ukrainian city of Mariupol is looking into purchasing the Iron Dome missile defense system from Israel in order to protect the city’s airport.

Mariupol is the largest city in the Ukraine’s Donetsk region that has seen incessant fighting with Russian-backed troops since 2014 in a war that has killed some 14,000 people and displaced millions more. The city’s airport, which is near the border with Russia, has been closed since the fighting broke out.

But with a lull in fighting, city officials have been wanting to reopen the airport in order to redevelop the industrial port city that sits on the Azov Sea.

The deputy mayor of the city, Sergei Zakharov, said in an interview with local press that reopening the skies as well as modern infrastructure to protect the airport and surrounding skies are two of the main points that are needed in order to reopen the airport.

According to the mrpl.city news website, Zakharov said that while the city doesn’t need a large airport, it needs a safe one. And while the city has seen relative quiet in recent years, a massive buildup of Russian troops along the border in May fueled fears of another military offensive by Moscow.

Pointing to Israel’s Ben-Gurion Airport, he said that flights are allowed despite the fact that the airport is located “8 km. from the buffer zones.” Mariupol’s airport is 40 km. from the delimitation zone set by the Ukrainian Defense Ministry.

“For security, the Israelis use the Iron Dome tactical defense system. We can also adopt this practice and we have already laid the groundwork in this area and are aware of the steps needed to be taken,” Zakharov said.

The deputy mayor said that the cost of purchasing the system “is about €50 million” and that the city has already contacted an Israeli security company who will be sending a delegation at the end of June.

Israel’s Defense Ministry and Rafael Advanced Systems, the primary contractor for the Iron Dome, did not respond for comment.

The MMR radar is developed by ELTA, a subsidiary of the Israel Aerospace Industries (IAI), and the command and control system is developed by mPrest.

After a lengthy development process, and with the financial help of the United States, the Iron Dome went into service in April 2011, with its first battery placed near the southern Israeli city of Beersheba. Just days later it made its first interception of a Grad rocket fired from the Gaza Strip towards southern Israel. To date, the Iron Dome has successfully carried out over 2,400 interceptions.

The Iron Dome has been used during two military operations against terror groups in the Hamas-run coastal enclave and during the rounds of violence along the Gaza border in recent years.

The system also intercepted 90% of the over 4,000 rockets and missiles fired by Hamas and Palestinian Islamic Jihad during the recent Operation Guardian of the Walls. Rockets fired towards Israel from Syria have also been intercepted by the system.

The system carries 24 pounds of explosives and can intercept an incoming projectile from 4-70 km. away and is able to calculate when rockets will land in open areas, choosing not to intercept them, or towards civilian centers.

The Iron Dome, which is designed to shoot down short-range rockets, is an integral component of Israel’s multi-layered defense array.

The Arrow (Arrow-2 and Arrow-3) system intercepts ballistic missiles outside of the Earth’s atmosphere and the David’s Sling missile defense system which is designed to intercept tactical ballistic missiles, medium- to long-range rockets, as well as cruise missiles fired at ranges between 40 -300km.

Israel continuously improves the technology behind the country’s anti-missile systems in order to expand and improve the performance capabilities of the system in the face of an unprecedented range of threats.

Palestinian Authority perturbed about Egypt-Hamas rapprochement

The Egyptians are said to be outraged by Abbas’s alleged attempt to obstruct Cairo’s effort to contribute to the reconstruction of the Gaza Strip.

The Palestinian Authority is unhappy with the recent rapprochement between Egypt and Hamas, Palestinian sources said Monday.

The PA is also worried about Egypt’s continued support for deposed Fatah leader Mohammad Dahlan, an archrival of PA President Mahmoud Abbas, the sources said.

The Egyptians, on the other hand, are said to be outraged by Abbas’s alleged attempt to obstruct Cairo’s effort to contribute to the reconstruction of the Gaza Strip in the aftermath of last month’s fighting between Israel and Hamas.

Egyptian President Abdel Fattah al-Sisi has pledged $500 million to help rebuild the Hamas-ruled Gaza Strip. He has also dispatched dozens of engineers, bulldozers and cranes to the Gaza Strip to assist in the reconstruction effort.

“Egypt is working behind our back,” said a senior Palestinian official in Ramallah. “The Egyptians are working directly with Hamas on the reconstruction effort, ignoring the role of the Palestinian Authority.”

The official denied claims that Abbas was working to hinder Egypt’s efforts in the Gaza Strip.

The tensions between Ramallah and Cairo were also related to the PA’s demand to supervise the entry of Qatari cash grants into the Gaza Strip, The New Arab online news site reported.

The money must be delivered to the Gaza Strip through the PA government in Ramallah to ensure that the funds do not end up in the hands of Hamas, the PA has informed the Egyptians, the report said.

The PA also is said to be worried about Hamas’s demand that jailed Fatah leader Marwan Barghouti be included in any prisoner-exchange agreement with Israel. The PA fears that such a move would further boost Hamas’s popularity among Palestinians, which has already increased after the 11-day fighting with Israel.

Hamas leader Ismail Haniyeh, who visited Cairo last week, met with Barghouti’s wife, Fadwa, and discussed with her the issue of a prisoner swap with Israel.

Barghouti is serving five life sentences in an Israeli prison for his role in a series of terrorist attacks against Israelis during the Second Intifada. Public opinion polls have shown that he would defeat Abbas and other candidates in a PA presidential election.

In a surprise move, Egypt last week called off a planned meeting of Palestinian factions in Cairo to discuss the reconstruction effort in the Gaza Strip and ways of achieving Palestinian unity.

The decision to call off the meeting was taken in light of Egypt’s discontent with Abbas and the PA leadership over their recent positions toward the reconstruction and ending the Hamas-Fatah rift, according to Palestinians sources.

Abbas had turned down an Egyptian invitation to participate in the meeting of the Palestinian factions, the sources said.

The Egyptians called off the meeting despite representatives of the factions having already arrived in Cairo.

The PA is opposed to giving Hamas any role in the reconstruction effort, insisting that the Ramallah-based government alone be responsible.

The Palestinian leadership was surprised to see the Egyptians invite many Palestinians from the Gaza Strip to Cairo for talks on the reconstruction effort, the PA official said.

“This move was not coordinated in advance with the Palestinian Authority,” the official said.

Last week, the PA dispatched a senior delegation to Cairo headed by Deputy Prime Minister Ziad Amr for talks with Egyptian officials on ways of solving the dispute over the reconstruction in the Gaza Strip. The delegation members reiterated Abbas’s stance that the PA alone should be responsible for the reconstruction in the Gaza Strip.

The Egyptians are also said to be frustrated with Abbas’s refusal to patch up his differences with Hamas and Dahlan, who is reportedly closely associated with Sisi.

Dahlan, who is based in the United Arab Emirates, has improved his relations with Hamas over the past few years. As part of the rapprochement, Hamas allowed dozens of Dahlan loyalists who fled the Gaza Strip to return to their homes.

Over the past five years, several attempts by Sisi to persuade Abbas to bury the hatchet with Dahlan have failed.

In recent weeks, the PA security forces arrested or summoned for interrogation more than 150 Dahlan supporters in the West Bank, a move that has increased tensions between Ramallah and Cairo.

The PA has also resumed its security crackdown on Hamas supporters in the West Bank, sabotaging Cairo’s efforts to end the rivalry between Abbas’s Fatah faction and the Gaza-based terrorist group.

Hamas appoints new prime minister in Gaza

The Hamas announcement came shortly after Egypt decided to call off a meeting of Palestinian factions in Cairo to discuss the formation of a Palestinian unity government

As the new government was being sworn in in Israel, Hamas announced that its new prime minister assumed office in the Gaza Strip on Sunday.

The new premier, Issam al-Da’alis, succeeded Dr. Mohammed Awad, who resigned after two years in the job. It was not clear why Awad submitted his resignation.

The handover ceremony for the Hamas prime minister was held on Sunday.

The Hamas announcement came shortly after Egypt decided to call off a meeting of Palestinian factions in Cairo to discuss the formation of a Palestinian unity government.

The announcement is likely to intensify tensions between Hamas and the Palestinian Authority, which has previously expressed opposition to the formation of a Hamas government in the Gaza Strip.

In 2017, Hamas announced its decision to dismantle the administrative committee it had set up as a de facto government in the Gaza Strip. The move was taken to promote reconciliation with the PA.

Abbas, who had demanded that Hamas dismantle the committee, imposed a series of sanctions on the Gaza Strip as part of an effort to undermine Hamas.

A statement issued by Hamas said that the appointment of the new prime minister came after he won the approval of the Palestinian parliament, the Palestinian Legislative Council (PLC).

Elected in 2006, the 132-seat PLC has been effectively paralyzed since the Hamas takeover of the coastal enclave in 2007. However, the PLC members in the Gaza Strip have since been holding their own sessions of the parliament.

Da’alis was elected earlier this year as a member of the Hamas politburo and served as head of its “Information Department.” He also served as an adviser to Hamas leader Ismail Haniyeh, who is currently based in Qatar.

After Hamas won the 2006 parliamentary election, Haniyeh was nominated as prime minister, establishing a Palestinian national unity government with the rival Fatah faction headed by PA President Mahmoud Abbas.

After the 2007 Hamas takeover of the Gaza Strip, Abbas dismissed the Hamas-led government and appointed Salam Fayyad as prime minister.

In April, Abbas decided to delay elections for the Palestinian parliament and presidency, citing Israel's alleged refusal to allow the vote to take place in Jerusalem. The decision drew criticism from Hamas and other Palestinian factions, whose representatives accused Abbas of using the Jerusalem issue as a pretext to call off the vote because he feared another Hamas victory.

Iranian officials welcomed the exit of Benjamin Netanyahu from the position of prime minister, but stressed that they didn't believe that Israel's policies would change under the new government in statements on Monday.

Iranian Foreign Ministry spokesman Saeed Khatibzadeh stressed that he "does not think that the policies of the occupying regime in Jerusalem (Israel) will change with the arrival or departure of people," according to Iranian media.

"Neglect has been the common heritage of all the leaders of the occupying regime in Jerusalem from day one until now," added Khatibzadeh. "But naturally, one thing is clear; All the ill-wishers of Iran depart and Iran always stands proud and honored."

Iranian Foreign Minister Mohammad Javad Zarif welcomed Netanyahu's exit from the position of prime minister in a tweet on Monday, referring to Netanyahu as "the tyrant."

"After a long period of wars and attacks against the Palestinians and threats to the Islamic Republic, the tyrant has fallen, and here is Gaza raising the sign of victory, and Iran continues its march of glory," tweeted Zarif. "Perhaps those who come after him will learn that the structure that was founded on aggression and occupation will not last long."

Additionally on Monday, Palestinian Authority Prime Minister Mohammad Shtayyeh stated that the new government is "no less bad" than the preceding governments in Israel.

Naftali Bennett became prime minister of Israel on Sunday night after Knesset voted to approve the new government formed by the Yamina leader and Yesh Atid chairman Yair Lapid.

Jordanian armed forces making great strides in gender equality

A new military women’s training center means increased opportunities in nontraditional posts.

The successful inclusion of women in the military is not something one normally thinks of when talking about an Arab country. But in Jordan, a monarchy ruled by successive liberal kings, the presence and achievements of women in the army are impressive. The success of women in a conservative society is largely due to the role models provided by female members of the Hashemite royal family.

When the Hashemite Kingdom of Jordan was declared in April 1949, women were not allowed to join the armed forces or participate in society, even though the top military commander was the British Lt. Gen. John Bagot Glubb, known as Glubb Pasha.

When women first participated in the armed forces in 1950, eight women educators were hired, and the number of females in the military remained very modest.

Things started to change after the very young King Hussein was propelled to power in 1952 after the unexpected assassination of his grandfather Abdullah I in 1951 and his own father Talal’s removal from power, reportedly due to mental health issues.

The presence of women in the army grew much more when Princess Muna (the former Antoinette Gardiner), King Hussein’s British second wife and the mother of King Abdullah II, established a military nursing college in 1962, with the first group of eight military nurses graduating in 1965.

Royal women were regularly seen in their army uniforms attending national occasions. This was not a made-for-TV image; they were actually part of the armed forces and were treated exactly like their comrades at arms.

Princess Aisha, a lieutenant colonel and the sister of the current king, is the head of the Jordanian Armed Forces’ Directorate of Women’s Affairs, which was established in 1995. The idea was to expand women’s involvement from the traditional administrative, ed

Perhaps the most recent example of a female royal’s involvement has been the role played by Princess Salma, the daughter of King Abdullah. Salma wore her air force uniform as the Military Women’s Training Center was launched on June 6. The center, located in the Ghabawi area in the Zarqa Governorate, north of the capital, was established in collaboration by the Jordanian military and NATO.

While women who wanted to join the military were once limited to educational roles, today one can find them in all branches.

Lt. Col. Omar Al Baqour, the director of the training center for women, said in a press statement that it “contains training fields, halls, computer labs and virtual training rooms where all the training of military women takes place.”

The facility also includes childcare centers and other facilities to accommodate the female inductees.

Many Jordanians proudly recall when a female member of the air force wrote threatening messages on rockets that were being loaded on fighter planes bound to attack ISIS extremists. This sent a double message of pride in the air force and confidence in the women of the armed forces.

The military has been working with the Directorate of Women’s Affairs to incorporate gender sensitivity training and with the new facility, the armed forces will be able to do much more in this direction.

At the opening of the training facility, Col. Maha Al Nasser, the head of the directorate, told The Media Line, “The importance of the new center lies in empowering military women and preparing them professionally to meet current challenges.”

According to the army’s official website, “Jordanian women work in all military departments except field operations. This includes general leadership, the air force, military education, field units, trainers, military police, royal guard, navy, military intelligence, air control and air police.”

Falak Jamaany, a retired colonel, was part of the first generation of top female military leaders and was the first woman to direct a major medical facility, the Princess Aisha Military Medical Complex (Marka) in East Amman. Jamaany spoke to The Media Line about the challenges she faced during her military career, which began in the 1970s and continued until the 1990s.

“The biggest obstacle was that people were not used to seeing women in military uniform even after the many accomplishments by women in the army,” she said, adding that a lack of support had an effect on the army’s decision-making process.

She was short-listed for a senior position as the head of military dentistry services. “A military official told one of his colleagues that I didn’t qualify because I was a woman,” she said.

In the end, she did get the post, and a number of other women have also been appointed to the highest military posts. Over the years “the fact that the military hewed closely to the concept of gender equality has made the Jordanian military an example for others of a serious commitment to professionalism regardless of gender,” she said.

Gen. Mohammad Badarin told The Media Line that women have also joined the police. In 1972, the first group of six women became the nucleus of a women’s police unit. They have been working since in community policing, traffic, family police, and general community reform projects. They have been involved in all levels of policing and are now active in the UN’s police forces around the world.

Jordanian women first became UN peacekeepers in 2007. “A contingent of 146 women has participated in peacekeeping efforts in Congo, Cyprus, South Sudan and Fiji. They have also carried out duties with refugees and were involved in training local police forces in various countries,” he said.

Military engineer Najwa Najdawi spoke about her experience in Cyprus on a special radio program on “Women and Peace,” which was broadcast in Amman on Radio Al-Balad.

“It was a successful mission, and we gained a lot of self-confidence and gained new experiences and professional insights while working with international officers,” she said.

The challenges also were personal in nature as the women had to leave home for an extended period, many for the first time, Najdawi said.

“The coronavirus pandemic made the work even more difficult but the fact that all education was virtual” meant her eight-year-old son was able to follow his classes from Cyprus while she was posted there.
