Some 40 years after the Israeli airstrike on Saddam Hussein's nuclear reactor, Iraq is expressing interest in building eight nuclear reactors in order to keep up with rising energy demands in the country.

Kamal Hussain Latif, chairman of the Iraqi Radioactive Sources Regulatory Authority, told Russian state-owned news agency Sputnik on Tuesday that Iraq planned to build eight nuclear reactors to provide 25% of the electricity in the country in 2030. Latif acknowledged that it may take longer to finish all eight reactors and that the number could change.

Latif confirmed that the Russian state corporation Rosatom would implement the project to build the nuclear reactors. Iraq plans to seek $40 billion in loans in order to carry out the project.

South Korea has also offered to help build the plants and even offered Iraqis a tour of reactors in the United Arab Emirates run by the Korea Electric Power Corp., according to Bloomberg magazine.

Iraqi officials announced in May that they were considering 20 possible locations for the planned nuclear reactors.

In April, the Iraqi Radioactive Sources Regulatory Authority announced that it had reached understandings with three countries in order to accelerate the construction of nuclear reactors in Iraq.

Latif told the Iraqi News Agency in April that Iraqi officials had met with Russian and French officials in order to discuss the "peaceful use of nuclear energy" and for medical and industrial purposes. Last year, five countries were confirmed as candidates to build new reactors, including the US, Russia, Argentina, South Korea and France.

The plans to build nuclear reactors come as Iraq suffers from frequent blackouts and faces concerns that it will be unable to keep up with demand in coming years, which is expected to reach 42 gigawatts by 2030.

The plans also come amid rising concerns surrounding Iran's nuclear ambitions, as it announced on Tuesday that it had made 6.5 kg of uranium enriched to up to 60%, taking yet another step closer to nuclear weapons-grade material. A number of large Iranian-backed militias operate in Iraq.

In an operation on June 7, 1981, the Israel Air Force destroyed Iraq's Osirak nuclear reactor, which was being built by Hussein's regime, in an operation involving F-15 and F-16 fighter jets.

Two candidates have withdrawn from Iran’s presidential election just days ahead of the vote, state media reported on Wednesday, in moves apparently aimed at boosting the chances of leading hardline and moderate contenders.

Last month, the Islamic Republic's hardline Guardian Council approved just seven presidential hopefuls to stand in Friday's election and disqualified several prominent candidates.

The decision resulted in a field of two low-key moderates five hardliners, including the front-runner, hardline judiciary chief Ebrahim Raisi, an ally of Supreme Leader Ayatollah Ali Khamenei.

The decision to limit the field may have dimmed prospects of a high turnout, amid alienation and discontent over an economy crippled by U.S. sanctions.

Mohsen Mehralizadeh, a former governor of Iran's Isfahan province, announced his withdrawal in a letter to the interior ministry, state TV said. Mehralizadeh ranked last among seven candidates who ran in Iran's 2005 presidential election.

On Friday, Mehralizadeh's supporters are likely to back the leading moderate candidate, former Central Bank chief Abdolnasser Hemmati.

Hardline lawmaker Alireza Zakani, who was disqualified in 2013 and 2017 from running for president, also dropped out of the race, in a move that boosts the chances of hardline frontrunner Ebrahim Raisi.

"I sincerely thank my dear brother, Dr. Alireza Zakani, who decided to run in the election based on his revolutionary duty … Today he decided responsibly," Raisi said, according to Iranian state media.

Firefighters battled four blazes in southern Israel Wednesday that were sparked by balloon-borne incendiary devices launched from the Gaza Strip for the second day in a row.

The fires, all located in the Eshkol region, were small and posed no risk to nearby communities, the Fire and Rescue Services said in a statement.

“Unfortunately we have gotten used to this,” Ofer Lieberman a farmer from Kibbutz Am Nir told Ynet on Wednesday. “Our area remains tense even after [the Gaza] operation ends.

Knesset to receive 16 new MKs after ministers resign through ‘Norwegian law’

Despite panning previous government’s use of legislation as waste of public funds, parties of new coalition now argue that law ensures MKs, ministers able to fully focus on duties

The Knesset is slated to welcome at least 16 new members this week, as an equal number of lawmakers began resigning from parliament under the controversial so-called Norwegian Law in order to focus exclusively on their duties as ministers in the new government.

The law allows any MK who is appointed to a cabinet post to resign temporarily from the Knesset, thereby permitting the next candidate on the party’s list to enter parliament in their stead.

When the previous government made use of the Norwegian Law, its loudest critics were lawmakers from the then-opposition Yesh Atid and Yamina parties, who argued that it massively increased government expenditures. But just about every faction in their jointly run unity coalition now plans to take advantage of the legislation. Proponents maintain that MKs who are also ministers do not have enough time to tend to their parliamentary duties and are thus unable to serve the public effectively.

However, some coalition parties appeared more sensitive to expenditure concerns than others, only allowing one or two of their ministers to resign from the Knesset, as opposed to all of them.

In Yamina, Religious Affairs Minister Matan Kahane resigned earlier this week, making way for the Knesset’s first deaf MK, Shirley Pinto. On Tuesday, Yamina No. 9 candidate Shai Maimon announced that he was leaving the faction due to its chairman Prime Minister Naftali Bennett’s decision to break his promise to voters not to sit in a government with the Islamist Ra’am party. The decision allows Yamina to move forward with plans to welcome two new MKs — French immigrant Yomtob Kalfon and Russian immigrant Stella Weinstein — after Interior Minister Ayelet Shaked and deputy minister in the PMO Abir Kara resign in the coming days.

Yisrael Beytenu is having all three of its ministers — Finance Minister Avigdor Liberman, Agriculture Minister Oded Forer and minister in the Finance Ministry Hamad Amar — resign through the Norwegian law, making way for Limor Magen Telem, Elina Bardatz Yalov and Yossi Shain to serve in the Knesset. Shain is a longtime adviser to Liberman in addition to being a political science lecturer at Tel Aviv University.

Three of the four Blue and White ministers will resign, making room for Ruth Wasserman Lande, Alon Tal and Mofid Mara to serve as MKs. Lande is a former diplomat who was posted at Israel’s embassy in Cairo. Mara will become the Knesset’s sixth Druze lawmaker and vows to work to appeal the controversial Nation State Law, which critics say discriminates against the country’s non-Jewish citizens.

In Yesh Atid, only two of its six cabinet members will resign through the law, allowing for the swearing in of Yasmin Sacks Friedman and Tanya Mazarsky as members of Knesset.

New Hope ministers Ze’ev Elkin and Yoaz Hendel announced they will resign, allowing the next two lawmakers on the party list — Eilat Mayor Meir Yitzhak Halevi and former MK Zvi Hauser — to enter the Knesset.

Elkin is construction and housing minister and will also serve as minister for Jerusalem affairs and liaison minister between the Knesset and the government. Hendel is communications minister.

The Meretz party announced that chairman Nitzan Horowitz and party No. 2 Tamar Zandberg will resign under the Norwegian Law. Horovitz is the health minister and Zandberg environmental protection minister in the new government. Replacing them in the Knesset will be former MK Michal Rozin and human rights lawyer Gabi Lasky.

Labor appeared to be most hesitant to exploit the law, announcing this week that only one of its three ministers would resign to make way for former Haifa city council member Na’ama Lazimi to serve in the Knesset.

Americans for Peace Now urges conditioning of military aid to Israel

Call is the first for an American Jewish group that defines itself as ‘pro-Israel’

WASHINGTON (JTA) — Americans for Peace Now is calling for concrete conditions on defense assistance to Israel, a first for a group that calls itself “pro-Israel” and is a member of the Jewish community’s foreign policy umbrella group, the Conference of Presidents of Major American Jewish Organizations.

“If the US wants to nurture peace and support international law, we must explicitly ensure that our taxpayer dollars serve our foreign policy objectives, that they do not go towards human rights violations, and that there are specific consequences if they do,” Hadar Susskind, the group’s CEO, said Wednesday in an op-ed in Time magazine. “If new settlements are legalized or existing ones expanded — these international law violations would come with specific US aid reductions.”

Until recently, assistance to Israel has been sacrosanct in the pro-Israel community and in Congress, even among Israel’s critics.

In an interview, Susskind said part of the group’s reasoning was to protect assistance to Israel in the wake of calls from some progressive Democrats during Israel’s conflict with Hamas last month to cut assistance outright.

Susskind said the Americans for Peace Now proposal would offer a path to lawmakers who were alarmed with the calls to cut aid but are no longer happy with unconditional assistance to Israel.

“I want every sentence to begin ‘I support aid to Israel’,” he said. “We need a middle ground between a blank check and cutting aid.”

Americans for Peace Now and another liberal Jewish Middle East policy group, J Street, said in April that they were in favor of a bill backed by progressive Democrats that would prohibit Israel from using US funds to detain Palestinian minors, appropriate or destroy Palestinian property or forcibly move Palestinians, or annex Palestinian areas. The measure does not spell out specific consequences should Israel violate the restrictions.
