Despite all of the commentary and statements of world leaders regarding Ebrahim Raisi’s fresh presidential election win in Iran, he is but a smokescreen.

Supreme Leader Ayatollah Ali Khamenei still calls the shots on all key issues for the Islamic Republic.

In spite of Raisi’s hard-line bona fides, experts still expect the US and Iran to return to the JCPOA nuclear deal, maybe even as soon as within the next six weeks, or at most before the end of the calendar year.

This will give Jerusalem and Washington some temporary breathing room and push Tehran back from being a mere couple of months away from a nuclear weapon.

However, it will also empower the ayatollahs to up their financing and backing of proxies and terrorist groups throughout the region, which present significant dangers to Israel from Syria, Lebanon and Gaza.

The big questions about the return to the nuclear deal, which US President Joe Biden had made clear he wanted to do in his election campaign, was whether the terms of the JCPOA would be improved.

The opening shot on this issue is whether Iran’s advancements in centrifuge technology will be seriously pushed back or merely symbolically, as was the previous style of the JCPOA.

Practically speaking, the question is whether Washington will get Tehran to destroy its IR-4, IR-6 and other advanced centrifuges that could allow it to enrich uranium at a much faster rate and bolt them toward a nuclear weapon, or whether they will just be placed in storage.

The next move is whether there will be an add-on agreement that extends the deal’s nuclear limits beyond 2030 and restricts ballistic-missile testing for ranges, which threaten not only the US but also Israel, limits Iranian adventurism in the region and expands IAEA inspections to “anytime anywhere.”

Without filling these gaps, any short-term relief for Israel will quickly be replaced by a potentially explosive rising long-term nuclear threat.

Also, without filling these gaps, the Jewish state will need to continue its policy of thousands of attacks to prevent the transfer of precision-guided missiles to Syria and Lebanon, and another conflict in Gaza will remain a looming potential issue.

These were constant issues while Khamenei was in power, and Raisi has made no actual difference.

FOR NOW, the only difference Raisi is making is within Iran, where he is likely to initiate a wave of crushing political dissent at top levels inside the government.

The outgoing government of Hassan Rouhani at times publicly criticized how much the Islamic Revolutionary Guard Corps invested fighting in Syria, Lebanon, Iraq and Yemen, instead of focusing on improving the domestic economy of Iran.

This criticism will likely stop, and there will be more lockstep support at the government level.

To the extent that Iran was a strange, mixed authoritarian regime that had some unusual openness to debate certain issues and permit public protests within small numbers (large numbers would lead to quick oppression and sometimes mass killings), it will likely swing to an even more authoritarian direction.

Raisi may also tarnish Iran’s already poor international image due to his history of promoting mass executions in the 1980s.

But his real significance will be based on whether he succeeds Khamenei.

Khamenei, 82, has had ongoing health problems, and many saw his extraordinary tampering with the current election to ensure Raisi’s win (Raisi lost by 20% of the vote in 2017) as a sign that he wants the incoming president to succeed him as supreme leader.

If Raisi does succeed Khamenei, this would be the first major opportunity for change in Iran – for better or for worse.

At that point, many would expect him to continue Khamenei’s policies, as that is the public image he has crafted.

This would mean Iran maintaining the same level of threat against Israel in the nuclear and proxies’ realms.

However, change is always possible since Raisi will not need to look over his shoulder, and he may see Iran’s next 20 years differently than Khamenei.

But given his career and the generation that he comes from, at age 60, he is unlikely to invoke positive change as much as he may be more oppressive; see Bashar Assad’s style of change from his father, Hafez.

On the other hand, maybe having a new leader will make the regime more vulnerable than it has been in decades, as occurred with Bashar Assad.

Khamenei’s putting Raisi into office as president now is designed to thwart such instability.

Yet as recently as 2019, the world saw an Iran on fire with protests, so even Khamenei’s best-laid plans may eventually not be enough to hold down the oppressed Iranian people

Iran's Bushehr nuclear power plant underwent an emergency shutdown, Iranian media reported on Sunday.

The Iranian Atomic Energy Organization reported that a technical defect in the power plant led to the plant being temporarily shut down and disconnected from the national electricity grid, according to the Iranian Fars News Agency. The AEO stated that the plant would be reconnected to the electricity grid in the next few days.

The deputy coordinator of the Iran Power Transmission, Generation and Distribution Company (​TAVANIR) told Fars that the plant was temporarily closed for "technical repairs," which would continue for about three to four days.

Last month, a massive fire broke out near the Islamic Republic's only functioning nuclear power plant in Bushehr. Last July, the city of Bushehr saw another large fire break out at the Delvar Shipyard.

In addition to the fires plaguing the plant, Iran said in March that Bushehr could stop operating this year altogether as the country struggles to keep the unit running due to financial troubles caused by American sanctions, the semi-official Iranian Students’ News Agency (ISNA) reported.

The incident comes as Iran and world powers continued negotiations on renewing the Iran nuclear deal on Sunday for the first time since Ebrahim Raisi, a hardline judge under US sanctions for human rights abuses, was elected as Iran's next president.

The incident is the latest in a series of incidents reported in Iranian infrastructure and nuclear facilities in particular.

An alleged Israeli attack on the Natanz nuclear complex in April, as well as a number of other reported attacks on Iranian targets, was initially reported as an "accident." Fereydoon Abbasi-Davani, the former head of the AEO, announced after the attack that it was the fifth such attack on the Natanz nuclear site within 15 years.

Thousands of centrifuges were destroyed in the Natanz attack. A separate attack in July of last year caused extensive damage as well, reportedly setting back Iran's nuclear program by years.

Since last year, a number of fires and explosions have hit Iranian infrastructure and petrochemical plants. Iranian officials referred to most of the cases as incidents or accidents, although some reports have claimed that at least some of them involved foul play.

The Palestinian Authority plans to renegotiate a deal to receive 1.4 million Pfizer vaccines from Israel, now that it has scrapped the original agreement out of fear that some of the injections are outdated.

PA Health Minister Mai Alkaila confirmed to the Palestinian news agency WAFA on Sunday that her office would discuss with Pfizer and the Israeli Health Ministry how to complete the implementation of the agreement in a way that would ensure the safety of the doses.

An Israeli diplomatic source confirmed that talks between the sides were ongoing on Sunday.

“We will resume discussions with Pfizer to obtain the vaccines that expire at the end of the month of July as soon as possible, so that we have sufficient time to vaccinate all groups established according to the national vaccination plan,” by which the PA hopes to achieve a 70% rate of immunity, Alkaila said.

At issue are 1.4 million unused Pfizer vaccines that Israel had purchased and whose due date is set to expire at the end of June, late July, and late August.

According to the agreement, the Palestinian Health Ministry would obtain the needed inoculations out of the 1.4 million Pfizer doses in Israel’s warehouses. The document stipulated, however, that the first batch must arrive in late May and early June. In the end, however, disagreements over details in the deal delayed its signing, and the expiration date was too close, Alkaila said.

“So we refused to receive it and returned it to the Israeli side,” she said.

Among the issue was Israel’s objection to the presence of the word “State of Palestine” in the signature of the Palestinian health minister, as well as an attempt to prevent the vaccines from going to the Gaza Strip, which was categorically rejected by the Health Ministry, she explained.

Alkaila said that the responsibility of the Health Ministry includes all the Palestinian people. “We confirmed that we will send the doses to anywhere, and no one imposes his will on this issue,” she said.

Talks continued with Israel until the end of last week, when Pfizer intervened and confirmed “that we have the right to distributing vaccines in the way we see fit, and canceling the Israeli condition for the Gaza Strip, and accordingly we agreed last Thursday to complete the agreement and it was signed,” Alkaila told WAFA.

The PA has signed an agreement with Pfizer to purchase 4,140 million doses at a price of $6.75 per dose, she said, and that “the PA was the only country in the world that was able to obtain this offer.”

The first delivery of 205,920 doses was scheduled for April, May and June, at a rate of 20,000 doses per week, she told WAFA. The second batch of 1,795,000 doses was supposed to arrive in July, August and September. The third batch of about two million doses is set for the last three months of the year, Alkaila said, but that delays were expected due to global demand, and vaccines were not due until the fall.

The absence of the vaccines would have impacted the start of school and university in the fall, she said.

Under pressure from the Palestinian Health Ministry and through international friends, Pfizer proposed a swap in which the Israeli vaccines would go to the PA, and when the fall vaccines arrived they would be sent to Israel for use on its citizens, she said.

There was a direct communication channel with the Israeli side supervised by the spokesman for the Health Ministry, Kamal Al-Shakhra, with the approval of the Palestinian president and prime minister, she said.

In addition, the health minister said her office has signed several agreements with vaccine manufacturers, including Sputnik, which was contracted to purchase 500,000 doses, but the delivery dates often change because of the huge demand for vaccines worldwide.

(JTA) — A majority of US voters endorsed restrictions that would keep Israel from spending US defense assistance to detain Palestinian minors, destroy Palestinian buildings, or annex parts of the West Bank, according to the results of a new poll conducted during the most recent Israel-Gaza conflict.

The poll, conducted by Data for Progress, a progressive polling firm, sought to capture public opinion on a question that is increasingly dividing Democratic lawmakers: whether US aid to Israel should be withheld if Israel does not meet certain conditions. For many years, that opinion has been considered off-limits for politicians, but that has shifted recently with the rise of a progressive left in the Democratic Party.

Asked whether they would support or oppose a bill that “would stop Israel from spending US taxpayer dollars on: the military detention of Palestinian children; the seizure or destruction of Palestinian property and homes; or, support for Israel’s annexation of Palestinian territory,” 55% of respondents said they would support it and 29% said they would oppose it, according to the poll.

Democrats were far more inclined to restrict the aid. Broken down by party, 72% of Democrats, 57% of Independents, and 36% of Republicans supported the bill.

The reference in the poll question is to a bill introduced in April by Rep. Betty McCollum, a Democrat from Minnesota, that so far has garnered 27 Democratic cosponsors in the US House of Representatives. McCollum’s bill requires State Department and General Accounting Office reports to Congress on how Israel spends US assistance but has no enforcement mechanisms to ensure compliance. Two major liberal pro-Israel groups, J Street and Americans for Peace Now, back the bill.

The poll was conducted through a web panel from May 12-25, a period roughly consistent with the most recent flareup of violence between Israel and Hamas in Gaza. The survey reached 2,100 likely voters and has a margin of error of 2 percentage points.

The cabinet voted Sunday in favor of 36 professional appointments of ambassadors and consuls-general to be posted around the world.

Earlier Sunday, the Ministerial Committee for Foreign Service Appointments approved the diplomats for the top positions in Thailand, Sweden, the Vatican, Senegal, Panama, EU institutions in Brussels, Japan and more.

The diplomatic appointments had been delayed by six months in the previous government, and was the subject of a lawsuit earlier this month.

Prime Minister Naftali Bennett said that "this is something that was stuck for a long time," and that Foreign Minister Yair Lapid "opened up the traffic jam, and we are on our way."

Lapid said, "the appointments we authorized today waited too long. The State of Israel needs the best people to fight for its good name in the world. These are some of the best professionals in Israel who are a significant and critical part of strengthening Israel's diplomatic and security status."

MK Emilie Moatti congratulated the new appointees on Twitter, saying that former prime minister Benjamin Netanyahu had been holding them as "political hostages."

She said that Netanyahu "blocked the approval in the government, while ignoring not only the professional needs of the appointees… but also of their partners who needed to prepare for the move, their children who need to learn a language and enroll in schools and countless other details that make up the lives of the families that represent Israel around the world."

While in public, Likud MK and former health minister Yuli Edelstein has kept fairly quiet regarding his decision to run in the next Likud Party primary.

In private, however, he has told other high ranking Likud members that he intends on winning and didn't spare any harsh words for his party leader and former prime minister Benjamin Netanyahu, according to a series of leaked conversations published by Kan News on Sunday evening.

During one of the conversations, Edelstein said, "I do not want to smear it much. I do not intend to be second on the list. I intend to win," and adding that if the current government starts to falter, it will be difficult to face Netanyahu.

Edelstein was reportedly pleasantly surprised by the reaction to his announced primary run, saying "I was sure they would attack me, but I was surprised to find that no matter where I went, people kept saying it was time to replace Netanyahu."

He continued to heavily criticize Netanyahu's conduct, saying that "He made all the possible mistakes."

During the conversations, Edelstein exhibited frustration that Netanyahu would not resign during the coalition negotiations to allow another Likud MK to form a more ideologically homogenous coalition.

"Why did he agree to give [New Hope leader] Gideon [Sa'ar], [Yamina leader Naftali] Bennett, [Blue and White leader Benny] Gantz and everyone else the role of prime minister, just so he could not give it to anyone else in the Likud? Why should the Likud lose power?" He asked.

Edelstein later expressed optimism that public opinion around Netanyahu will change, saying that "in a couple of weeks people will turn on the TV and notice that [Netanyahu] is not prime minister, the realization will hit them, and they will tell him the truth to his face."

Last week, Netanyahu failed in his attempts to move up the Likud leadership primary after facing heated opposition from Likud secretariat head MK Israel Katz and Likud Central Committee head MK Haim Katz, who both said they strongly oppose the idea.

Right after losing power, the party needs a period of stability without internal fights, Israel Katz said.

Haim Katz said that “Bibi [Netanyahu] was chosen by a wide margin to be our leader for the next four and a half years, and no one is challenging that. So why would we need to have primaries now? We need Bibi to lead the opposition now and bring down this government.”

Israel Katz said he also opposes advancing the primary because Netanyahu could be more vulnerable later on, as his criminal trial advances.

Israel Katz last month suggested to Netanyahu that he temporarily relinquish leadership of Likud in order to allow for the formation of a right-wing government, an offer which Netanyahu rejected outright.

Elbit Systems’s iSNS jamming system will be integrated into a fleet of Boeing F-15 fighter jets of an unnamed operator, the aerospace giant said Sunday in a press release.

“After careful evaluation of similar systems, Elbit Systems’s solution was selected due to its proven performance and ease of integration,” Lauren Gramlich, Boeing’s director of international F-15 programs, was quoted as saying. “Elbit’s iSNS anti-jamming system will meet the demanding operational requirements of this valued customer, and it demonstrates Boeing’s commitment to partner with Israeli industry to advance the capabilities of the F-15 platform.”

The iSNS (Immune Satellite Navigation System) was developed and is manufactured by Elbit Systems in Israel. It is an effective GPS electronic counter countermeasure system (ECCS) that ensures reliable and uninterrupted GPS operation. The modular system is designed for use in a wide variety of land, air and sea applications, including armored fighting vehicles, artillery C4I systems, unmanned aerial systems, fighter aircraft and naval vessels such as submarines. Unlike other systems, the platform can continually navigate while close to enemy jammers.



“We are proud to be selected by Boeing to supply our unique iSNS technology for the F-15 platform,” Edgar Maimon, executive vice president and co-general manager of Elbit Systems ISTAR and EW, was quoted as saying. “Elbit Systems is a long-term supplier of Boeing, especially for the F-15 program, meeting quality, delivery time and cost requirements. F-15 has been a major platform in our portfolio for over two decades, and we look forward to continuing our collaborative work with Boeing in the future.”


Boeing’s F-15 program serves as the cornerstone of air superiority for the US, Israel and other air forces. It has grown in capabilities, range and payload capacities over the decades.


Most of Israel’s F-15s were acquired in the second half of the 1970s, and a more advanced squadron arrived in Israel in the 1990s.

With a need to keep ahead of increased threats in the Middle East, the IAF is expected to soon place orders on several new aircraft to upgrade its aging squadrons, including a new model of the F-15IA from Boeing.

Last July, the US Air Force awarded a contract to Boeing to build as many as 200 new F-15s under the designation F-15EX. The first new F-15EX was officially unveiled by the Air Force on April 7 and will carry the name Eagle II.

The F-15X will come in two versions, a single-seat F-15CX and a twin-seat F-15EX, and be able to carry heavier loads of air-to-ground and air-to-air missiles than the current F-15s.

Other Elbit Systems technologies in use on the F-15 and F-15EX platforms include the Digital Helmet Mounted Cueing System, the Low-Profile Head Up Display and Large Area Cockpit Display and various structural elements.

“For more than 70 years, Boeing has partnered with companies across Israel in growing the country’s aerospace, defense and technology industries,” Gramlich said. “We are committed to expanding Israel’s defense and technological capabilities for decades to come.”
