The former governing party in Ethiopia's Tigray region said on Monday it was back in control of the regional capital Mekelle, and the government, which ousted its leadership late last year, declared a ceasefire with immediate effect.
Seven residents in downtown Mekelle reported seeing rebel troops in the city for the first time since they were driven out by government forces in November, and several witnesses described scenes of jubilation in the streets.
"The capital of Tigray, Mekelle, is under our control," Getachew Reda, spokesperson for the Tigray People's Liberation Front (TPLF), told Reuters by satellite phone.
Ethiopia's government said it had agreed to a ceasefire following a request from the interim regional administration in Tigray, which Addis Ababa appointed after ousting TPLF forces.
"This unilateral ceasefire declaration starts from today June 28, 2021 and will stay until the farming season ends," a statement released by the federal government late on Monday read. Ethiopia's main planting season lasts from May to September.
Reuters could not immediately establish whether the ceasefire was discussed with the TPLF.
The Ethiopian prime minister's spokesperson and the military's spokesperson did not respond to phone calls and messages seeking comment. The TPLF could not immediately be reached for comment on the ceasefire.
U.N. Secretary-General Antonio Guterres said he had spoken with Prime Minister Abiy Ahmed and was "hopeful that an effective cessation of hostilities will take place.
"It is essential that civilians are protected, humanitarian aid reach the people in need and a political solution is found," Guterres said in a statement.
Eyewitnesses in Mekelle told Reuters that after rebel forces surrounded the Martyrs' Memorial Monument, some civilians entered the streets to celebrate.
Fireworks briefly lit up the sky, they said.
Some of those gathered chanted "Abiy is a thief!", while others sang songs honouring the TPLF and waved the group's red and yellow flag.
Monday's developments followed recent reports of an escalation in fighting between government troops and the TPLF outside Mekelle.
Last week, residents reported that TPLF forces had entered several towns north of Mekelle, although in at least one case they withdrew within hours.
On Tuesday, an air strike killed over 60 people in the town of Togoga, to the northwest of Mekelle, a medical official told Reuters.
Colonel Getnet Adane, Ethiopia's military spokesman, said last week that only combatants, not civilians, had been hit. The attack was one of the deadliest reported incidents in months in a region where the government had said most major fighting ended last year.

ABU DHABI – Foreign Minister Yair Lapid’s visit to the United Arab Emirates this week was heavy on pomp and circumstance and symbolism. But it comes at a key time for the relationship between the countries.
This was the first visit of an Israeli minister since the countries established diplomatic ties last year. Emirati ministers met Lapid at every step of the way, from the red carpet at the airport, to the dedication of the Israeli Embassy in Abu Dhabi and to the Emirati Foreign Ministry. They will be at the Israeli Consulate in Dubai and Israel’s pavilion at Expo 2020 in Dubai on Wednesday.
At the embassy in Abu Dhabi, Lapid and Emirati Culture and Youth Minister Noura Al Kaabi cut a ribbon that was, essentially, suspended between two short posts instead of actually marking the new entrance to anything; the embassy has actually been on the 20th floor of the Etihad Towers for months, and Ambassador Eitan Na’eh has been in the UAE since January. Lapid and Al Kaabi chuckled as they cut the ribbon.
Lapid, the former television personality with his well-tailored suits, gelled hair and megawatt smile, definitely came into the Foreign Ministry camera-ready for cutting ribbons.
But this trip is much more than a photo-op.
In diplomacy, gestures and symbolism have meaning, and that is at the fore of Lapid’s UAE visit.
As Lapid mentioned in his remarks at the embassy, former prime minister Benjamin Netanyahu was “the architect of the Abraham Accords, who worked tirelessly to bring them about.”
Netanyahu never got to have his celebratory first trip to the UAE and Bahrain, celebrating his hard work. His planned visits were postponed repeatedly because of COVID-19 restrictions and elections, and he blocked other ministers from traveling to the Gulf.
Now, tragically, Netanyahu has to watch from the opposition as Lapid reaps the honors.
As Israel began its transition from 12 years of Netanyahu’s leadership to a new government sworn in two weeks ago, Emiratis who were invested in ties with Israel in various ways had questions about what the change would mean for the nascent relationship.
After all, Israel and the UAE only established diplomatic relations in August as a result of the Abraham Accords, which were backed by former US president Donald Trump. The leadership in the UAE, which is not a democracy, remained stable. But there were major changes in the two other partners to the accords.
The UAE rolled out the red carpet, literally and figuratively, showing Lapid that the Abraham Accords are here to stay regardless of which government is in Jerusalem.
And Emirati officials made it clear that they wanted this trip to be about the future, the opportunities and the message of peace and stability that relations between Israel and the UAE broadcast. Iran and the Palestinians were not on the public agenda, so the focus would only be on bilateral ties.
Lapid sent a message of his own that he, too, plans to “work tirelessly” on this relationship by making the UAE trip a top priority and bringing the Israeli press on the plane with him – something the Foreign Ministry has not done in years – to document the historic visit.
“What we are doing here today is not the end of the road; it’s the beginning,” Lapid said at the ribbon-cutting ceremony, and the message was clear.
Though the Emiratis would prefer that discussion of the trip focus on economic, tourism, research and other ties with Israel, this strong display of cooperation between the countries is also important at this time because of other recent events in the region.
There was last month’s Operation Guardian of the Walls, which strengthened opinion in parts of the Arab world against normalization with Israel. The UAE, Bahrain and others didn’t suddenly become great Zionists or even change their UN votes. But their statements on the fighting were relatively staid, and relations between the countries weathered the challenge.
Meanwhile, indirect talks between the US and Iran on a return to the 2015 nuclear deal continue. The UAE and Israel both view Iran as an adversary, and Netanyahu has said many times that his fiery 2015 speech before both houses of Congress against the Iran deal drew moderate Sunni states closer to Israel.
Lapid and Prime Minister Naftali Bennett continue to express their opposition to a return to the Iran deal, but they have taken a different approach from Netanyahu. In fact, their approach is, in some ways, more similar to that of Gulf states in 2015 and this year.
They want the concerns of many countries in the region to be taken into consideration. They want to have close, behind-the-scenes conversations with top US officials on their security needs, how to strengthen enforcement of limitations on Iran’s uranium enrichment and which sanctions should remain in place.
Face-to-face meetings, like the one between Lapid and Emirati Foreign Minister Abdullah bin Zayed, are key at this time to coordinate their position on this matter.
So behind the ribbon-cuttings, red carpets and the photogenic smiles is a trip that is not only truly historic, in that it is a first, but is also consequential in strengthening the relationship between Israel and the UAE and meeting their shared strategic goals.

ABU DHABI – Foreign Minister Yair Lapid officially dedicated the Israeli Embassy in the United Arab Emirates and met with the Gulf state’s Foreign Minister Abdullah bin Zayed on Tuesday, during the historic first visit by an Israeli minister to the UAE since it established diplomatic relations with Israel last year.
The Biden administration is “positive and excited” about ties between Israel and the UAE, and the prospect of Israel establishing diplomatic relations with more Arab countries, Lapid said in a briefing with reporters accompanying him to Abu Dhabi.
However, two days after meeting with US Secretary of State Antony Blinken in Rome, Lapid said Washington “says that [normalizations] require us to make an effort with the Palestinians,” contrary to the Trump administration, which “gave a sense that [the Abraham Accords] were instead of progress on the Palestinian front, or a way to prove it’s unnecessary.”
Lapid was skeptical about the chances of an agreement with the Palestinians.
“The Palestinians have to want progress themselves for someone to be able to help them, and that’s not the situation now in the Palestinian Authority or Hamas,” he said.
“Don’t shoot 4,000 rockets at Israelis if you want to get help,” Lapid said regarding reconstruction of the Gaza Strip.
The topic of the Palestinians came up in his meetings with Blinken and with bin Zayed, he said.
The Emiratis want to have a positive impact on the Palestinian issue, Lapid said, adding that he is sure they will be helpful if there is any possibility of progress.
Lapid said his meeting with bin Zayed revolved mostly around regional issues and US involvement in the Middle East, as well as expanding the Abraham Accords to other countries.
He expressed hope that more Arab countries will follow the UAE, Bahrain, Sudan and Morocco in establishing relations with Israel, but naming them would hurt chances of it happening.
“There are other countries we talk to under the radar,” Lapid said. “The goal is to have relations with as many as possible.”
Israel needs to work to develop relations with Sudan, he said. Those ties have stalled since they were announced last year.
Lapid declined to answer questions about Iran while in the UAE, which views the Islamic Republic as an adversary but is less vocal than Israel about it.
He also hailed “the unusually large pile of economic agreements [between Israel and the UAE] happening quickly that will influence the lives of all Israelis” and will help Israel’s economy in a difficult time.
Lapid and bin Zayed signed an economic cooperation agreement at the end of their meeting.
Earlier Tuesday, at the ribbon-cutting ceremony for the Israeli Embassy to the UAE, Lapid said: “Israel wants peace with all of its neighbors. We aren’t going anywhere. The Middle East is our home, and we’re here to stay, so we call on all countries in the region to recognize that and talk to us.”

History is “made by people who know history and are willing to change it, by people who prefer the future over the past,” he said. “We are standing here today because we chose peace over war, cooperation over conflict… War is the surrender to all that is bad within us; peace is the victory of all that is good.”

“Agreements are signed by leaders, but peace is made by people” he added. “What we are doing here today is not the end of the road; it’s the beginning.”
Lapid thanked former prime minister Benjamin Netanyahu, “the architect of the Abraham Accords, who worked tirelessly to bring them about,” as well as former US president Donald Trump and President Joe Biden for supporting the process.
Lapid was flanked by the Israeli and Emirati flags in a sunny conference room with a panoramic window facing the sea and Abu Dhabi’s skyscrapers.
Emirati Culture and Youth Minister Noura Al Kaabi attended the event and expressed “enthusiasm over what we hope will be the first of many high-level visits.”
“In the wake of the Abraham Accords of last year… our two countries have witnessed incredible strides in the political, economic and cultural fields,” she said.
“The fruits of this cooperation are numerous,” Al Kaabi said, citing research on the COVID-19 pandemic, travel, trade, cybersecurity and artificial intelligence.
But the most important thing is that the UAE and Israel “have inspired others in the region to prioritize peace and stability on the path to a brighter future… and work toward a region that embraces human dignity for all and inclusiveness and tolerance to prepare our children for a brighter future,” she said. “We look forward to witnessing what tomorrow will bring for our countries in this shared journey of cooperation.”
Lapid and Al Kaabi then approached two posts symbolically tied with blue and white ribbons, which they cut, while chuckling, at Al Kaabi’s count to three.
Rabbi Levi Duchman, the Chabad shliach for the UAE, said the blessing on the mezuzah installed at the entrance to the embassy in the presence of representatives of the local Jewish community.

Lapid sported a kippah with the symbol of the State of Israel on it and said the shehecheyanu blessing, marking the momentous occasion with Duchman.
Ambassador to the UAE Eitan Na’eh has been in the country since January, opening Israel’s representation in the capital’s iconic Etihad Towers. There are already plans to expand the embassy to a larger office space.
Blinken praised the embassy’s dedication, calling it “significant for Israel, the UAE and the broader region.” The US will continue to work with the countries to create a more secure future for the Middle East, he said.
Lapid landed at the VIP terminal of Abu Dhabi International Airport on Tuesday morning. Israeli and Emirati flags waved, and a red carpet was rolled out at the foot of the steps descending from an El Al plane. UAE Minister of State Ahmed Al Sayegh, who is responsible for economic affairs, met Lapid on the red carpet, and they held a brief meeting in the terminal.

The Palestinian Authority’s diplomatic activity in the international arena appears to have declined significantly over the past month.
This downward trend stands in sharp contrast with a flurry of diplomatic activity by Israel and Hamas, especially in the past few weeks.
The 11-day war between Israel and Hamas last month saw an upsurge in diplomatic activity in Ramallah as PA President Mahmoud Abbas received the foreign ministers of Egypt, Jordan, Germany and Britain, as well as US Secretary of State Antony Blinken.
In addition, Abbas received the first phone call from US President Joe Biden on May 15. He also received during the same period phone calls from a number of leaders, including the French president, the Jordanian monarch, the emir of Qatar and the presidents of Tunisia and Iraq.
The contacts between Abbas and world leaders focused almost entirely on the situation in the Gaza Strip in the aftermath of the Israel-Hamas fighting and ways of maintaining the Egyptian-brokered ceasefire that went into effect on May 21.
After the ceasefire, Abbas dispatched PA Prime Minister Mohammad Shtayyeh to Kuwait, Qatar and Oman to discuss reconstruction efforts in the Gaza Strip. The main purpose of the visit was to rally support for Abbas’s demand that the reconstruction effort be carried out through the PA government and not Hamas.
Earlier this month, Abbas was scheduled to travel to Cairo to participate in Egyptian-sponsored reconciliation talks between his Fatah faction and Hamas. The Egyptians decided to cancel the meeting at the last minute after realizing that the gap between the rival Palestinian factions remains as wide as ever.
Some reports in Arab media have suggested that the Egyptians are fed up with Abbas and are no longer prepared to work with him.
The last time Abbas traveled abroad was in April, when he went to Germany for “routine medical checkups.”
Now 85, Abbas does not have plans to leave Ramallah in the near future, Palestinian sources said on Tuesday.
The Biden administration has still not invited Abbas or any senior PA official to the White House for talks on the possible resumption of the Israeli-Palestinian peace process, the sources said.
Earlier this month, a Palestinian security delegation headed by Majed Faraj, head of the PA’s General Intelligence Service, was invited to the US for talks limited to security-related matters.
The US and Israel are working to coordinate a White House visit for Prime Minister Naftali Bennett in July, the American website Axios reported on Tuesday. On Monday, outgoing President Reuven Rivlin met in the White House with Biden.
The report about Bennett’s planned visit to Washington came as Foreign Minister Yair Lapid arrived in Abu Dhabi to inaugurate the Israeli Embassy to the United Arab Emirates. As Lapid was in Abu Dhabi, Bahrain’s King Hamad bin Isa Al Khalifa issued a royal decree appointing Khaled Yousif Al Jalahama as head of his country’s diplomatic mission to Israel.
The PA, which had condemned the normalization agreements the UAE and Bahrain signed with Israel last year, did not comment on Lapid’s visit to Abu Dhabi or the appointment of the Bahraini ambassador to Israel.
Palestinian criticism of the Arab countries that signed normalization agreements with Israel has itself been strongly criticized by many Arabs, particularly in the Gulf. Following the backlash, the PA leadership decided to stop its attacks on the Arab countries involved.
From his office in the Mukata presidential compound in Ramallah, Abbas is now watching as the Bennett government is improving and strengthening Israel’s relations with the Biden administration and the Arab world.
It has been months since Abbas and Egyptian President Abdel Fattah al-Sisi met or talked over the phone. This week, Sisi called to congratulate Bennett on taking office, and the two discussed a “broad range of bilateral, regional and international issues.”
The PA, meanwhile, seems more worried about the diplomatic activities of Hamas than the Bennett government’s contacts with the Biden administration and the Arabs.
While Abbas has been busy coping with two crises that hit the PA in the past two weeks, Hamas leaders have been visiting a number of Arab and Islamic countries as part of their effort to win political and financial support for their group.
The first crisis is related to the Pfizer vaccine exchange agreement between the PA and Israel. The PA was forced to cancel the deal after it came under attack by many Palestinians for bringing soon-to-expire vaccines from Israel.
The second crisis, which seems to be more serious, erupted last week when Palestinian anti-corruption activist Nizar Banat was allegedly beaten to death by PA security officers in Hebron.
Earlier this week, Hamas leader Ismail Haniyeh met in Beirut with Lebanese President Michel Aoun. The meeting, the first of its kind, elevated Haniyeh to the status of president, earning him and Hamas the legitimacy they have long been seeking in the international arena.
Haniyeh arrived in Lebanon after visiting Mauritania and Morocco together with several senior Hamas officials. Hamas leaders said they were hoping to visit Algeria in the coming days.
The PA is concerned that Hamas’s diplomatic blitz could further bolster its standing among Palestinians and other Arabs and Muslims.
The timing of Hamas's diplomatic activity comes amid a dramatic surge in the group’s popularity among Palestinians, especially in wake of the last round of fighting with Israel. It also comes amid growing resentment with the PA and its leaders after Abbas called off the general elections that were supposed to take place in May and July and the death of the Hebron activist.
While thousands of Palestinians on the streets of Ramallah and Hebron over the past few days were chanting slogans calling for the downfall of Abbas, Haniyeh and other Hamas officials were receiving red-carpet treatment in the countries they visited.
This, needless to say, is bad news for Abbas and the PA leadership as they face one setback after the other because of their policies and actions.

Hamas does not trust the Palestinian Authority regarding the reconstruction of the Gaza Strip, Musa Abu Marzouk, deputy head of Hamas’s political bureau, said over the weekend.
Hamas rejects any attempt to link Gaza reconstruction to the issue of a prisoner-exchange agreement with Israel, he said.
Abu Marzouk’s remarks in an interview with the Arabi 21 online newspaper are another sign of the ongoing dispute between Hamas and the PA over reconstruction efforts in the Hamas-ruled coastal enclave, following last month’s fighting with Israel.
The PA insists that its Ramallah-based government be in charge of the reconstruction, including the funds channeled by various countries and international parties.
“The State of Palestine” is the only address for any effort to rebuild the houses and buildings that were destroyed during the Israel-Hamas fighting, PA President Mahmoud Abbas told Fatah leaders in Ramallah last week.
The PA could play a role in the reconstruction effort, but only through a body consisting of representatives of several Palestinian factions, Hamas has informed Egyptian and United Nations mediators.
Tensions between the PA and Hamas have also been running high since the death of Hebron activist Nizar Banat, who was allegedly beaten to death by Palestinian security officers who came to arrest him last Thursday morning.
Several Hamas leaders and officials have accused the PA of “assassinating” Banat because of his outspoken criticism of rampant corruption among the Palestinian leadership. They have also called for the resignation of the PA government headed by Prime Minister Mohammad Shtayyeh and for an end to security coordination between PA security forces and the IDF.
Banat, a former candidate for the Palestinian parliamentary election that was supposed to take place on May 22, died after his health “deteriorated” during his arrest, PA officials said.
The PA government said it has formed a special committee to investigate the circumstances surrounding the death of Banat, who was wanted on suspicion of “insulting” senior Palestinian officials, including Shtayyeh, in a series of videos he posted on Facebook.
“The Palestinian Authority is placing obstacles [to the reconstruction effort] by demanding that the money pass through it,” Abu Marzouk said in reference to the PA’s demand that all funds earmarked for the Gaza Strip, including the Qatari cash grants, be delivered only through the Shtayyeh government.
“Although we [Hamas] will not receive a single dollar, and we will facilitate any reconstruction process, we do not feel confident about the money going to the treasury of the Palestinian Authority,” he said. “Just a few days ago they squandered $27 million on a deal of corrupt vaccines. What prevents them from wasting funds for the reconstruction of Gaza?”
The Hamas official was referring to the recent botched vaccine-exchange agreement between the PA and Israel. Under the terms of the agreement, which was later canceled by the PA government, Israel would provide the Palestinians with more than a million soon-to-expire Pfizer vaccines. In return, Israel would receive the same number of vaccines from a shipment bought by the PA and scheduled to arrive later this year.
“The Palestinian Authority is not an active party in the Gaza Strip until it plays this role,” Abu Marzouk said, adding that the rivalry between Hamas and the Fatah-dominated PA would have a negative impact on the effort to rebuild the Gaza Strip.
“We will not stand idly in the face of the disruption of the reconstruction process,” Abu Marzouk said. “The state of frustration may lead to an explosion of the situation again.”
Hamas welcomes anyone who wants to contribute to the reconstruction “with our brothers in Egypt, Qatar, Kuwait and others, or the United Nations and through its representatives in Gaza, as it is responsible for 75% of the population as refugees,” he said.
Regarding the prospects of ending the PA-Hamas rift, Abu Marzouk said recent statements issued by Fatah leaders and their institutions “do not bode well.”
“It is not possible to talk about an intra-Palestinian dialogue to end the division sponsored by President Abbas, as he is a key party to this division,” he said. “And when we talk about the division, we do not mean the political division between Fatah and Hamas, but rather the multiple Palestinian divisions that have emerged since President Abbas took power in 2005.”
The last rapprochement between the PA and Hamas was sabotaged by Abbas’s surprise decision to resume security coordination with Israel and call off the parliamentary and presidential elections, Abu Marzouk said. Abbas delayed the elections because of his assessment that Hamas was going to win the parliamentary vote, he said.

Chief Rabbi Yitzhak Yosef described Israel’s school core curriculum studies program as “nonsense” and said pupils should study in yeshivas instead where only religious studies are taught.
Yosef’s comments sparked criticism toward the Sephardi chief rabbi, who was accused of promoting dependence on government handouts and charitable donations instead of advancing self-reliance.
“There is nothing like the holy Torah, the Torah is above everything,” said Yosef in a recent synagogue address, first reported by the Kikar Shabbat news website.
“If a pupil is asked where do you want to go, a yeshiva high school [where religious studies are taught together with the core curriculum] or a holy yeshiva, there is no doubt, a holy yeshiva, there is no doubt,” declared the chief rabbi.
“There they learn Torah without secular subjects, without the core curriculum, without all this nonsense, they sit and learn.”
Added Yosef proudly, I myself, did I learn the core curriculum? Did I finish school? Until today I don’t have a graduation certificate, not a high-school diploma and not a graduation certificate, did I miss anything? It’s nonsense, the most important thing is our holy Torah.
The large majority of ultra-Orthodox boys do not study the core curriculum of math, English, science and computer studies at elementary school level, and the overwhelming majority do not study this curriculum at high-school level.
Socioeconomic experts have warned that this failure to provide a basic education to boys in the ultra-Orthodox sector combined with the high rate of population growth in this community means that Israel’s economy will be imperiled in coming centuries with an inadequate workforce for the 21st century.
The Ne’emanei Torah Va’Avodah (NTA) organization panned Yosef’s comments saying that his “disparagement of yeshiva high schools is testament to how the chief rabbi is out of touch with the broader community that he is supposed to serve.
The organization said Yosef had turned himself into the rabbi of a small group of people “who withhold from themselves and their children the possibility of getting an education and earning an income with dignity, and [instead] making them dependent on donations and cronyism.”
NTA said that Yosef’s comments demonstrated the need to drastically change the system of electing chief rabbis in order to reduce political influence and increase public influence over the manner in which the positions are elections.
