UN Secretary-General Antonio Guterres has appealed to US President Joe Biden's administration to lift or waive all sanctions on Iran as agreed under a 2015 deal aimed at stopping Tehran from developing a nuclear weapon.
In a report to the UN Security Council, Guterres also urged the United States to "extend the waivers with regard to the trade in oil with the Islamic Republic of Iran, and fully renew waivers for nuclear non-proliferation projects."
The 15-member council will on Wednesday discuss the secretary-general's biannual report on the implementation of a 2015 resolution that enshrines the nuclear deal between Iran, the United States, France, Britain, Germany, Russia and China.
Guterres' appeal to Washington comes amid talks to revive the deal – known as the Joint Comprehensive Plan of Action – under which Iran accepted curbs on its nuclear program in return for a lifting of many foreign sanctions against it.
Former US President Donald Trump abandoned the pact in 2018 and reimposed harsh sanctions, prompting Tehran to start violating some of the nuclear limits in 2019.
"I appeal to the United States to lift or waive its sanctions outlined in the plan," said Guterres, who also appealed to Iran to return to full implementation of the deal.
Iran has refined uranium up to a purity of roughly 60%, far above the deal's limit of 3.67% and much closer to the 90% suitable for atom bomb cores, though it maintains that it seeks only civilian nuclear power and could quickly reverse its moves if Washington rescinded sanctions and returned to the 2015 deal.
"I continue to believe that a full restoration of the Plan remains the best way to ensure that the nuclear program of the Islamic Republic of Iran remains exclusively peaceful," Guterres said.

President Vladimir Putin told Russians on Wednesday that the time would come when he would name his possible successor in the Kremlin, but said the choice would ultimately lie with voters.
Putin, 68, has been in power as president or prime minister since the turn of the century. His current six-year term in the Kremlin is due to end in 2024 and his remarks are being closely parsed for clues as to whether he plans to extend his rule.
Russia changed its constitution last year at Putin's behest allowing him to run for two more six-year terms in the Kremlin, and potentially remain president until 2036.
The Kremlin is at a delicate political juncture with its relations with the West badly strained and its oil-dependent economy emerging from the pandemic with high inflation and a weak ruble, sensitive issues for voters.
Russia holds parliamentary elections in September that are seen as a dry-run for the 2024 presidential election. In the run-up, authorities have cracked down hard on the opposition and outlawed Kremlin critic Alexei Navalny's network as "extremist".
"A time will come when, I hope, I can say that such and such a person is worthy in my opinion of leading such a wonderful country like Russia, our homeland," Putin said.
The Russian leader was speaking during his annual question and answers session on state TV that the Kremlin uses for political messaging and to show he is in touch with regular Russians' day-to-day concerns.
"A signal. There will be a successor," Alexei Chesnakov, a political analyst who used to work in the presidential administration, wrote on Telegram messenger.
Putin, a KGB officer in the Cold War, came to power after being named acting president in December 1999 by his ailing predecessor Boris Yeltsin, Russia's first post-Soviet president.

The United States told the UN Security Council on Tuesday that it targeted Iran-backed militia in Syria and Iraq with airstrikes to deter the militants and Tehran from conducting or supporting further attacks on US personnel or facilities.
Under Article 51 of the United Nations Charter, the 15-member Security Council must immediately be informed of any action that states take in self-defense against armed attack.
US Ambassador to the United Nations, Linda Thomas-Greenfield, said the airstrikes hit facilities used by militia blamed for an escalating series of drone and rocket attacks against US personnel and facilities in Iraq.
"This military response was taken after non-military options proved inadequate to address the threat, with the aim of deescalating the situation and preventing further attacks," she wrote in a letter, seen by Reuters.
President Joe Biden wrote a similar letter to Congress on Tuesday. "The United States stands ready to take further action, as necessary and appropriate, to address further threats or attacks," he said.
US troops came under rocket fire in Syria on Monday in apparent retaliation for weekend US air strikes. About 34 rockets were fired in the attack, but there were no injuries, a U.S. military official said on Tuesday.
While the Iraqi and US militaries coordinate closely in a separate battle in Iraq against remnants of the Sunni extremist group Islamic State, Iraq's government and military condemned the U.S. airstrikes against the Iran-back militia.
The United States began airstrikes against Islamic State in Syria in 2014, telling the United Nations it acted because Syrian President Bashar al-Assad's government had failed to wipe out safe havens used by the militants to launch attacks on Iraq.
Iraq told the UN Security Council at the time that it requested U.S. help because a safe haven for the militants in Syria had made its border "impossible to defend."

Tigrayan forces said they had Ethiopian government troops on the run around the regional capital Mekelle on Tuesday after taking full control of the city in a sharp reversal of eight months of conflict.
People in Mekelle, where communications were cut on Monday, said the incoming Tigrayan fighters were greeted with cheers. There were similar scenes on video footage from the northern town of Shire, where residents said government-allied Eritrean forces had pulled out and Tigrayan forces had entered.
"We are 100% in control of Mekelle," Getachew Reda, spokesman for the Tigray People's Liberation Front (TPLF), told Reuters on Tuesday.
There had been some fighting on the outskirts of the city, but that was now finished, he said, adding that he could not confirm the report from Shire.
"Our forces are still in hot pursuit to south, east, to continue until every square inch of territory is cleared from the enemy."
The ousted TPLF was re-establishing itself in Mekelle and people could walk about again in the streets, he said, declining to be drawn on whether Tigray would now seek independence after a bitter conflict that often targeted civilians.
Reuters was unable to verify his comments because phone links to Mekelle and the rest of Tigray were down. The Ethiopian government declared a unilateral ceasefire on Monday but has not publicly addressed TPLF claims to have taken back Mekelle.
The fighting in Ethiopia's northern region has killed thousands of people, displaced two million and brought hundreds of thousands to the brink of famine.
The United States said atrocities should end immediately and warned Ethiopia and Eritrea that Washington would be watching closely.
"We will not stand by in the face of the horrors in Tigray," said Robert Godec, acting assistant secretary of state for the State Department's Bureau of African Affairs.
State Department spokesperson Ned Price said in a statement the truce declaration could be positive if it led to steps to "to end the conflict, stop the atrocities, and allow unhindered humanitarian assistance."
He reiterated a call for withdrawal of Eritrean forces from Ethiopian territory as a necessary step for a durable ceasefire.
UNILATERAL CEASEFIRE?
House Foreign Affairs Committee Chairman Greg Meeks said that if the disaster in Tigray is not abated, "we could witness one of our closest and most powerful allies in Africa march toward civil war and, eventually, a state collapse."
U.N. Secretary General Antonio Guterres said on Monday he hoped a political solution would be possible. Diplomats said the U.N. Security Council would discuss Tigray this week.
It was not clear if other parties to the conflict would accept the ceasefire. The Ethiopian military spokesman, Eritrean information minister and Amhara regional spokesperson all said they were unable to comment. Getachew said the ceasefire was a "joke" and hundreds had been killed on Tuesday in fighting near the border with Afar region. Reuters was unable to confirm the fighting independently.
Over the next few days, TPLF forces will go after troops allied to the government from the neighbouring Amhara region - in the south and west - and from the neighbouring nation of Eritrea in the north and northwest of Tigray, Getachew said, adding they would cross borders in pursuit if necessary.
On Monday evening, when phone links to Mekelle were still open, residents said soldiers had disappeared from the streets and TPLF forces had entered the city. Residents greeted them with flags and songs, witnesses said.
Getachew urged the international community to force the government to allow food and aid into the region, accusing Ethiopian Prime Minister Abiy Ahmed of blocking it.
A spokeswoman for Abiy and the head of a government taskforce on Tigray did not return messages seeking comment on food blockages or Getachew's other comments on Tuesday. The government has previously denied blocking food aid and said it provides the majority of food. The United Nations has previously said that soldiers blocked food from TPLF-controlled areas.
On Tuesday, residents said Eritrean forces could no longer be seen in Shire, a large town at the junction of several main roads.
"There's not a single Eritrean in town," one resident of Shire told Reuters. He sent a short video of residents crowded onto vehicles, beeping wildly and waving a large gold and red Tigray flag.
Another resident in Shire told Reuters "overnight there was a massive movement of Eritrean troops from Axum, Shire to Sheraro direction." Sheraro is close to the Eritrean border.
FAMINE AND RIGHTS ABUSES
Ethiopia is awaiting results of national and regional parliamentary elections held on June 21. Voting was only held in three of the nation’s ten regions due to insecurity and logistical problems.
No voting was held in Tigray where the TPLF, an ethnically based political party that dominated Ethiopia's national politics for nearly three decades, has been battling the central government since early November. It made major territorial gains in the past week.
The fighting has been punctuated by reports of brutal gang-rapes and mass killings of civilians. At least 12 aid workers have been killed.
At least 350,000 people are facing famine and 5 million others need immediate food aid, the United Nations has said - the worst global food crisis in a decade.
Last week, an Ethiopian military air strike on a crowded market killed at least 64 people and wounded 180. Doctors said women and children were among the dead and wounded and that Ethiopian troops prevented ambulances from reaching the scene for more than a day. The military said all the victims were combatants.

Palestinian Authority President Mahmoud Abbas on Wednesday made a surprise visit to Amman, where he met with Jordan’s King Abdullah.
The visit is to be seen in the context of coordination between the PA and Jordan ahead of Abdullah’s planned trip to the US on July 19.
The PA and Jordan have expressed support for resuming the Middle East peace process on the basis of a two-state solution.
Abbas’s visit to Amman came as a committee, formed to investigate the death of Palestinian anti-corruption activist Nizar Banat, presented its findings to PA Prime Minister Mohammad Shtayyeh.
The death of Banat, allegedly beaten to death by PA security officers who came to arrest him last week in Hebron, triggered widespread protests in a number of Palestinian cities, where demonstrators chanted slogans against Abbas.
The PA’s official news agency Wafa said that Abbas had a “private meeting” with the Jordanian monarch. “They discussed the latest political developments in the Palestinian arena, bilateral relations and issues of mutual concern,” the agency said. “President Abbas affirmed ongoing coordination with Jordan on the interest of the Arab nation and its common causes, primarily the Palestinian cause.”
The separate meeting was followed by an expanded meeting involving officials from both sides.
Abbas was accompanied by PA Foreign Minister Riyad Malki, head of the General Authority of Civil Affairs Hussein al-Sheikh, General Intelligence Service head Majed Faraj and diplomatic affairs adviser to the PA president, Majdi al-Khaldi.
The Jordanian officials who attended the expanded meeting included Prime Minister Awn al-Khasawneh, Foreign Minister Ayman Safadi and head of the Jordanian General Intelligence Directorate, Ahmad Husni.
During the meeting with Abbas, Abdullah reiterated Jordan’s support for the Palestinians in “achieving their just and legitimate rights and establishing their independent, sovereign and viable state on the June 4, 1967 lines, with East Jerusalem as its capital,” according to a statement published by the Jordanian news agency Petra.
Abdullah “stressed the importance of translating the ceasefire in the Gaza Strip into an extended truce that pushes towards a political solution that achieves the Palestinians’ rights,” the agency said. “His Majesty stressed the need to intensify international efforts to achieve a just and comprehensive peace based on the two-state solution, and to preserve the legal and historical status quo in Jerusalem, warning that Israel must stop all attacks and illegal measures in the Palestinian territories.”
Jordan continues to play its historical and religious role in protecting Islamic and Christian holy sites in Jerusalem, based on the Hashemite guardianship over these holy sites, Abdullah said during the meeting. He also praised as “positive” the US administration’s decision to resume financial aid to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).
Meanwhile, PA Minister of Justice Mohammed al-Shalaldeh who headed the committee of inquiry into the death of Banat, on Tuesday night presented the findings to Shtayyeh.
Shtayyeh said that he will refer the report to the military judiciary, implying that those responsible for the death of the activist belonged to the PA security forces.
Shalaledeh said that the committee members interviewed the PA governor of Hebron and commanders and members of the various Palestinian security forces in Hebron.
The committee members also interviewed members of the Banat family who were present when the PA security officers arrived at his home to arrest him, Shalaldeh said, adding that the committee recommended that its report be referred to the judiciary.
But Ghassan Banat, the brother of the slain activist, denied that the committee members had met with any member of the family.

Compared to other prime ministerial residences around the world – 10 Downing Street in London, Chigi Palace in Rome, or the Lodge in Canberra – the prime minister’s official residence on the corner of Balfour Street in Jerusalem isn’t much.
It’s neither storied nor palatial. It’s nondescript on the outside and rather gloomy and drab inside. Yet it’s ours, and Prime Minister Naftali Bennett needs to move there immediately after former prime minister Benjamin Netanyahu moves out, expected to be by July 10.
Bennett has indicated that he intends to keep using his primary residence in Ra’anana, and only conducting business meetings and spending Shabbat in the Prime Minister’s Residence in Jerusalem. This would be the opposite of what Netanyahu did while in office: spend weekdays at Balfour, and weekends at his home in Caesarea.
The reason given for Bennett’s desire not to make the home on Balfour his primary residence was that he does not want to uproot his four children, aged 9-16, taking them out of their school frameworks and away from their friends.
Though a noble parental sentiment, it is not a relevant consideration in this case. It would be like former US president Donald Trump opting to keep living in New York after he became president in 2016 because his apartment in Manhattan was nicer than the White House, and he didn’t want to pull his son Baron out of school.
Parents relocate to new jobs all the time. Bennett’s own parents moved back and forth from Israel to North America three times when he was a child.
Had Bennett not wanted to relocate, he probably should not have applied for his current job. When one applies for a job whose office is in another city, one takes into consideration the possibility of having to move, and needs to factor the toll that will take on one’s family into the decision, whether or not to go for the job in the first place.
Why is it so important that Bennett moves into the house on 9 Smolenskin Street, on the corner of Balfour? For the same reason Netanyahu needs to vacate – it is a symbol. It is a symbol of the office of the prime minister, and symbols are important.
Symbols of office confer legitimacy, and Bennett needs to establish his legitimacy as this country’s prime minister. This is especially true in his case for several reasons.
First, since Bennett is due to “rotate” positions with Foreign Minister Yair Lapid in two years, an impression could take root that he is not the “real” prime minister carrying all the prime ministerial authorities. Moving into the official residence would help put that notion to rest.
Second, moving into the residence is important because Bennett commands the allegiance of only six seats in this disparate 61-seat coalition, and many – both in the coalition and the opposition – are questioning his very legitimacy to hold the office with so little support.
Within the coalition there are those in parties with more or the same number of seats who are still wondering how it is that Bennett, and not they, finagled his way into being prime minister.
And among the opposition, some argue – like Netanyahu himself – that Bennett has no legitimate claim on the premiership because he got the job by breaking campaign promises not to join a government led by Lapid, “neither in rotation nor mutation.”
Netanyahu has been reticent in mouthing the combination of words “Prime Minister Bennett,” and he himself was referred to as prime minister in an invitation to the members of the opposition to meet this week.
Shas faction head MK Michael Malkieli, in a KAN Bet interview on Tuesday, referred to Bennett as “the country’s swindler.”
The interviewer, Ron Binyamini, was jolted by this characterization.
“Wait a second,” he said. “You just called him ‘that swindler,’ and not for the first time. You called him in the past ‘the swindler from Ra’anana,’ and ‘that man.” Is it difficult for you to utter the words, Prime Minister Naftali Bennett?”
(Netanyahu himself was belittled similarly by political opponents who referred to him over the last few years not as Prime Minister Netanyahu, but rather “the accused of crimes from Balfour Street”).
Or take this tweet on Wednesday from Netanyahu’s son, Yair.
“There is no prime minister in Israel,” he wrote. “Bennett doesn’t even have the authority of a cabinet secretary.”
Yair Netanyahu then continued with a script that several other Bennett critics have been using over the last couple of weeks, saying that the “real” prime minister – the one who is really calling the shots – is either Lapid or coalition partner Mansour Abbas, the head of the United Arab List (Ra’am).
To take steps to prevent this impression from gaining traction, Bennett needs all the trappings that go with his new job, all the bells and whistles, in order to chisel into everyone’s mind the notion that after 12 years of Netanyahu, one prime minister has left office, and another has firmly taken his place.
Sometimes it is not enough merely to be the prime minister, one must appear prime ministerial – and an important way to do that in this country is to live in the prime minister’s official residence in Jerusalem. Bennett should do that as soon as possible.

An Israeli private detective detained in New York since 2019 on charges of involvement in a hacker-for-hire scheme wants a plea deal, according to a letter filed in court by his lawyer.
The unusual case has revealed the impacts of a secretive but thriving cyberespionage industry in India.
Federal prosecutors say the jailed detective, Aviram Azari, organized a series of hacking missions through unnamed third parties against American companies based in New York, using fake websites and phishing messages to steal email account passwords.
While the indictment does not identify the hackers by name, five people familiar with the case say that Azari is being charged in relation to New Delhi-based BellTroX InfoTech Services https://www.reuters.com/article/us-india-cyber-mercenaries-exclusive/exclusive-obscure-indian-cyber-firm-spied-on-politicians-investors-worldwide-idUSKBN23G1GQ, which Reuters last year reported was behind a hacking campaign that targeted lawyers, government officials, businessmen, investors and activists around the world.
Azari is charged with conspiracy to commit hacking, wire fraud, and aggravated identity theft, court documents show.
Azari's lawyer Barry Zone wrote to U.S. District Judge John Koeltl of Manhattan on June 11 that his client is now "in a position to engage in meaningful plea discussions and negotiations with the government."
The letter asks for a delay to a case conference scheduled for Aug. 9 "to engage in what we hope will be fruitful plea discussions."
Zone declined further comment. The U.S. Attorney's office in Manhattan declined comment.
Emails and phone calls to BellTroX chief executive Sumit Gupta and other employees have gone unanswered since last year.
Reuters previously reported that BellTroX was contracted by Western private detectives working at the behest of law firms and wealthy people, citing former operatives.
BellTroX is one of several India-based firms that provides hacking services to a global clientele, the operatives said.
The US government's investigation is looking at whether Americans hired contractors, including BellTroX, to spy on U.S. environmental activists, according to three people briefed on the investigation who spoke on condition of anonymity.
