BAGHDAD, Iraq (AFP) — When the mercury soared to 52 degrees Celsius (125 degrees Fahrenheit) this week in Iraq, Ali Karrar placed his baby for a couple of minutes in the fridge.

But when the power went off on Thursday night across oil-rich Iraq, people were left at a loss as to how to escape the torrid heat.

Those with the means hooked up fridges, air conditioning units and fans to private generators — but not Karrar, who lives in the town of Al-Hillah, as well as others across the impoverished and rural south.

Four southern provinces have been without electricity since Tuesday, including Basra — home to Iraq’s main port.

Sizzling temperatures have been compounded by high levels of humidity.

“The children sleep right on the floor to try and stay cool, but us, the adults, haven’t slept a wink these past nights,” Meshaal Hashem, a Basra docker and father of three, told AFP.

In the city of Diwaniyah, Rahi Abdelhussein buys bags of ice to cool down his children, saying it helps hydrate them.

Shops have placed hoses and makeshift showers outdoors to attract customers to stop.

Blame game

Anger has mounted among Iraq’s 40-million population, with corrupt politicians at the center of a blame game for its poor services and dilapidated infrastructure.

“The electricity ministry is blaming the oil ministry which is blaming the finance ministry, and the finance ministry says the culprit is Iran, but Iran says it’s the Iraqi government’s fault, and the government lays the blame on the people who accuse politicians of shortcomings,” Iraqi political analyst Sajad Jiyad tweeted.

“The politicians just shrug and say, ‘We’ve got to live with it.'”

Boiling temperatures and power outages often go hand in hand during the summer months in Iraq, but there are other factors behind the latest crisis.

Iraq — the second-largest producer in the OPEC oil cartel — buys gas and power from neighboring Iran to supply about a third of its power sector, dilapidated by decades of conflict and poor maintenance.

But Iran decided Tuesday to cut supplies to its neighbor, saying the Iraqi electricity ministry owes it more than $6 billion in arrears.

Iraq says it is unable to pay because of US sanctions on money transfers to Iran, a deep financial crisis compounded by lower oil prices, and the COVID-19 pandemic.

The government in Baghdad also says few consumers are paying their utility bills, with many stealing electricity by hooking up lines illegally to power mains.

Minister quits

Endemic corruption was a key driver of protests that shook Iraq from October 2019 to June 2020.

Iraq is ranked 21st from last on Transparency International’s Corruption Perceptions Index, with tens of billions of dollars missing from state coffers.

The latest power outages have sparked protests and clashes with police in the southern provinces of Missan and Wasit, leaving 12 people wounded, seven of them policemen.

The electricity ministry says the blackouts, which started in the south before spreading to the rest of the country, were caused by unexplained attacks on power lines.

“Someone is trying to destabilize the country and sow chaos,” ministry spokesman Ahmad Moussa said on television, without giving further details.

As for electricity minister Majed Hantoosh, he resigned on Monday, a day before Tehran announced its cutback in supplies.

It was the 18th year in succession that Iraq’s minister of electricity has failed to survive the summer season.

In June, a senior official said Iraq wants to build eight nuclear power reactors by 2030.

According to experts, Iraq should instead renovate its infrastructure, because between 30 and 50 percent of power capacity is lost due to outdated circuits.

US-Turkey relations take public blow with child soldiers accusation

Analysts say move is a warning of possible further action from Washington against Ankara

The US has put Turkey on a list of countries implicated in the use of child soldiers, another step in its worsening relations with Ankara, analysts told The Media Line.

The move was the latest rebuke by Washington against its NATO ally amid years of deteriorating ties, highlighted by Ankara’s purchase of Russian weapons, and accelerated by US President Joe Biden taking office, and then waiting three months to hold a phone call with Turkish President Recep Tayyip Erdogan.

Turkey is the first member of NATO that the US has put on the list of countries that have recruited or used child soldiers, as part of the US State Department’s 2021 Trafficking in Persons report that was released on Thursday.

Ryan Bohl, a Middle East and North Africa analyst with Stratfor, told The Media Line that the US is sending a signal that it is monitoring Turkey’s human rights record and foreign policy, with the possibility of taking more serious action in the future.

Bohl said it is unlikely the US would immediately apply penalties connected to the law, but that Washington now has a legal mechanism with which to punish Turkey later.

He added that it also shows how much Washington’s relationship with Turkey is facing increased scrutiny and bolstering the belief that the US should decrease its reliance on its NATO ally.

“It’s going to add credence to those arguments … that’s just going to keep building, that tension that the country is drifting a little bit too authoritarian,” he said.

He added that the emphasis on Syria and Libya shows that Washington is especially concerned about who Turkey is allied with in those countries, with concerns that some of the proxy groups include jihadist elements.

US State Department spokesperson Ned Price said on Thursday the addition of Turkey to the list would not affect talks over Ankara heading security of Kabul airport in Afghanistan as the US nears completion of withdrawing its troops.

“This is just wishful thinking,” said Muzaffer Senel, from Ankara Medipol University’s Political Science and International Relations Department. “It will definitely have ramifications on US-Turkish relations,” he added.

Senel said he expects Turkey to respond in the medium-to-long term by shifting more toward Russia and China.

Ties with the US and NATO are top priorities for Turkey, which relies on the military alliance’s deterrence to ensure its territorial security in a region where it borders Syria, Iraq and Iran.

However, Washington has failed to use its leverage to change Ankara’s position on Syria, most notably when Turkey launched an offensive in the northeast in October 2019 against the US-allied Kurdish militia, the YPG.

Ankara asserts that the YPG cooperates with the Kurdistan Workers’ Party (PKK) in Turkey, which Ankara, Washington and the European Union classify as a terrorist organization.

Before the 2019 offensive, talks failed between Turkey and the US over its alliance with the YPG and its presence in northeast Syria near the Turkish border, which Ankara views as a major security threat.

A letter from then-President Donald Trump warning Erdogan to not “be a fool” also failed to stop the Turkish president’s incursion into Syria.

A hard-line approach from the US could help Erdogan, who used anti-American sentiments in the past to boost his position when he faced pressure over Turkey experiencing financial strain.

When the US put sanctions on Turkey over its detention of an American pastor, for example, Erdogan called for a boycott of US electronics, leading people to smash their iPhones and cut up US dollars.

Turkey has responded to being put on the child soldiers list by calling the US hypocritical, charging that the YPG uses child soldiers.

A statement from the Turkey’s Foreign Ministry said that it is a “striking example of hypocrisy and double standards as the US openly aids, provides weapons to PKK/YPG that forcibly recruits children,” reported the Reuters news agency.

In 2018, Human Rights Watch accused the YPG of recruiting children for military training and not telling their families where they were.

“It’s not a fair list at least … I don’t believe they have a good will,” Senel said, of the US child soldiers list.

“If you want to ban all kinds of child soldiers, then each country should respect [that] without any kind of discrimination, but now there’s discrimination,” he added.

Bohl contends that while the US is not in a morally high position, Turkey still has the most to lose if it moves further out of step with the US.

Then, Bohl said: “The United States begins to threaten to change policies, defense policies towards Turkey, that impacts Turkey far more than Turkey trying to make those kind of counterthreats to the United States.”

The owners and insurers of the Ever Given container ship that blocked the Suez Canal in March said on Sunday a formal settlement had been agreed in a compensation dispute, and the canal authority said the vessel would be allowed to sail on July 7.

The Suez Canal Authority (SCA) has held the giant ship and its crew in a lake between two stretches of the waterway since it was dislodged on March 29, amid a dispute over a demand for compensation by the SCA.

The Japanese-owned Ever Given had become stuck in high winds and remained wedged across the canal for six days, disrupting global trade.

"Preparations for the release of the vessel will be made and an event marking the agreement will be held at the Authority's headquarters in Ismailia in due course," Faz Peermohamed of Stann Marine, which represents owner Shoei Kisen and its insurers, said in a statement.

The SCA said the settlement contract would be signed on Wednesday at a ceremony, and that participants would be able to watch the ship leaving.

Stann Marine gave no details of the settlement.

Osama Rabie, the SCA chairman, said the canal will receive a tug boat with a pulling capacity of about 75 tonnes as part of a settlement, without mentioning any other details.

"We preserved the rights of the authority in full, preserved our relationship with the company and also political relations with Japan," he told a private TV channel on Sunday evening.

The canal earned revenue of $3 billion in the first six months of 2021, up 8.8% compared with the same period last year, despite the Ever Given accident, Rabie said.

Shoei Kisen and its insurers said last month they had reached an agreement in principle with the SCA.

The SCA had demanded $916 million in compensation to cover salvage efforts, reputational damage and lost revenue before publicly lowering the request to $550 million.

Shoei Kisen and the ship's insurers had disputed the claim and the ship's detention under an Egyptian court order.

Earlier on Sunday, an Egyptian court adjourned hearings in the compensation dispute to July 11 to allow the canal and the ship's owner to finalize the settlement, court sources and a lawyer said.

Hamas must no longer receive cash-filled suitcases, Prime Minister Naftali Bennett told the cabinet Sunday, ahead of a special donor meeting on Palestinian humanitarian assistance, including the Gaza Strip, scheduled for Tuesday.

“We are also working on a solution that will allow humanitarian assistance to the residents of Gaza, but without suitcases full of dollars,” he said. “Suitcases full of dollars are something we inherited, and they need to be done away with.”

Prior to the 11-day Gaza war in May, Qatar provided $30 million in cash payments to Hamas-controlled bodies in the Gaza Strip for distribution as $100 cash grants to needy families.

Yahye Sinwar, Hamas’s leader in Gaza, has called for the resumption of those payments and warned of a resumption of violence without them.

Israel is loath to allow money back into Gaza out of concern that it will be diverted to Hamas for military purposes.

Reports of a deal by which the United Nations would oversee the cash payments to insure that they were not used for Hamas terrorist attacks has not been verified.

Last Thursday, UN Special Coordinator for the Middle East Peace Process Tor Wennesland met with Qatari Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani. They discussed the delivery of aid for the Palestinian people, according to the Qatari Foreign Ministry.

Also at issue is the full reopening of Gaza’s main commercial crossing at Kerem Shalom, which is controlled by Israel.

In the aftermath of the Gaza war, known as Guardian of the Walls, Israel has halted the entry of dual-use items necessary for civilian reconstruction pending the creation of a mechanism to prevent Hamas from seizing the material for its attack tunnels.

Israel has also linked the full reopening of the crossings with Hamas returning the remains of the two soldiers presumed killed during Operation Protective Edge, the 2014 Gaza war, and two Israeli civilians held captive there.

Egyptian-brokered indirect talks between Israel and Hamas for a permanent ceasefire that would include issues of humanitarian aid and the hostages have not yet yielded results. The UN, which oversees the bulk of the humanitarian aid to Gaza, is also involved in the talks, particularly Wennesland.

The issue of Gaza aid is also expected to be raised at Tuesday’s virtual Ad Hoc Liaison Committee meeting, which oversees donor funding to the Palestinians.

The AHLC typically meets twice a year, in the spring and on the sidelines of the UN General Assembly. This year, the 15-member body, which includes representatives from Israel, the Palestinian Authority, the US and the UN, is holding a special virtual meeting on Gaza.

The UN is expected to present a needs assessment report for Gaza at the meeting.

At the UN in New York last Thursday, Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo said, “I join the appeals to Israel to facilitate the entry of humanitarian aid and reconstruction materials into Gaza.”

“I also urge Hamas and other militant groups in Gaza to refrain from attacks and provocations that would again destabilize the situation,” she said.

“We must avoid short-term fixes and focus on how we can work toward resolving the deadlock in Gaza and the Palestinian divide. Sustaining ceasefires and improving arrangements on the ground are important elements of UN preventive diplomacy, which aims to create space for political action,” DiCarlo said.
