Iraqi security forces have a new problem to deal with, as ISIS terrorists have been attacking electric power lines, usually the kind that travel long distances on large pylons. The worldwide jihadist group has attacked dozens in recent weeks.

Now Iraq says that it ambushed some of the terrorists near the city of Hit. It has succeeded in thwarting attacks in Diyala province.

For Iraq, this is only a minor respite in a hot summer where it appears that not enough electricity is being generated. Blackouts are normal. Iran is also not transferring electricity to Iraq because it has a crisis. ISIS has started attacking this infrastructure as a way to send a message that it still controls the countryside.

Many Iraqis use generators or are forced to go without electricity when this happens.

“About 44 to 45 electricity towers in Iraq have been targeted by terrorists in recent days, most of which have been repaired,” say local reports.

Meanwhile, in other parts of Iraq, there have been increasing attacks on US forces by pro-Iran militias. ISIS is also attacking Iraqi checkpoints in some parts of the country. This means that Iraq faces numerous challenges to its basic security.

Iran is trying to grab parts of Iraq and pressure the US to leave; ISIS is trying to grab another part. Stuck in the middle are ordinary Iraqis, the autonomous Kurdistan region and areas where people want a respite from decades of war and privation.

Italian police said on Monday they had arrested four men accused of sending funds to people across Europe and the Middle East who were collecting on behalf of Islamic State, in an investigation that led to a larger suspected terrorism-funding network.

The four men were suspected of wiring 30,000 euros in total from a money transfer agency in the southeastern Italian town of Andria to 42 collectors of funds for militants, in countries including Serbia, Germany, Turkey, Jordan, Thailand and Russia.

Subsequent investigations showed the same 42 collectors had received as much as 1 million euros in suspicious transfers from other sources, said Luca Cioffi, a colonel in the Italian tax police.

The payments made by the men arrested on Monday included 5,000 euros sent to two Russians, days before an attack on a church in southern Russia that killed five women, Cioffi said.

Investigators were still trying to determine the source of the funds: "The people arrested today are unemployed and have no income, so investigations are still ongoing to identify who was giving them money to send abroad", Cioffi told Reuters.

The probe, led by anti-mafia prosecutors in regional capital Bari, started in 2017 following a tip-off from Paris prosecutors over two transfers of 950 euros each from a small agency in southern Italy to a Lebanese national considered by the French to be a money collector for foreign fighters in Syria. The Taliban plan to present a written peace proposal to the Afghan government side as soon as next month, a spokesman for the Islamist insurgents said even as they make major territorial gains in the breach left by departing foreign forces.

Hundreds of Afghan security force members have fled into neighboring Tajikistan in the face of Taliban advances since the United States vacated its main Afghan base, centerpiece of US and NATO might for almost two decades in the country, as part of a plan to withdraw all foreign troops by Sept. 11.

While the transfer of Bagram Air Base to the Afghan army added momentum to a Taliban drive to seize control over new districts, Taliban leaders renewed the long stalled talks with Afghan government envoys in Qatar's capital Doha last week.

"The peace talks and process will be accelerated in the coming days … and they are expected to enter an important stage, naturally it will be about peace plans," Taliban spokesperson Zabihullah Mujahid told Reuters on Monday.

"Possibly it will take a month to reach that stage when both sides will share their written peace plan," he said, adding that the latest round of talks were at a critical juncture.

"Although we (Taliban) have the upper hand on the battlefield, we are very serious about talks and dialog."

The upsurge in fighting and the flight of thousands of members of the tattered Afghan security forces have raised grave doubt about the US-backed peace negotiations, which began last year under the then-President Donald Trump's administration.

Responding to a request for comment on the Taliban representative's remarks, a spokesperson for the US State Department said a negotiated settlement was the only way to end 40 years of war in Afghanistan.



"We urge the sides to engage in serious negotiations to determine a political roadmap for Afghanistan’s future that leads to a just and durable settlement, the official said.

"The world will not accept the imposition by force of a government in Afghanistan," the official added. "Legitimacy and assistance for any Afghan government can only be possible if that government has a basic respect for human rights."

TALIBAN ADVANCES ON THE GROUND

Western security officials said insurgent forces have captured more than 100 districts but the Taliban say they have control of more than 200 districts in 34 provinces comprising over half the Central Asian country.

On Sunday, more than 1,000 Afghan security personnel retreated across the northern border into Tajikistan after Taliban advances, the Tajik border guard service said, while dozens of others were captured by the insurgents.

Diplomats overseeing the intra-Afghan talks have repeatedly sought neighboring Pakistan's help to convince Taliban leaders to offer a written peace plan even if it took a maximalist line, such as the restoration of hardline Islamist rule reminiscent of the group's 1996-2001 period in power.

Last month the European Union's special envoy for Afghanistan, Tomas Niklasson, said time was running out and that a written proposal would be a sign of successful Pakistani leverage over the Taliban.

Najia Anwari, spokesperson for Afghanistan's Ministry for Peace Affairs, confirmed that intra-Afghan talks had resumed and said its representatives were "very happy" that Taliban envoys were rejecting the process outright.

"It is difficult to anticipate that the Taliban will provide us with their written document of a peace plan in a month but let's be positive. We hope they present (it) so as to understand what they want," said Anwari.

Last month the head of Afghanistan's official peace council called for the long halting talks on a settlement to decades of devastating violence should not be abandoned despite surging Taliban attacks - unless the insurgents themselves pulled out.

Last week US forces vacated Bagram Air Base as part of an understanding with the Taliban, against whom it has fought since ousting the radical Islamist movement from power after the Sept. 11, 2001 al Qaeda attacks on the United States.

President Hassan Rouhani apologized to Iranians on Tuesday over massive power outages during a heatwave that have drawn widespread criticism and triggered street protests.

Officials have blamed the blackouts on surging demand for power, along with low rainfall cutting hydroelectric output and illegal cryptocurrency mining farms accessing subsidized electricity.

"I apologize to our dear people who have faced problems and suffering in the past few days and I urge them to cooperate (by curbing power use). People complain about power outages and they are right," Rouhani said in remarks carried by state TV.

"The Energy Ministry is not at fault… but the minister should come and explain to the people what the problem is and we have to find a solution."

Angry residents gathered in several cities to protest against the outages, which often did not follow blackout schedules announced by the state-run electricity companies, according to Iranian news outlets and postings on social media.

Protests turned political in some areas, with people chanting "Death to the dictator" and "Death to (Supreme Leader Ayatollah Ali) Khamenei" and other slogans during blackouts, according to videos posted on social media.

US and local Guatemalan police have begun raiding the compound of the extremist ultra-Orthodox (haredi) cult, Lev Tahor, arresting at least three top officials in the cult, Globes reported on Tuesday evening.

Another reporter for Globes reported that cult-members Yoel and Shmuel Weingarten have been arrested.

US and Guatemalan forces have performed several raids on the cult's leaders and members in recent years, mainly for kidnapping and child abuse charges, arresting their leader Yaakov Weinstein last March. In 2019, four members were indicted for kidnapping two children whose mother had taken them, wanting to return the children to Lev Tahor.

The sect has been accused of forcing girls as young as 12 years old into marriages with much older men within the sect.

Founded in New York in the late 80's, Lev Tahor settled in Canada in 2003. The group's founder Slomo Helbrans was convicted for kidnapping a child he was tutoring in the early 90's in New York, but released after only two years in prison.

After being deported to Israel in 2000, Helbrans took his movement to Canada in 2003 where the cult remained for 10 years before rousing the interest of Canadian authorities, after which they collectively fled to Guatemala.

Shlomo Helbrans drowned in Mexico in 2017, leaving control of the group in the hands of his son Nachman and some associates who are believed to be even more extremist.
