Syrian media reported an explosion and fire on a ship at the port in Latakia on Tuesday, with initial reports indicating that the affected vessel had been used to transfer Iranian oil to Syria in the past.


The Syrian state news agency SANA reported that firefighters extinguished a fire that broke out in a ship that was undergoing maintenance at the port.

Smoke from the fire caused some of the workers to suffer difficulty breathing. The ship was empty, according to SANA.

TankerTrackers.com, an online service that tracks and reports shipments and storage of crude oil, identified the vessel as the WISDOM, saying that the tanker had recently relocated in the port to make room for the Iranian oil tanker SAM 121.

The WISDOM has been used to transfer Iranian oil from Iranian tankers, including the SAM 121, to Syria in the past, according to TankerTrackers.com.

If this was the WISDOM, this isn't the first time the vessel has been affected by such an incident.

In April, initial reports claimed that the ship had been targeted by a drone attack, although Iranian and Syrian media later denied the reports, saying that a fire had been caused by a welding accident, killing one worker.

In May, the vessel was hit by another fire, after what SANA claimed was a technical failure in one of the engines.

The news comes as tensions remain high between Israel and Iran after an Iranian drone strike targeted an Israeli-managed Mercer Street ship off the coast of Oman in July, killing a British citizen and a Romanian citizen. The United States, the United Kingdom and Israel have all threatened retaliation and the attack has garnered international condemnation of Iran.

Iran has denied being responsible for the attack and claimed Israel and there US are attempting to destabilize the region, but on Saturday US Central Command (CENTCOM) released evidence that the drones used in the attack were Iranian-made.

Less than a week after the attack on the Mercer Street, Iranian forces reportedly attempted to hijack the Asphalt Princess tanker off the coast of the United Arab Emirates, but fled the ship after workers sabotaged the engines, according to the British daily The Times.

On Monday, Iranian Nour News claimed that an Israeli submarine had secretly entered the Red Sea accompanied by two ships.

In recent years, Israel and Iran have reportedly targeted each other's maritime vessels on dozens of occasions.

In March, The Jerusalem Post’s sister publication Maariv reported that dozens of Iranian ships had been attacked by Israel throughout the Middle East, after The Wall Street Journal reported that a dozen Iranian oil tankers headed to Syria had been attacked by Israel.

Defense minister says Israel willing to help Lebanon, but won’t suffer crises leaking into its territory; president says those who harm Israel ‘will feel our might’

Touring the north on Tuesday, Defense Minister Benny Gantz said the country is prepared to assist Lebanon amid its spiraling financial crisis, but at the same time won’t accept further attacks on its border, after a barrage of rockets was fired at northern Israel by the Iran-backed Hezbollah terror group last week.

“The crisis in Lebanon is devastating. The State of Israel calls on the international community to aid Lebanon. We are also willing to provide assistance. However, we will not let the tragedy in Lebanon cross the border into Israel,” Gantz said on a visit to the Israel Defense Forces’ Northern Command.

Lebanon is grappling with a raft of shortages, including gasoline, and the government is discussing lifting subsidies it can no longer afford, amid what the World Bank said is one of the worst financial crises since the 1850s.

The local currency has lost more than 90 percent of its value on the black market, and Lebanese state electricity companies are providing less than five hours of electricity a day in most areas, as they struggle to come up with the foreign currency for fuel imports.

On Friday, 19 rockets were fired at the Golan Heights and Galilee Panhandle from Lebanon. The IDF said 10 projectiles were intercepted by the Iron Dome missile defense system and six landed in open areas around Mount Dov. Another three rockets failed to clear the border and landed in Lebanese territory.

It was Hezbollah’s heaviest barrage since the 2006 Second Lebanon War. The group said it came in response to recent Israeli airstrikes in Lebanon. “The Islamic Resistance shelled open areas near the Shebaa Farms with dozens of 122mm rockets,” it said in a statement carried in Arabic-language media.

“We are well aware of Hezbollah’s attempts to exploit the situation at the expense of the safety and livelihoods of Lebanese citizens — under the direct influence of Iran,” Gantz said on Tuesday.

Referring to the recent deadly drone attack on the Israel-linked Mercer Street oil tanker near Oman, widely blamed on Iran, the defense minister said that “just as we saw in the maritime attack, which claimed the lives of two foreign nationals, Iran is the greatest threat to global and regional peace. Israel will not stand by while Iran advances its nuclear program.”

“We call on the international community to take action and stop Iranian aggression. This is the time for joint action,” he said.

Gantz and Foreign Minister Yair Lapid last week named the Iranian commander they said was behind the attack on the MT Mercer Street oil tanker. Two crew members, a Briton and a Romanian, were killed.

The defense minister said Israel will respond to the Iranian aggression at the time of its choosing. After Iranian Revolutionary Guards chief Hossein Salami spoke on Saturday of an “equation of response” in regards to Israel, Gantz stated: “Those who have become accustomed to equations should understand that what has happened in the past is not necessarily what will be in the future, and they should do the math.”

At the same time, at a Naval ceremony in Haifa for the arrival of two new Sa’ar 6 corvettes, President Isaac Herzog also threatened those who attempt to harm Israeli citizens, singling out Iran.

“In recent weeks, we have witnessed Iran’s attempt to harm Israeli targets including on the maritime front. This is not just an Israeli matter. The whole world has seen the results of Iran’s aggression against innocent civilians,” Herzog said.

“Only last weekend, we again saw the activity of Iran and its affiliates on the northern border,” he said of the rocket attacks. “If anyone in Lebanon thinks they can threaten us — they are making a bitter mistake.”

Herzog said that Israel will not agree to having its citizens under fire, and threatened that “whoever tries to harm us — anywhere, in theaters near and far, directly or indirectly — will feel our power and might.”

Israel has been seeking to convene the United Nations Security Council over the deadly drone attack, but at the same has warned it could respond militarily toward Iran.

Iran, which has denied the allegations it was involved in the attack, warned Israel not to take military action.

“We state this clearly: ANY foolish act against Iran will be met with a DECISIVE response,” Iran’s foreign ministry spokesman Saeed Khatibzadeh said last week.

Explosion reported at Syria’s Latakia port on ship that may be Iranian

Initial reports say blast caused 2 light injuries and considerable damage, amid escalating maritime tensions in region

A major explosion occurred on a commercial ship docked at Syria’s Latakia port on Tuesday afternoon, according to Arabic-language media and the Syrian Observatory for Human Rights.

According to SOHR — a pro-Syrian opposition organization of uncertain funding based in the UK — the explosion “left casualties and caused considerable material damage.” Some reports said the targeted ship was Iranian.

Syrian state media reported a fire broke out on the ship that has since been brought under control and that two people were injured.

The cause of the blast was not immediately known.

The incident came amid rising tensions in the region. On July 29, armed UAVs in the Gulf of Oman struck the Mercer Street, a ship operated by an Israeli-owned company in the UK. Two sailors — from Britain and Romania — died in the attack.

Analysts have described the operation as part of a shadow war between Iran and Israel, which includes strikes on Tehran-linked sites in Syria.

On August 3, the Asphalt Princess was stopped and boarded in the Gulf of Oman.

Iran is believed to be behind both incidents, but denies responsibility.

On Friday, G7 countries blamed Tehran for the Mercer Street attack, saying that “Iran’s behavior, alongside its support to proxy forces and non-state armed actors, threatens international peace and security.”

“We call on Iran to stop all activities inconsistent with relevant UN Security Council resolutions, and call on all parties to play a constructive role in fostering regional stability and peace,” they said.

Also Friday, the US Central Command said that remnants from one of three explosives-laden drones that targeted the MT Mercer Street indicated it was produced in Iran.

Amid increased naval tensions between Israel and Iran, Iranian state media claimed on Monday that an Israeli dolphin-class submarine had entered the Red Sea last Wednesday via the Suez Canal, accompanied by two battleships.

Nour News said that sources in Iran’s Supreme Council of National Security had confirmed the submarine’s passage into the Red Sea, but believed the move was “mostly just for show.”

The sources were quoted as saying that Israel had “failed to create a consensus against Iran” following the recent attack on an Israeli-linked ship off the coast of Oman but “continues to try to create tension” in the region.

Two crew members, a Briton and a Romanian, were killed in last month’s attack on the MT Mercer Street. The ship is operated by Zodiac Maritime, a London-based company belonging to Israeli tycoon Eyal Ofer.

Iran has denied responsibility for the blast, but analysts have described the operation as part of a shadow war between Iran and Israel.

In December last year, an Israeli submarine reportedly openly crossed the Suez Canal in a show of force directed at Iran. The move was approved by Egypt, according to Kan news, which cited Arab intelligence sources.

That submarine reportedly surfaced and faced the Persian Gulf, which lies on the other side of Saudi Arabia. The intelligence sources said the move was meant to “send a message” to Iran.

A week after that report, Israel Defense Forces spokesperson Hidai Zilberman told the Saudi Arabian Elaph news outlet that Israel was tracking Iranian movements around the region, and that Israeli submarines were quietly “sailing everywhere.”

Lapid to visit Morocco Wednesday, in first trip by Israeli FM since 2003

After 20-year lull in relations, foreign minister to open mission in Rabat ahead of expected visit to Jewish state by Moroccan counterpart

Foreign Minister Yair Lapid will take off for Morocco on Wednesday for a two-day official visit, the first by Israel’s top diplomat since 2003.

Lapid will officially open up the Israeli Liaison Office in Rabat, and will meet with his Moroccan counterpart, Nasser Bourita.

He will also spend time in Casablanca with the local Jewish community.

Joining Lapid will be Welfare Minister Meir Cohen, born in Essaouira, Morocco; Foreign Ministry Director-General Alon Ushpiz; Knesset Foreign Affairs and Defense Committee chairman Ram Ben Barak; and senior Health Ministry official Inbar Zucker.

The Times of Israel will be covering the trip from Morocco.

“This historic visit is a continuation of the long-standing friendship and deep roots and traditions that the Jewish community in Morocco, and the large community of Israelis with origins in Morocco, have,” said Lapid in a statement.

“It will be a moment for political and economic activity, and we will continue to work towards agreements that will bring innovation and opportunity to our countries.”

David Levy visited Morocco as foreign minister in December 1999, as did Silvan Shalom in 2003, after Israel’s diplomatic mission had been closed with the outbreak of the Second Intifada.

Experts saw opportunities for Lapid to improve not only bilateral ties but also its regional standing.

“An emphasis on regional and multi-regional opportunities offered by improved Israel-Morocco relations could help upgrade ties into full ambassadorial-level diplomatic relations and inject new substance into the developing ties,” said Nimrod Goren, President of Mitvim – The Israeli Institute for Regional Foreign Policies.

“The normalization with Morocco has already assisted Israel recently in reclaiming an observer status in the African Union, and it could lead to enhanced Israeli impact in the Mediterranean, promote joint Israel-Morocco participation in heavily-funded EU programs, support high-level Israeli-Palestinian policy dialogue channels, and enable Israeli companies to be part of Moroccan-Emirati business cooperation.”

The first direct commercial flights between Israel and Morocco took off in July, seven months after the countries normalized diplomatic relations in a deal brokered by the United States.

While Jerusalem and Rabat in the past did not have full relations — with diplomatic offices in each other’s capitals, instead of embassies — they maintained close official ties until Morocco suspended them with the outbreak of the Second Intifada in 2000.

An Israeli diplomatic source said last month that the ties with the North African kingdom “will turn into full diplomatic relations.”

Israel and Morocco renewed their ties late last year, amid a wave of normalization agreements between Jerusalem and Arab countries.

In July, Lapid invited his Moroccan counterpart, Nasser Bourita, to visit Israel.

“After my trip to Morocco, Minister Bourita will come visit Israel to open missions here,” Lapid said at a Yesh Atid faction meeting in the Knesset.

In late June, Lapid made a historic trip to the United Arab Emirates to open the Israeli embassy in Abu Dhabi and the consulate in Dubai.

Foreign Ministry Director-General Alon Ushpiz was in Morocco in early July and delivered Lapid’s written invitation during his meeting with Bourita.

Lapid stressed in his letter that restoring ties between Israel and Morocco was a historical milestone. Israel’s top diplomat also expressed his desire to make progress in bilateral cooperation in the fields of trade, technology, culture and tourism.

Lapid said the invitation showed that the establishment of diplomatic relations and direct connections between the two countries and their citizens was “a top priority” for Israel.

“I thank His Majesty King Muhammad VI for the leadership and inspiration he gave to the process,” Lapid said. “I look forward to strengthening the political ties between Israel and Morocco and to building economic, technological, cultural and tourism cooperation between the two countries.”

The comments came after Ushpiz visited the tombs of former Moroccan kings Mohammed V and his son King Hassan II, the current monarch’s father.

“We would like to thank the kings in Morocco… for their friendship and support of the Jews of Morocco throughout history, a legacy that His Majesty King Mohammed VI is carrying on,” Ushpiz wrote in the guest book in both Hebrew and Arabic.

He added: “The tradition of tolerance and moderation that has been left to us and the next generations is an inspiration for the renewal of ties between Israel and Morocco.”

Also last month, a Moroccan air force plane touched down in Israel’s Hatzor Air Base, reportedly to take part in a multinational Israeli Air Force exercise.

The sole Israeli to serve on the team that produced the worrying new United Nations report on global warming earlier this week told The Times of Israel that “our fears are coming true more quickly than we thought.”

Prof. Daniel Rosenfeld of The Hebrew University of Jerusalem’s Institute of Earth Sciences, who was a lead author on the report’s chapter about changes in the water cycle, said that while there are no great surprises in the nearly 4,000 pages of the report’s text, “the most important thing is that we can delare without doubt that humanity is responsible for the warming of 1.09 degrees Celsius (1.9 degrees Fahrenheit) since the industrial revolution.”

The report — dealing with the physical science aspects of climate warming — included dire warnings about the state of the planet.

Earth’s average surface temperature is projected to hit 1.5 or 1.6 degrees Celsius (approximately 35 degrees Fahrenheit) above preindustrial levels around 2030 in all five of the greenhouse gas emissions scenarios — ranging from highly optimistic to reckless — considered by the report. That’s a full decade earlier than the Intergovernmental Panel on Climate Change (IPCC) predicted just three years ago.

Rather than setting out any views or recommendations, IPCC reports of this kind present the science in an impartial fashion to help governments make policy.

Stressing that all views that he expressed were as a private individual, Rosenfeld said, “The amount of global warming is proportional to the amount of carbon dioxide that we emit into the atmosphere, so the solution is reducing it – up to now the pace has been growing. We need to ensure that this is reversed.”

Commenting on the Israeli government’s policy to have 30 percent of energy produced by renewable sources — primarily solar — by 2030, with the remaining 70% coming from natural gas, Rosenfeld said, “Natural gas must be just for the rare times when solar is not enough. We must invest in infrastructure to develop enough solar. Today, if somebody wants to erect solar panels, there are problems selling to the grid.”

Prof. Yoav Yair, Dean of the School of Sustainability at the Interdisciplinary Center Herzliya, in central Israel, said, “You won’t find anything new in the report — we know that the region from Portugal to Jordan is a climate change hotspot, which is heating far faster than rest of world. We are feeling it already. And we’ll feel it more strongly in the next two to three decades.

“That Israel has done almost nothing is what should annoy people. The previous government did nothing to lower the global warming gases that Israel emits.”

Those who say that Israel is too tiny to impact global warming are wrong, he said, as there were many small countries in the world, and they all add up.

“New Hampshire can also say we are only 8 million, what’s the point. But here we are, where we are.”

Yair said it was essential for the public to understand that natural gas is also a fossil fuel. “The lie that everyone tells is that it’s better than coal. But when you burn natural gas, carbon dioxide also goes into the atmosphere, and methane itself (the main component in natural gas) is a very powerful [warming] gas if it leaks from the pipes.

“But the gas companies don’t provide that information. The government should carefully monitor and evaluate the performance and integrity of the massive natural gas infrastructure, which is known to induce leaks, based on experience in other countries.”

Methane is generated by the gas industry, landfills and livestock, and accounts for some 30% of warming since the pre-industrial era, according to the UN, Reuters reported.

It quoted IPCC report reviewer Durwood Zaelke, president of the Institute for Governance and Sustainable Development in Washington, DC, as saying, “Cutting methane is the single biggest and fastest strategy for slowing down warming.”

Yair said that with the post-industrial revolution rise in temperature of 1.09 degrees Celsius, it was unlikely the world would reach its preferred target of keeping rises to 1.5 degrees — just four-tenths of a degree more — but added: “Woe betide us if we get to rises of 2.5 or more.”

1. COVID on wry, holds the locks: Coronavirus cases are still on the rise, and while the government insists that a lockdown is not in the offing and everything is being done to avoid that move, the idea is still hanging in the air and giving off a mighty stench.

· The breaking of the 5,000 mark for new cases in a single day — a mostly meaningless but psychologically freighted milestone — has news sites running headlines early Tuesday about “a new record,” at least for this wave of the virus.

· At the same time, politicians are insistent that a lockdown is not going to happen on their watch.

· “A lockdown carries the most severe repercussions,” Health Minister Nitzan Horowitz tells Channel 13 news. “We’ve been in three and we saw the effect it had on society, the economy and health.”

· Health Ministry chief Nachman Ash tells Kan that while people are hankering for answers on what number of patients will trigger a lockdown, he cannot provide it. “We need to weigh several factors,” he says. “We’re doing everything to avoid a lockdown.”

· A day after saying Israelis should learn to live with the virus like they do with the flu, Finance Minister Avigdor Liberman tells Army Radio that “it’s better to invest money in stopping a lockdown rather than getting to one, which will cause damage to businesses and the whole economy. We can’t do a lockdown every time. People are already learning from experience, there’s less panic and more understanding about heeding basic rules.”

· As for those who will get sick, at least they’ll have nice digs from which to waste away on their ventilators: “We’ve set up NIS 800 million to bolster the health system. It’s important to up hospitals’ absorption capabilities, so they can take in thousands of patients.”

· Kan reports that some seriously ill won’t even have to go to the hospital, but will be able to suffer from the comfort of their own homes, as a cost-cutting measure. The station reports that the health maintenance organizations are preparing 1,000 beds for “home hospitalization” which will cost only NIS 55 million, versus an extravagant NIS 70 million to actually hospitalize those who are very ill.

· Channel 12 news reports that rather than a lockdown, officials are mulling more restrictions on gatherings. Shockingly, some professionals who are not beholden to the whims of the electorate think that avoiding a lockdown and pumping money into beds and Green Pass enforcement instead might not be the best idea.

· “Aside from the masks, there’s nothing right now that will bring down morbidity,” Walla quotes public health honcho Dr. Sharon Alroy-Preis saying. “The Green Pass won’t do it.”

· Dr. Avishai Ellis, the head of an organization of internal hospital ward heads, tells Army Radio that “the health minister is way cut off from what’s happening, he’s not meeting with internal ward medical staff. He’s not visiting wards and not answering any letters we send him. There’s a problem here with his priorities and his understanding of what’s happening on the ground, not seeing the real battlefield.”

· Israel Hayom, which has made a cottage industry of criticizing the government on its coronavirus policy, runs a top headline calling the new restrictions “too little and too late.”

2. Extra homework: Israel Hayom also peers into the future to report on the plan for opening schools, which is slated to be heavily based on testing kids for antibodies and testing them all the time to make sure they are not carrying the virus, under the headline “Failure blackboard.”

· “The Education Ministry indeed published a plan for testing in schools, but a close look finds that it will be very difficult to implement it on the ground,” the paper predicts.

· Moshe Bar Siman-Tov, the former Health Ministry chief who is now safely out of the public eye, is similarly pessimistic about the opening of the school year, telling Haaretz that school will shut down within a few weeks, unless there is a miracle. “We expect things to be fine, but at the moment we are not really prepared. It is likely that the virus will continue to spread. Instead of seeing how to prevent contact between the sick and the healthy, people say: ‘Let’s shorten quarantine times.’ But this will lead to the opposite phenomenon, more students in isolation, because we are negotiating with a virus that is not considerate, nor can it be deterred.”

· Channel 12, however, reports on a serological survey of 1,000 kids ages 3 to 12 that finds one in five has antibodies from the virus despite not having ever been confirmed as infected. According to the channel the results are great news for parents hoping to ship their rugrats off to school since it means that they are eligible for the Green Pass and can avoid having to isolate if exposed to the virus.

· “The results show that there is indeed great importance in the campaign of serological checks for kids to allow the school system to open as needed.”

· Ynet, reporting on the same survey, writes that the ultra-Orthodox town of Elad, where school has started, found a whopping 24 percent of those tested had antibodies. But the outlet also says that not many people showed up to get testing, both because of delayed planning on where to do the testing, and because of a mistaken fear that the tests would show who currently has the virus and turn the high infection city even redder on Israel’s traffic light system.

3. Getting hot in here: If the coronavirus doesn’t get us, the planet will, at least according to a UN report on the dire coming consequences of climate change, which Israel’s media pays much attention to.

· The consensus among pundits appears to be that Israel needs to act and act fast.

· “Israel needs courageous and binding national policies through inter-ministerial cooperation and by bolstering necessary resources. Declaring a climate emergency, as many other countries have done, could be a positive first step,” writes expert Shira Lev Ami for Channel 12’s website.

· “By 2040, temperatures will rise by a degree and a half,” Prof. Noga Kronfeld-Schor, the Environmental Protection Ministries top scientist, tells Army Radio. “When that happens, the pace of the severe (weather) will become much quicker. We need to invest a lot of money and act quickly.”

· Haaretz’s Zafrir Rinat notes that the report singled out the Mediterranean as an area prone to droughts, floods and heat waves, and encourages Israel to take some Malthusian-inspired steps.

· “Addressing these consequences will require more than planting trees and preparing for floods. It requires a policy to slow population growth by educating and employing women and eliminating economic incentives for large families. A plan to reduce land use is also urgently needed,” he writes. “And of course, there’s a burning, existential need to achieve regional stability through peace agreements. Only regional cooperation will enable us to share water resources, produce enough food for everyone and utilize the large expanses of land in neighboring countries to produce solar energy that we and our neighbors can use.”

· ToI’s Raoul Wootliff writes that the Foreign Ministry has the same thing in mind: “The ministry said it would advance ‘climate diplomacy,’ which includes attending international events on climate issues and promoting Israeli technologies that offer solutions,” he reports.

· But Kan’s Moav Vardi and Yifat Glick counter that “despite attempts by government officials to portray Israel as the climate crisis ender, the reality is far from that.”

· “When the rest of the developed world presented goals for reducing emissions by the end of 2020, two countries did not do it in time — Israel and Turkey,” they write. “And when Israel did present its goals, they only came to about half of what EU countries are doing — 27% reduction as opposed to 55% by 2030.”

‘We may lose US’ if liberal Jews continue backing BDS, BLM — Diaspora minister

NEW YORK — Diaspora Affairs Minister Nachman Shai warned last week that if liberal American Jews continue supporting the Boycott, Divestment and Sanctions and Black Lives Matter movements, Jerusalem may lose the support of the United States altogether.

Making a guest appearance on the American Jewish Committee’s People of the Pod podcast, Shai said he recently briefed fellow members of the Israeli government on the status of American Jewry, telling them that “if we see more of the radical left and progressive liberal Jews continuing to support BDS and Black Lives Matter, and similar to the Palestinians… relat[ing] to Israel as a genocide state or an apartheid state, we may lose America.”

Israel has long identified the BDS movement as a significant threat against which millions of dollars have been invested, but the lumping of the boycott movement together with the Black Lives Matter movement is less common.

Some major Jewish organizations in the US have expressed opposition to statements and positions made by some BLM activists. However, the movement has won the support of many US Jews, and the Anti-Defamation League has spoken out against portraying its supporters as “violent extremists.”

Over 600 Jewish organizations, representing the majority of American Jews, signed a letter in support of the Black Lives Matter movement that was published in a full-page New York Times ad in August 2020.

Shai said “there were ideas to rely on other groups in America today” for support, instead of American Jewry, but that he rejects such proposals. He appeared to be referring to recent remarks made by former Israeli ambassador to the US Ron Dermer who suggested that Israel should prioritize the “passionate and unequivocal” support of evangelical Christians over that of American Jews, who he said are “disproportionately among our critics.”

“I have to make sure that hundreds of thousands of you will stay with us,” said Shai. “They may be very critical of what’s going on in Israel. I also have a lot of criticism… it doesn’t matter.”

“Basically, we should have the same values, we should believe in the same things, we should get together and help each other… for [a] common future,” Shai said.

The Labor party minister expressed hope that two years from now he will no longer hear voices from the “Democratic Party sidelines of refusing to send arms to Israel or to support Israel internationally.”

During the recent Gaza conflict, several progressive lawmakers unsuccessfully sought to block the Biden administration’s $735 million sale of precision-guided missiles to Israel, as pressure mounted in the Democratic Party for an immediate ceasefire between Israel and the Hamas terror organization.

Shai said he relies on American Jews to influence the “the internal American public discourse” to Israel’s benefit. “We need you for this — not only for your donations and other ways of supporting Israel, which is appreciated very much.”

Asked how he defines success for his position, the Diaspora affairs minister said it would it would be “maintain[ing] bipartisan support for Israel.”

“That any future president, whoever he or she is going to be, will share Israel’s values and interests,” he said. “It doesn’t [come] without [a] huge investment in this arena.”

The interview came amid growing gaps between a conservative-leaning electorate in Israel and American Jewry, one of the country’s most liberal minorities.

A July survey of US Jewish voters taken after the Israel-Gaza conflict in May found that a sizable minority believe some of the harshest criticisms of Israel, including that it is committing genocide and apartheid.

Among respondents to the survey commissioned by the Jewish Electorate Institute, a group led by prominent Jewish Democrats, 34 percent agreed that “Israel’s treatment of Palestinians is similar to racism in the United States,” 25% agreed that “Israel is an apartheid state” and 22% agreed that “Israel is committing genocide against the Palestinians.”

Among younger voters included in the survey, agreement with those statements was higher, though still in the minority. The poll found that 9% of voters agreed with the statement “Israel doesn’t have a right to exist.” But among voters under 40, that proportion was 20%. A third of younger voters agreed that Israel is committing genocide, a position that even human rights lawyers who are critical of Israel say is extreme; more than a third said they believe Israel is an apartheid state.

KABUL (AFP) — The Taliban seized another Afghan provincial capital on Tuesday — the seventh in less than a week — as tens of thousands of people fled their homes in the north for the relative safety of Kabul and other centers.

A provincial lawmaker told AFP that the insurgents had taken the city of Farah, capital of the same-named province in western Afghanistan, while a Taliban spokesman posted pictures of fighters walking casually past the gates of the police headquarters and governor’s office.

Shahla Abubar, a member of Farah’s provincial council, said local security forces retreated towards an army base outside the city.

Five of the other provincial capitals to have fallen since Friday are in the country’s north, with the insurgents setting their sights on Mazar-i-Sharif, the region’s biggest city.

Its fall would signal the total collapse of government control in the traditionally anti-Taliban north.

Government forces are also battling the hardline Islamists in Kandahar and Helmand, the southern Pashto-speaking provinces from where the Taliban draw their strength.

The United States — due to complete a troop withdrawal at the end of the month and end its longest war — has all but left the battlefield.

However, Washington’s special envoy Zalmay Khalilzad is now in Qatar to try and convince the Taliban to accept a ceasefire.

Envoys from Qatar, Britain, China, Pakistan, Uzbekistan, the United Nations and European Union were also due to discuss the situation in Afghanistan, a source told AFP.

But even with a new round of talks in the works, Pentagon spokesman John Kirby said it was down to the Afghan government and its forces to turn the tide, and there was “not much” the US could do to help.

Brutal treatment

The Taliban have appeared largely indifferent to peace overtures, and seem intent on a military victory to crown a return to power, after their ouster 20 years ago in the wake of the September 11 attacks.

As fighting raged, thousands of people were on the move inside the country, with families fleeing newly-captured Taliban cities with tales of brutal treatment at the hands of the insurgents.

“The Taliban are beating and looting,” said Rahima, now camped out with hundreds of families at a park in the capital, Kabul, after fleeing Sheberghan province.

“If there is a young girl or a widow in a family, they forcibly take them. We fled to protect our honor.”

“We are so exhausted,” added Farid, an evacuee from Kunduz who did not want to be further identified.

The UN’s International Organization for Migration said on Tuesday that more than 359,000 people have been displaced by fighting this year alone.

“We urge all parties to the conflict and neighboring countries to do everything they can to ensure that border crossing-points remain open, and humanitarian workers are able to access vulnerable populations in the border areas,” the agency said in a statement.

In the northern city of Kunduz that was captured by the Taliban over the weekend, residents said shops had begun to reopen in the center as the insurgents focused their attention on government forces who had retreated to the airport.

“People are opening their shops and businesses, but you can still see fear in their eyes,” said shopkeeper Habibullah.

Another resident, living close to the airport, reported days of heavy fighting.

“The Taliban are hiding in people’s houses in the area and government forces are bombing them,” said Haseeb, who only gave his first name.

‘Atrocious situation’

The Taliban earned notoriety during their first stint in power from 1996-2001 for introducing a harsh interpretation of Islamic rule that barred girls from education and women from work.

Crimes were punished by public floggings or executions, while a host of activities — from playing music to non-religious TV — were also banned.

Following the capture of Aibak on Monday, the insurgents have now overrun five provincial capitals in the north. They have also taken Zaranj, the capital of Nimroz province, in the southwest.

On Tuesday, the Taliban reiterated they were closing in on Mazar-i-Sharif — a linchpin for the government’s control of the north — after capturing Sheberghan to its west, and Kunduz and Taloqan to its east.

But Fawad Aman, spokesman for the ministry of defense, said Afghan forces had the upper hand there.

The Indian consulate in Mazar, however, called on its nationals to board a “special flight” scheduled for later in the day.

From Geneva, the UN warned the war was unleashing another humanitarian crisis.

“Unless all parties return to the negotiating table and reach a peaceful settlement, the already atrocious situation for so many Afghans will become much worse,” said UN High Commissioner for Human Rights Michelle Bachelet.

US vows Taliban will become global pariah if it takes Afghanistan by force

After group captures 7 of 34 provincial capitals, US envoy Zalmay Khalilzad tells insurgents a military takeover of Kabul would guarantee international isolation

KABUL, Afghanistan (AP) — A United States peace envoy brought a warning to the Taliban on Tuesday that any government that comes to power through force in Afghanistan won’t be recognized internationally, after a series of cities fell to the insurgent group in stunningly quick succession.

Zalmay Khalilzad, the US envoy, traveled to Doha, Qatar, where the Taliban maintain a political office, to tell the group that there was no point in pursuing victory on the battlefield because a military takeover of the capital of Kabul would guarantee they will be global pariahs. He and others hope to persuade Taliban leaders to return to peace talks with the Afghan government as American and NATO forces finish their pullout from the country.

The insurgents have captured seven out of 34 provincial capitals in the country in less than a week. They are now battling the Western-backed government for control of several others, including Lashkar Gah in Helmand, and Kandahar in a province of the same name.

After a 20-year Western military mission and billions of dollars spent training and shoring up Afghan forces, many are at odds to explain why the regular forces have collapsed, fleeing the battle sometimes by the hundreds. The fighting has fallen largely to small groups of elite forces and the Afghan air force.

The success of the Taliban blitz has added urgency to the need to restart the long-stalled talks that could end the fighting and move Afghanistan toward an inclusive interim administration.

The new pressure from Khalilzad follows condemnations from the international community and a similar warning from the United Nations that a Taliban government that takes power by force would not be recognized. The insurgents have so far refused to return to the negotiating table.

Khalilzad’s mission in Qatar is to “help formulate a joint international response to the rapidly deteriorating situation in Afghanistan,” according to the US State Department.

He plans to “press the Taliban to stop their military offensive and to negotiate a political settlement, which is the only path to stability and development in Afghanistan,” the US State Department said.

Meanwhile, the Taliban military chief released an audio message to his fighters on Tuesday, ordering them not to harm Afghan forces and government officials in territories they conquer. The recording was shared on Twitter by the Taliban spokesman in Doha, Mohammad Naim.

In the nearly five-minute audio, Mohammad Yaqoob, the son of late Taliban leader Mullah Mohammad Omar, also told the insurgents to stay out of abandoned homes of government and security officials who have fled, leave marketplaces open and protect places of business, including banks.

It was not immediately clear if Taliban fighters on the ground would heed Yaqoob’s instructions. Some civilians who have fled Taliban advances have said that the insurgents imposed repressive restrictions on women and burned down schools. The office of the UN human rights chief said it has received reports of summary executions and military use and destruction of homes, schools and clinics in captured areas.

There have also been reports of revenge killings. The insurgents have claimed responsibility for killing a comedian in southern Kandahar, assassinating the government’s media chief in Kabul and a bombing that targeted acting Defense Minister Bismillah Khan Mohammadi, killing eight and wounding more. The minister was not harmed in the attack.

The intensifying war has driven thousands of people to Kabul, and many are living in parks without adequate access to water and other necessities in the summer heat. The fighting has also increased the number of civilian casualties.

The UN human rights chief, Michelle Bachelet, said on Tuesday that her office had counted at least 183 deaths and hundreds of injuries among civilians in a handful of cities in recent weeks — but cautioned that “the real figures will be much higher.”

The International Committee of the Red Cross (ICRC) said that its staff has treated more than 4,000 Afghans this month in their 15 facilities across the country, including in Helmand and Kandahar, where Afghan and US airstrikes are trying to rein in the Taliban onslaught.

“We are seeing homes destroyed, medical staff and patients put at tremendous risk, and hospitals, electricity and water infrastructure damaged,” Eloi Fillion, ICRC’s head of delegation in Afghanistan, said in a statement.

“The use of explosive weaponry in cities is having an indiscriminate impact on the population,” Fillion added. “Many families have no option but to flee in search of a safer place. This must stop.”

The surge in Taliban attacks began in April, when the US and NATO announced they would end their military presence and bring the last of their troops home. The final date of the withdrawal is August 31, but the US Central Command has said the pullout is already 95% complete.

On Monday, the US emphasized that the Biden administration now sees the fight as one for Afghan political and military leaders to win or lose — and showed no sign of stepping up airstrikes despite the accelerating Taliban gains.

“When we look back, it’s going to come down to leadership and what leadership was demonstrated, or not” by Afghans, Pentagon spokesman John Kirby said at a Pentagon news conference. “It’s their country to defend now. It’s their struggle.”

Khalilzad, the architect of the peace deal the Trump administration brokered with the Taliban, was expected to hold talks with key regional players, as well as unspecified multilateral organizations to see how to restart talks and halt the Taliban onslaught.

The US envoy will also likely seek a commitment from Afghanistan’s neighbors and other counties in the wider region not to recognize a Taliban government that comes to power by force. When the Taliban last ruled Afghanistan, three countries recognized their rule: Pakistan, Saudi Arabia and the United Arab Emirates.

Senior Afghan officials have also traveled to Doha, including Abdullah Abdullah, who heads the government’s reconciliation council. Pakistan’s national security adviser, Moeed Yusuf, on Monday called for “reinvigorated” efforts to get all sides in the conflict back to talks, describing a protracted war in Afghanistan as a “nightmare scenario” for Pakistan.

Yusuf, speaking to foreign journalists in Islamabad, refused to definitively say whether Pakistan, which holds considerable sway over the Taliban, would recognize a Taliban government installed by force, saying instead that Pakistan wants to see an “inclusive” government in Kabul.
