The government is slated to approve new building in Palestinian areas of the West Bank as well as in Jewish settlements.
Defense Minister Benny Gantz has approved the construction of 1,000 Palestinian homes in the Israeli-controlled Area C, mostly in the Jenin and Bethlehem areas, a defense official confirmed to The Times of Israel Wednesday
Meanwhile, the ministry’s Civil Administration will also okay some 2,000 new homes in West Bank settlements, for the first time since both Prime Minister Naftali Bennett and US President Joe Biden took office.
Area C makes up some 60 percent of the West Bank and is fully under Israeli security and administrative control. Israel rarely approves Palestinian construction in Area C, with the overwhelming majority of requests being denied. This has resulted in rampant illegal building, which is in turn often demolished by Israel.
Between 2016 and 2018, just 21 of the 1,485 Palestinian applications for construction permits in Area C were approved by the Defense Ministry, or 0.81 percent.
In 2019, the security cabinet approved — in principle — a record 700 building permits for Palestinians in what was widely seen as an attempt both to prevent the High Court of Justice from blocking further demolitions of Palestinian property on the grounds that it is impossible for Palestinians to build legally and to stave off international criticism against Israel for failing to allow Palestinian construction.

However, an investigation by The Times of Israel last year found that very few of those buildings permits had actually been issued.
Most of the international community considers settlement construction a violation of international law.

Meanwhile, a lawyer said Wednesday that a Jerusalem court had ruled that dozens of home demolitions in a flashpoint Palestinian neighborhood should be frozen for six months.
Israel had ordered the demolition of around 100 homes in Silwan, a Palestinian neighborhood on the edge of the Old City in East Jerusalem, claiming they were built illegally on public land.
Monday’s court order froze most of those demolition orders until February 2022, while also allowing 16 homes to be razed immediately.
“I have reached the conclusion that it is appropriate to grant a specific extension,” wrote Judge Sigal Albo of the Jerusalem Court for Local Affairs in the decision.
Lawyer Ziad Kawar, representing residents in the Al-Bustan area of Silwan, told AFP the ruling was “progress” but “not a victory.” He said he would appeal to foreign diplomats to put pressure on Israel over home demolitions.

Health authorities in Guinea are monitoring 155 people who may have been in contact with a confirmed case of Marburg virus disease, a highly infectious hemorrhagic fever similar to Ebola, a World Health Organization official said on Tuesday.
The Marburg case, which the WHO said was the first in West Africa, was confirmed in Gueckedou in southeastern Guinea. The region was the origin of the 2014–2016 West Africa Ebola outbreak, the deadliest in history, and saw a brief resurgence of Ebola this year.
Georges Ki-Zerbo, the WHO country head in Guinea, said Marburg had been circulating in animals, particularly bats, in southern Guinea and neighboring Sierra Leone and Liberia.
Pathogens have tended to cross from animals to humans in the region because of their close interaction, notably in the hunting and eating of "bushmeat" from the wild.
"There is no known secondary case … The contacts have been traced, and 155 people are under observation for three weeks," Ki-Zerbo said in an interview.
"It is active surveillance. The contacts are kept at home, isolated from other members of the family. They are visited every day to check on potential symptoms."
Marburg and Ebola are closely related and transmission between humans is usually through contact with blood or other bodily fluids.
Guinea was declared free of Ebola two months ago, following an outbreak that killed 12 people.
Marburg fatality rates in past outbreaks have varied from 24% to 88% of those infected.
But Ki-Zerbo said Guinea was better prepared to handle an outbreak than it had been when Ebola struck in 2014. The discovery of the Marburg case also indicated improved ability to detect such infections.
"Guinea has built a robust health security system since the last Ebola outbreak in 2014 to 2016," he said, pointing to the use of rapid response teams, disease detectives, epidemiologists and social anthropologists, and better coordination with neighboring countries.
"Globally, the approach to combating Marburg would not be different from Ebola," he said. "The only difference is that there is no vaccine or drug specifically directed to the virus. Only supportive care is available."

THE DISASTER OF THE IRAQI INVASION OF KUWAIT

Last week marked the 31st anniversary of Saddam Hussein’s invasion of Kuwait, which led to a devastating disaster in Iraq and changed the country forever. The invasion of Kuwait ruptured the social fabric of Iraqi society. Its effects are still in play to this very day. Since the invasion took place in August 1990, the UN Security Council has issued over 70 resolutions pertaining to Iraq, beginning with Resolution 660 that was issued the very same day of the invasion and demanded Iraq’s immediate and unconditional withdrawal from Kuwait. Resolution 678, which passed on November 28 of that year, consisted of similar demands. It was followed by several additional resolutions, culminating with the passing of Resolution 687, adopted in April 1991, which led to a formal ceasefire. This latter resolution was considered the longest resolution in the history of the UN, both in terms of its paragraphs and its legal scope. When we examine and reflect deeply on the invasion, we can’t help but feel shocked and terrified
at the horrific crime committed by the tyrant Saddam; not against the State of Kuwait and its people, but also – and perhaps primarily – against the people of Iraq. So why and how did the tyrant Saddam commit this crime? Did he consult or take advice from his advisers? Are there reasonable justifications on which he relied? Did he understand the consequences of his reckless decision to invade Kuwait? According to several historical recollections, Saddam kept the decision to invade Kuwait a secret even within his regime. Except for a few very close advisers, no one else knew about his plan. And while his first mistake was to order the invasion, his second and more troubling mistake was to recklessly reject any Arab and international attempt that was made to reach a ceasefire. It was only after Iraqi forces were forced to kneel down and surrender that Saddam agreed to send his representative, defense minister Sultan Hashim, to Safwan, to sign a memorandum of surrender. The Kuwait invasion is a story about an adventurous war waged by a tyrant who didn’t take into account any of the consequences of his actions. Just like other tyrants in his history, Saddam promoted foolish slogans that weren’t grounded in real-world facts. And while Saddam Hussein is long gone, Iraq is still paying the price of his short-sighted and imprudent decision to invade Kuwait three decades ago.

THE INT’L COMMUNITY AND ITS BLINDNESS TO THOSE WHO DESTROY LEBANON

The international community, in its dealings with Lebanon, resembles a judge to whom a woman rushes to seek help from her abusive husband. After the man harmed his wife and shattered their home, the judge looks the woman in the eye and explains at length the importance of the marriage institution and the role that the husband and father play in the family. Lebanon’s political leaders are just like this abusive husband. Instead of understanding that the problem is with Lebanon’s ruling elites, the international community turns a blind eye to the country’s abusive political system and focuses, instead, on explaining why democracy is crucial for Lebanon’s future. A close read of the speeches delivered at the International Conference on Lebanon, cohosted by France and the UN, serves as a case in point. The remarks delivered by French President Emmanuel Macron on the occasion of the first anniversary of the Beirut Port explosion revolved around so many different issues that they missed the most important mark. The truth about the Beirut Port explosion is that the investigation isn’t going anywhere because those in charge of conducting it are the same ones involved in the crime that led to the disaster. This issue isn’t limited to political immunity and corruption but extends well beyond it to the intimidation of witnesses. Investigations have shown that there are many in the port of Beirut who know important facts, but they won’t name names for fear of their own lives. Some of those who have been arrested in the aftermath of the disaster indicated that they have “groundbreaking” evidence, but they would rather spend years in prison than divulge any information that will send them to the grave. This means that the chasm between what everyone knows has happened and what officials are actually saying won’t be bridged until those involved in the crime step down from their positions of power. What is happening in Lebanon is one big tragedy that the international media refuses to recount. And as long as the balance of power remains the way it is today, nothing is likely to change in the foreseeable future. Those who are liable for Lebanon’s current state of affairs will continue to rule this country with impunity.

There is a known saying by the theologian Matthew Henry according to which “women were created from the rib of man to be beside him, not from his head to top him, nor from his feet to be trampled by him, but from under his arm to be protected by him, near to his heart to be loved by him.” This phrase, which is also often attributed to the great Indian poet Rabindranath Tagore, reveals intense romance. But it also calls to attention the fact that men hold no superiority over women. Each person can be the master of their own fate, regardless of the gender to which they were born. The problem is that our society often treats women as something that was created from men: something inferior, weaker and dependent on men. This idea remained subconscious even in the most advanced societies. I still recall how, when I first arrived in Belgium as an immigrant over a decade ago, I witnessed the traumatic story of a Belgian woman of Arab origin whose parents refused to let her attend university. Despite excelling in her studies and having the fierce support of her mother, she wasn’t allowed to leave home due to the whims of her father, who opposed the idea of education for women. His decision is the one that ultimately prevailed and the young woman was sent to study at a religious institution in the father’s home country – in the hope that she would meet her groom there. The mother used whatever little power she had to convince the father that their daughter should remain in Belgium without completing her education, claiming that there are “suitable grooms” in their local community. After the woman turned down a local match, her father forced her to marry a local illiterate man who didn’t have legal residency status in Belgium and wanted to obtain it through marriage. In doing so, the father guaranteed himself the ability to maintain authority and control over his daughter’s life. While this story is upsetting, it is far from the only one. Stories like this one have plagued our societies – and have become far too common. These are obvious manifestations of violence against women and we must do everything in our power to fight them and eradicate them from among us. Women constitute roughly half of the Arab world. We cannot subjugate half of our society!

As I was sitting in a local coffee shop and sipping on my drink last week, a huge smile suddenly covered my face.
I noticed that, at the very bottom of my cup, a little disclaimer read: “Made in the United Arab Emirates.” Despite not being a citizen or resident of the UAE, I was extremely pleased. The fact that the cup of coffee out of which I was drinking was manufactured in the UAE symbolized how close the trade relations between the Gulf states have become and how we’re slowly moving towards a positive future in regional relations between us. Gulf states are distinguished from many other countries in the world in that they possess the most important raw material on which global industries operate: oil. Almost all light and heavy industries require oil to operate. The industrialized countries of the West have used oil in the manufacture of virtually every single product, ranging from planes, trains and cars, to manufactured materials such as fabrics and textiles.
Therefore, it is in the Gulf states’ best interest to start manufacturing goods locally and reduce their reliance on imported products. Growing the commercial and trade relations within the region is of paramount importance to all Gulf states.
The sisterly North African countries – Morocco, Algeria, Tunisia, and Libya – already signed a free trade agreement among themselves. Their partnership focuses primarily on goods whose production is limited in their region. There is no reason for Gulf states not to do the same.
We have everything we need to make such an agreement happen, especially given our local experience and expertise, our cutting-edge universities and research institutions, and our natural treasures. Partnering with each other and facilitating free and fair trade within our region is the best way to advance the prosperity not only of the Gulf, but also of each country individually.

The Palestinian Authority welcomes the decision of the Biden administration to dispatch CIA director William Burns to Israel and the West Bank, a Palestinian official in Ramallah told The Jerusalem Post.
“The visit shows that the Biden administration is serious about restoring Washington’s relations with the Palestinians and strengthening the Palestinian leadership under President Mahmoud Abbas,” the official said.
“The Biden administration’s policy toward the Palestinians is very good,” the official added, noting that Burns was expected to meet in Ramallah with Abbas and Majed Faraj, head of the PA General Intelligence Service.
Faraj and senior Palestinian official Hussein al-Sheikh, head of the General Authority of Civil Affairs, are seen by many Palestinians as the de facto rulers of the PA. The two are said to have huge influence on the 85-year-old Abbas.
The official told the Post that the Palestinians are “very satisfied” with the Biden administration’s policy of “strengthening” the PA.
“The Palestinian Authority is facing a sharp financial crisis and we need urgent aid,” he said. “Failure to support the Palestinian Authority means that Hamas will come to power in the West Bank.”
An unconfirmed report in the Arab media outlet Arabi 21 claimed that the PA, Israel and the Biden administration recently reached a “secret agreement” that allows the US to increase its intervention in the internal affairs of the Palestinians.
The report quoted unnamed sources as saying that the agreement, reached after the visit of US Deputy Assistant Secretary of State for Palestinian and Israeli Affairs Hadi Amr to the region, allows the Biden administration to “impose strict control over Palestinian media and educational curricula and reactivate the tripartite American-Israeli-Palestinian anti-incitement committee.”
The alleged agreement, the sources said, calls for the formation of an American-Israeli committee that would work on all corruption files in the PA in order to restore and improve its image among the Palestinians.
Among the matters imposed by the Israeli-American committee on the PA, the sources added, is “the auditing of the documents and accounts of the Palestinian Ministry of Finance in Ramallah by American and international accounting and auditing companies.”
As part of the US effort to bolster the standing of the PA among Palestinians, the Biden administration has asked the Palestinian leadership to conduct an effective and transparent investigation into the killing of anti-corruption activist Nizar Banat and to complete the matter within three months.
Banat, a prominent critic of the PA, was beaten to death by PA security officers who raided his home in Hebron on June 24. The PA said that 14 officers have been detained, but no one has been indicted so far.
Some Palestinian factions on Monday expressed concern over the Biden administration’s plan to strengthen the PA.
The Palestinian Islamic Jihad organization warned of the “dangerous consequences” of the proffered relations between the PA and the Israelis and Americans. The Gaza-based terrorist group also warned the PA against resuming the peace negotiations with Israel and called on Palestinians to “confront all schemes that aim to undermine our rights and our principles, and to pay attention to all attempts to circumvent the revolution of our people who are rising up in the face of the occupation.”
The PLO’s Democratic Front for the Liberation of Palestine (DFLP) denounced continuing security coordination between the PA and Israel and the US.
“The matter is very dangerous and requires the Palestinian Authority to assume its political, legal and moral responsibilities towards its people,” the DFLP said in a statement.

Energy Minister Karin Elharrar (Yesh Atid) spoke to her Egyptian counterpart, Tariq El Molla, on Monday to discuss future plans for Israeli gas to be liquefied at Egyptian natural-gas liquefaction plants for re-exportation, they said in a joint statement.
During their phone conversation, they discussed ongoing cooperation in the field of natural gas and future plans to strengthen it within the framework of the East Mediterranean Gas Form (EMGF).
The EMGF is an intergovernmental organization concerned with natural-gas affairs. It serves to reinforce cooperation among its member states and to create a regional gas market that will optimize resource development and improve trade ties with competitive prices.
One future initiative between Israel and Egypt would see Israel’s natural gas be liquefied in Egyptian factories and then re-exported for use.
Israel has been exporting natural gas to Egypt since January 2020 in what was seen as a historic step in the working relationship between the two countries.

Israel is part of the Cairo-based EMGF, along with Cyprus, Greece, Italy, Jordan and the Palestinian Authority.
Elharrar said Egypt is an important partner for Israel in all fields, MENAFN reported.
“As a resident of the Middle East, I prefer Egypt to use gas rather than coal,” Army Radio quoted her as saying. “Israel wins twice – in economic gain and in the fact that there will be less pollution in the region.”
Egypt has relied on coal, considered to be the worst of the fossil fuels, as one of its major energy sources for years. However, Cairo has moved away from it recently, and its plan to build a coal-fired plant, which would have been the second-largest of its kind in the world, was indefinitely postponed in April 2020.

When burned efficiently, natural gas can generate both heat and electricity while emitting less waste and toxins than other fossil and biomass fuels. However, when not done efficiently, it generates a carbon footprint similar to other fossil fuels and is one of the major causes of climate change today, according to a US Energy Information Administration report.
“Many changes due to past and future greenhouse gas emissions are irreversible for centuries to millennia, especially changes in the ocean, ice sheets, and global sea level,” a newly released report from the Intergovernmental Panel on Climate Change said.
