Terrorists in the Gaza Strip sparked at least nine fires in southern Israel throughout Monday with balloon-borne incendiary devices flown over the border as tensions in the region heated up, Fire and Rescue Services investigators said.
Firefighters from Fire and Rescue Services, the Israel Defense Forces, the Jewish National Fund and local communities have been battling brushfires throughout the day in the Eshkol and Sdot Negev regions of southern Israel.
Fire and Rescue Services investigators said they determined that at least nine fires in Eshkol were sparked by these balloon-based attacks. Another fire in Sdot Negev was also likely the result of arson, but this was still being checked, the investigators said.
The attacks drew harsh criticism from local government officials, who called on the government to take action.
“The audacity of the terror groups to renew the terrorism of balloons and to burn our fields must be rooted out today. There appeared to be a breakthrough in the stalled indirect negotiations between Israel and Hamas last week, when Qatar and the United Nations announced that they had created a new mechanism for moving aid into the Gaza Strip that Defense Minister Benny Gantz said would prevent the money from reaching Hamas.

On Monday, however, Palestinian terror groups announced plans to continue holding demonstrations along the border, including one on Wednesday.
According to schedules published by Hamas-aligned media, buses will transport demonstrators from across southern Gaza to participate in the rally. The event has dubbed by its organizers “The Sword of Jerusalem Shall Not be Sheathed,” a reference to Hamas’s name for the May battle between Gaza and Israel.
On Saturday, Hamas organized a similar large demonstration on the Gaza border that turned particularly violent at one point, with hundreds of rioters storming the security fence. A Palestinian man with a pistol opened fire at an Israeli Border Police sniper, Barel Hadaria Shmueli, who was stationed on the border, shooting him in the head and critically wounding him.
Forty-one Palestinians were also injured during Saturday’s clashes, two of them critically, by Israeli gunfire and riot dispersal weapons, according to Hamas’s Gaza health ministry.

In response to the shooting attack on the border guard, the Israel Defense Forces conducted limited airstrikes on Hamas weapons storage sites in what was widely seen as an effort to retaliate to the attack on the soldier without risking a larger conflict with the terror group.
During the strikes, Palestinians fired heavy machine-gun fire at Israeli aircraft over the coastal enclave. A number of homes and vehicles in Sderot were hit by the gunfire and suffered damage.

Hamas spokesperson Fawzi Barhum mocked Israel, saying that it had “underestimated the situation.”
“As usual, the Zionist occupation, by bombing resistance sites, is seeking to cover up its own failure and dismay at the steadfastness and persistence of our people and their valiant resistance,” said Barhoum.

Under the new arrangement announced on Thursday, Qatar and the UN will channel $100 benefits for 100,000 impoverished Gazan families — $10 million in total — each month through the UN and the UN World Food Program, Qatari envoy to Gaza Mohammad al-Emadi said in a statement.
Israel has fought four large campaigns against terror groups in the Strip since Hamas took control of the area in 2007, along with dozens of smaller exchanges of fire.

The Israel Defense Forces carried out airstrikes in the Gaza Strip late Monday night in response to the launching of arson balloons from the coastal enclave that set off at least nine fires in Israeli border communities earlier in the day, the army said.
The army said it hit a Hamas weapons factory in the southern town of Khan Younis, the entrance to a terror tunnel in Jabaliya and an underground rocket launcher.
The army said the launcher was located in a heavily populated area near a school in the Shejaiya neighborhood.
There were no casualties in the raids, but they did cause material damage, a Palestinian security source told AFP, speaking on condition of anonymity.
He added that Hamas fighters had fired on the Israeli aircraft. Last week machine gun fire aimed at Israeli jets hit homes in the Israeli community of Sderot, causing some damage.
The army later said it attacked an additional tunnel entrance after the planes came under fire.
Senior Hamas official Ismail Radwan condemned the Monday night strikes, vowing that Hamas would not be deterred. “The bombing will only increase our determination to reclaim our rights,” he said.

GENEVA, Switzerland (AFP) — The UN rights chief voiced grave concern on Tuesday over the situation in Afghanistan after the Taliban swept into power, saying the group’s treatment of women would mark a “fundamental red line.”
Speaking before an emergency session on Afghanistan, Michelle Bachelet urged the Taliban to honor commitments to respect the rights of women and girls, and ethnic and religious minorities, and refrain from reprisals.
“The onus is now fully on the Taliban to translate these commitments into reality,” she said. “I strongly urge the Taliban to adopt norms of responsive governance and human rights, and to work to reestablish social cohesion and reconciliation, including through respect for the rights of all who have suffered during the decades of conflict.”
“A fundamental red line will be the Taliban’s treatment of women and girls,” she said, urging “respect for their rights to liberty, freedom of movement, education, self expression and employment,” Bachelet told the council. “In particular, ensuring access to quality secondary education for girls will be an essential indicator of commitment to human rights.”
Tuesday’s meeting comes as US troops lead increasingly desperate efforts to airlift thousands of people out of Kabul after the Taliban warned evacuations could continue only for another week.
Crowds continued to mass outside the airport, with many Afghans terrified of facing life under the Taliban.

The militants have repeatedly promised a different kind of rule to their brutal regime of the 1990s that saw women confined to their homes, most entertainment banned, and punishments including stonings and public executions.
But the group’s rebranding is being treated with skepticism amid reports that Taliban fighters have been going door-to-door in recent days searching for opponents — including journalists.

Even before the Taliban takeover, the UN says Afghanistan saw a sharp increase in civilian casualties in recent months.
Bachelet said her office had received credible reports of serious violations in places that have been under Taliban control, including summary executions, restrictions of women’s rights, blocking girls from attending school and recruitment of child soldiers.
“Human rights violations undermine the legitimacy of the perpetrators, both vis-a-vis the people, and also with respect to regional and international institutions and other states,” she warned.

WASHINGTON (AP) — The US military sent a helicopter into a Kabul neighborhood to pick up stranded Americans on Monday as the army reported its biggest day of evacuation flights out of Afghanistan by far.
But deadly violence that has blocked many desperate evacuees from entering Kabul’s airport persisted, and the Taliban signaled they might soon seek to shut down the evacuation.
Twenty-eight US military flights ferried about 10,400 people to safety out of Taliban-held Afghanistan over the 24 hours that ended early Monday morning, a White House official said. The chief Pentagon spokesman, John Kirby, said the faster pace of evacuation was due in part to coordination with Taliban commanders on getting evacuees into the airport.
“Thus far, and going forward, it does require constant coordination and deconfliction with the Taliban,” Kirby said. “What we’ve seen is, this deconfliction has worked well in terms of allowing access and flow as well as reducing the overall size of the crowds just outside the airport.”
With access still difficult, the US military went beyond the airport to carry out another helicopter retrieval of Americans. US officials said a military helicopter picked up 16 American citizens Monday and brought them onto the airfield for evacuation. This was at least the second such rescue mission beyond the airport; Kirby said that last Thursday, three Army helicopters picked up 169 Americans near a hotel just beyond the airport gate and flew them onto the airfield.
US President Joe Biden’s national security adviser, Jake Sullivan, said at the White House that talks with the Taliban are continuing as the administration looks for additional ways to safely move more Americans and others into the Kabul airport.

“We are in talks with the Taliban on a daily basis through both political and security channels,” he said, adding that ultimately it will be Biden’s decision alone whether to continue military-led evacuation operations beyond August 31.
In a reminder of the urgency felt amid a dizzying array of security threats to the evacuation effort, the Pentagon posted a video of a laser near the airport targeting a US Air Force C-17 aircraft and apparently attempting to disrupt the pilot during landing.

After more than a week of evacuations plagued by major obstacles, including Taliban forces and crushing crowds that are making approaching the airport difficult and dangerous, the number of people flown out met — and exceeded — US projections for the first time. The count was more than twice the 3,900 flown out in the previous 24 hours on US military planes.
Army Gen. Stephen Lyons, head of US Transportation Command, which manages the military aircraft that are executing the Kabul airlift, told a Pentagon news conference that more than 200 planes are involved, including aerial refueling planes, and that arriving planes are spending less than an hour on the tarmac at Kabul before loading and taking off. He said the nonstop mission is taking a toll on aircrews.

“They’re tired,” Lyons said of the crews. “They’re probably exhausted in some cases.”
On a more positive note, Lyons said that in addition to the widely reported case of an Afghan woman giving birth aboard a US evacuation aircraft, two other babies have been born in similar circumstances. He did not provide details.
The Pentagon said it has added a fourth US military base, in New Jersey, to three others — in Virginia, Texas and Wisconsin — that are prepared to temporarily house arriving Afghans. Maj. Gen. Hank Williams, the Joint Staff deputy director for regional operations, told reporters there are now about 1,200 Afghans at those military bases. The four bases combined are capable of housing up to 25,000 evacuees, Kirby said.
Afghan evacuees continued to arrive at Dulles International Airport outside of Washington. A bus carried some of the latest arrivals from Dulles airport to another site for what would be one of many processing stops before they reach new homes in the United States.

Exhaustion clouded the faces of many of the adults. How does it feel to be here, a journalist asked one man. “We are safe,” he answered.
An older woman sank with relief into an offered wheelchair, and a little girl carried by an older boy shaded her eyes to look curiously around. It was an interim stop for what had been a grueling struggle over days for many to get flights out of what is now Taliban-ruled Afghanistan. The scramble to evacuate left most arrivals carrying only a bookbag or purse, or a plastic shopping bag of belongings. Some arrived for their new lives entirely empty-handed.
Biden said Sunday he would not rule out extending the evacuation beyond August 31, the date he had set for completing the withdrawal of troops. And British Prime Minister Boris Johnson plans to press Biden for an extension to get out the maximum number of foreigners and Afghan allies possible. Biden is to face the U.’s G-7 allies in a virtual summit on Afghanistan on Tuesday.
Taliban spokesman Suhail Shaheen, in an interview with Sky News, said that August 31 is a “red line” the US must not cross and that extending the American presence would “provoke a reaction.”
Since the Taliban seized the capital August 15, completing a stunning rout of the US-backed Afghan government and military, the US has been carrying out the evacuation in coordination with the Taliban, who have held off on attacking under a 2020 withdrawal deal with the Trump administration.

Monday’s warning signaled the Taliban could insist on shutting down the airlifts out of the Kabul airport in just over a week. Lawmakers, refugee groups, veterans’ organizations and US allies have said ending the evacuation then could strand countless Afghans and foreigners still hoping for flights out.
Since August 14, the US has evacuated and facilitated the evacuation of about 37,000 people.
A firefight just outside the airport killed at least one Afghan soldier early Monday, German officials said. It was the latest in days of often-lethal turmoil outside the airport. People coming in hopes of escaping Taliban rule face sporadic gunfire, beatings by the Taliban, and crowds that have trampled many.

WASHINGTON - The meeting between Israeli Prime Minister Bennett and US President Biden is a “chance for the Prime Minister to hear directly from the President his ironclad commitment to Israel's security and self-defense, and supporting Israel's defense needs,” a senior administration official told reporters ahead of the meeting.
The meeting between the two will take place on Thursday morning (local time) just five days before the US self-imposed deadline to withdraw from Afghanistan. “It's important in the context of those events because (…) the end of America's military involvement in Afghanistan frees up resources and attention and ultimately allows us to better support our partners like Israel,” the official said.
“I’m often asked, “Are we de-prioritizing the Middle East and our friends in the Middle East?” And nothing could be further from the truth. If anything, in the Biden administration, we are not pursuing, unachievable goals,” the official continued.
“We're not trying to transform the Middle East,” the official argued. “We're not trying to overthrow regimes. We are pursuing a very steady course, centered on achievable aims; alignment of ends and means; and, first and foremost, support to our partners, and, of course, Israel being second to none.”
Speaking about Iran, the official said that “Iran will be a big topic of discussion because Iran is a threat to Israel, and we are 100 percent committed to the security of Israel - no ifs, ands, or buts.”
“We know this will be a key topic, which, of course, will be discussed in tremendous depth,” the official told reporters.
“since the last administration left the Iran nuclear deal, Iran’s nuclear program has just dramatically broken out of the box, and it's accelerating from week to week,” the official told reporters.
“This is a very serious problem, and the two leaders, will have the opportunity to sit together and discuss what to do about it,” the official said.

“We, of course, committed to a diplomatic path,” the official noted. “We think that is the best way to put a ceiling on the program and roll back the gains that Iran has made over recent years on the nuclear side.” The official also noted, however, that “if that doesn't work, there are other avenues to pursue.”
The leaders are also expected to discuss “Iran's destabilizing activities in the region and particularly a very effective bilateral program we've set up with the Israelis during a strategic consultation group that we had with them a couple months ago on countering Iranian UAVs,” the official told reporters.

Speaking about the Abraham Accords, the official said that the administration has done “an awful lot of work behind the scenes in building upon the breakthroughs of UAE, Bahrain, Morocco, and we'll be discussing that with the Israeli delegation.”
“Also behind the scenes, there's an awful lot of work going on to expand those arrangements to other countries, so that will also be something that will be a topic of discussion,” the official continued.
The administration is “very pleased with the relations between this new Israeli government led by Prime Minister Bennett and Jordan (…) and also relations between Israel and Egypt,” the official said. “Egypt plays such a critical role in ending the Gaza War, and we think relations between Israel and Egypt are also very much on the right track,” said the official.
Addressing the Israeli-Palestinian conflict, the official reiterated Biden’s position in favor of the two-state solution, “That's been his consistent position throughout his career,” the official said.

“Of course, we recognize the reality that resumption of talks and negotiations is not likely in the near term for a variety of reasons,” the official continued. “But there are a number of steps that can be taken to kind of dampen the risks of further sparks to conflict, which is something that we have seen Prime Minister Bennett and his government very much committed to.”
The COVID-19 pandemic, and specifically, Israel’s third booster shot campaign, will also be a matter of discussion, the official said.

“This will be their first meeting face-to-face,” the official said, “but, of course, President Biden called Prime Minister Bennett to congratulate him less than two hours after Bennett was sworn into office on June 13th. And I think that sent a very clear signal of US support for the prime minister and for this new government, which is a truly extraordinarily broad, big-tent coalition, which is steering Israel as we speak.”

Israel considers Iran’s nuclear program as its No. 1 concern, and though Iran has consistently denied seeking to build a nuclear bomb, tensions have risen as the West seeks to resume talks on reviving the deal to curb Tehran’s nuclear program.

Kohavi has made it clear that he views the JCPOA as dangerous, saying publicly that he has directed the IDF to prepare fresh operational plans to strike Iran to stop its nuclear program if necessary.
Israel’s top military officer has visited Washington several times in recent months, meeting with senior American officials, including Secretary of Defense Lloyd Austin, National Security Advisor Jake Sullivan, Chairman of the Joint Chiefs of Staff Gen. Mark Milley, head of US Central Command Gen. Kenneth McKenzie, and head of US Special Operations Command Gen. Richard Clark.
Though Washington continues on the diplomatic path, hoping to bring Tehran to sign a new deal, the Americans are fully aware of Jerusalem’s concerns about a future deal.
It is believed that Iran is continuing to develop the capabilities to produce a nuclear weapons arsenal as well as ballistic missiles capable of carrying nuclear warheads.
TEHRAN WAS also prohibited under the JCPOA from transferring any weapons to third countries. But Iran, which possesses over 1,000 short- and medium-range ballistic missiles, is suspected of continuing to smuggle weapons to countries and non-state actors such as Hezbollah on Israel’s northern border and Hamas in the Gaza Strip.

Iran has several kinds of rockets that could reach Israeli territory, including the Khorramshahr 2 with a range of up to 2,000 kilometers (1,243 miles) and the Shahab-3.
The IDF has admitted that Iran’s conventional missile threat is a major concern for Israel. Despite its multilayered air defenses, it may not be able to contend with intensive missile barrages fired by Iran and its proxy groups, such as Hezbollah in Lebanon or Shi’ite militias in Iraq.
The Islamic Republic has also continued to entrench itself in proxy groups like Hezbollah across the Middle East to attack Israel and American interests.
As such, “The IDF is working systematically and in various ways to reduce Iran’s influence in the Middle East,” Kohavi said.
In the past year, there was an increase in the number of “war between the wars” operations carried out by Israel, as well as several targets struck, with most airstrikes targeting Iranian entrenchment and weapon smuggling in Syria and even at sea.
It is estimated that alleged Israeli attacks against Iranian ships have stopped between $1.2 million and $2m. from going to terrorist groups in the Middle East.
In addition to those attacks, there have been numerous clandestine activities blamed on Israel inside Iran, such as the assassination of its top nuclear scientist, Mohsen Fakhrizadeh, in November. Dozens of cyberattacks blamed on Israel have targeted Iran’s nuclear program, including three targeting the Natanz uranium enrichment site.
The IDF knows that the international community has no interest in a war with Iran, with every country dealing with its own internal issues, such as the ongoing coronavirus pandemic. But if push comes to shove, the Israeli military has all the options on the table to protect its citizens.

The US Army has decided not to buy Israel’s Iron Dome to counter aerial threats, despite the United States military having successfully carried out a first live-fire test of the missile defense system, according to a report in Defense News.
According to the report, the US Army chose Leidos-owned Dynetics’ launcher after a shoot-off between the two systems last month at White Sands Missile Range in New Mexico.
The Dynetics system, called Enduring Shield, has 360-degree detection and can fire at multiple threats simultaneously. The system is simple to operate and can be fully integrated with the army’s Integrated Air and Missile Defense Battle Command System.
Israel’s Defense Ministry and Rafael Advanced Defense Systems told The Jerusalem Post that they would not be commenting on the Defense News report, but if confirmed, it is expected to be a significant setback for the ministry.

According to a report in Calcalist, though, the average price of an Iron Dome system is around NIS 27 million ($8,400,000). Israel Aerospace Industries said that each system is customized according to need, and it therefore does not have a fixed price.
IAI, which manufactures the radars for Iron Dome, made a record $4.2 billion in 2020 in international sales from the multi-mission radar. Some 150 MMR radars, the brains of the system, have been sold to customers around the world, Calcalist said.
The US Army purchased two off-the-shelf batteries from Rafael in August 2019 that were delivered in late 2020. The army has since been in the process of examining and building training systems for the batteries.

WASHINGTON – Prime Minister Naftali Bennett arrived in Washington amid the United States’ final act in Afghanistan. On Tuesday, US President Joe Biden clarified that he wished to move forward with the plan to complete the US withdrawal from the country by August 31 – just six days away.
The Pentagon and the State Department are working closely to coordinate the evacuation of remaining Americans, alongside US military and Afghan personnel. Between twice-daily Pentagon press briefings, the State Department’s daily briefing and the White House one, the visit of the prime minister is not dominating the news cycle.
Laura Kelly, foreign policy reporter for The Hill, told The Jerusalem Post, “Bennett’s visit is almost sure to be overshadowed by the Biden administration’s handling of the crisis in Afghanistan.
“The president is under immense pressure and criticism from both Democrats and Republicans to continue military evacuations in Afghanistan beyond his self-imposed August 31 deadline,” she noted.
“The president is not looking to take on any major policy projects. such as launching Israeli and Palestinian peace talks,” said Kelly. “Instead, his administration has focused on keeping crises at a simmer and preventing them from boiling over.”

Tevi Troy, senior fellow at the Bipartisan Policy Center and author of Fight House: Rivalries in the White House, from Truman to Trump, told the Post that while the COVID-19 and Afghanistan situations are dominating attention in Washington, Middle East watchers will be paying close attention to the Bennett visit.
“Netanyahu was prime minister for a long time, across multiple American administrations, and so many Americans both inside and outside the government are unused to a non-Netanyahu government in Israel,” he said.

“For this reason, there will be a great deal of interest and curiosity in new Prime Minister Naftali Bennett’s visit to Washington,” said Troy. “The Left is hoping for a significant change from Netanyahu, while the Right is hoping that Bennett, like Netanyahu, remains simpatico with them. Either way, we are in unfamiliar waters.”
Previous meetings between Israeli prime ministers and US presidents were often focused on the Israeli-Palestinian conflict. However, it seems this time that is not going to be the case.
Lucy Kurtzer-Ellenbogen, director of the Israeli-Palestinian conflict program at the US Institute of Peace, told the Post, “While the Israeli-Palestinian conflict will certainly be on the agenda, it will likely be superseded by other issues, with Iran, COVID and China no doubt among those items topping the bill.
“This is a function of both leaders’ acknowledgment and agreement that a push for big Israeli-Palestinian diplomacy would be neither desirable nor fruitful,” she said. “It is also a function of both leaders being at polarized odds on the ultimate goal of two states and wanting to avoid stark differences at a meeting that ultimately seeks to signal a relational reset, highlight areas of shared interest and forge paths for cooperation.”
The Jewish community in the US is closely following the visit, as well. Ron Halber, executive director of the Jewish Community Relations Council of Greater Washington, told the Post that the American Jewish community “is open-minded and excited about getting to know Prime Minister Bennett, as we are every time there is a new Israeli prime minister.
“Most American Jews feel a natural love and affiliation for Israel and want the prime minister to succeed, no matter what party he represents.
“We are hopeful that President Biden and Prime Minister Bennett will enjoy a relationship of mutual respect and cooperation that will further the special bond between our two countries,” said Halber. “Most American Jews would like to see close coordination between our leaders in solving the COVID crisis and responding to the threat posed by Iran.”
One aspect of every Israeli prime minister’s visit to the US is a meeting with Jewish leaders. And While Bennett did meet with AIPAC executive director Howard Kohr, it seems that additional meetings with leaders of major Jewish organizations will have to wait for a different opportunity.
“The Jewish community in Washington understands and respects that Prime Minister Bennett is busy responding to the simultaneous challenges facing Israel’s security and public health, and we expect to have many opportunities to meet with him when the public health situation is more conducive,” said Halber.

Shas MK Moshe Arbel has called on Health Minister Nitzan Horowitz to provide the Lebanese health system with emergency humanitarian assistance in light of the public health crisis in the country as a result of the COVID-19 pandemic and the political and economic crises the country is currently facing.
Citing an article by the Associated Press on Monday, the ultra-Orthodox MK noted that air-conditioning in the country’s largest public hospital, the Rafik Hariri University Hospital, is used only in operating rooms due to the lack of electricity in the country; the hospital lacks drugs for cancer patients and saline solution for infusion and medication; and that some patients are eve asked to bring medication from home.
In addition, 30% of doctors and 10% of nurses have left the country leading to a severe shortage of medical manpower, said the MK.
“The State of Israel and Israeli society cannot remain silent and stand idly by when a humanitarian catastrophe is occurring just a few minutes from the northern border,” wrote Arbel to Horowitz on Tuesday.

“As Jews, we are taught that "kindness of “all people who are created in the image of God are beloved,” and that all people are entitled to basic natural rights that must not be taken away.
“Lebanon is not one of Israel’s close friends, but it is our neighbor and it is our Jewish and human duty to extend humanitarian aid to the people who suffer there,” he continued, adding that such a gesture might also in the future.” open the door to hope and peace in the region.”
Arbel noted the strong dominance of the violent Hezbollah terror militia and political party in Lebanon which seeks the destruction of Israel, and said that aid to the country must therefore be given in the form of medicine and medical devices and transferred through the International Red Cross or other trusted international aid agencies.
