New scenarios ranging from export licensing of intrusion tools to challenges related to extraterritorial incidental civilian cyber harm are among this year’s additions to the Cyber Law Toolkit published by the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE). This annual update to the toolkit also includes an overview of national positions on international law in cyberspace and several new real-life incidents that range from cyber operations against government systems in Ukraine to an internet blockage in Kazakhstan.
