This executive order from January 20, 2025, declares a national emergency to address the threat posed by international drug cartels and other transnational criminal organizations like Tren de Aragua and MS-13. These groups are deemed to pose a national security risk due to their violence, drug trafficking, and infiltration of governments. The order initiates a process to designate these organizations as Foreign Terrorist Organizations or Specially Designated Global Terrorists, allowing for sanctions and other actions. It also directs preparation for potential use of the Alien Enemies Act. The ultimate goal is to eliminate these groups' presence and ability to threaten the U.S.
