Trump is rumored to be considering the insurrection act of 1807 as a means of getting the National Guard troop in Chicago deployed to the streets. They will be in support of ICE as the city police have had their hands tied by the city council and the mayor and ordered to stand down and not assist ICE. That also means they will not be dealing with the civil disobedience of the protesters or the violence of Antifa.
