Pres. Biden's China policy tilts toward a hard line rather than an effort to distance itself from the previous administration's trade war and China-bashing. Emphasizing human rights issues is fine, but upgrading relations with Taiwan and elevating the economic and technological competiton with China to an ideological struggle are recipes for a new Cold War. US policy should test China on issues of mutual benefit such as climate change, public health, and reduction of military tension.
