The Doctor and Jo visit the Master in his high-security prison on an island where the Doctor discovers the Master to make contact with the Sea Devils, a race of reptiles related to the Silurians who have been recently awoken from hibernation in a base underwater, and intends to use them to help him conquer the world (but mostly break out of prison).
