Milwaukee has seen historic rainfall already and it's not going to get any better anytime soon... Is this because of the litter that is in our streets or is this a bigger conversation we need to have surrounding our city. Our elected officials aren't to blame for this one, but if they don't allocate the funds to research on why this keeps happening or how to stop it. Then they'll get the smoke.
