Dr.Ken Harris proposes that we impose a flat tax for everyone in the US. All tax paying citizens have a set base rate that they pay yearly thats based off the amount of yearly income. Why not, seems fair right? The bigger the risk the bigger the reward. So, with that logic and theory, a flat rate would make sense.
