Gov Green said the sirens didn't go off because people would have thought a Tsunami was coming and run into the upcountry; towards the smoke and fire. Apparently this is Josh's way of getting out ahead of the growing criticism questions around the fact that no sirens were going off to warn the people of Lahaina that the fire was coming towards them. And from what the governor has stated, the sirens were purposely not used to warn people.
