The Maharsha says Hashem tells Moshe to command the Jewish people that the women should strain themselves and be intimately involved in their families success in learning. The Chasan Sofer based on this Maharsha explains that the reason women make the blessing on Torah because they are commanded to be "involved" in Torah.
